【禁闻】两会前中共再提政改 被指烟雾弹

【新唐人2012年3月5日讯】1月下旬,中共喉舌《人民日报》抛出评论文章声称,“改革有风险,不改革有危险”,所谓“宁要微词,不要危机”。接下来,《环球时报》等中共媒体也纷纷发表文章谈所谓的政改,不断释放“改革”信号。中共两会前的新闻发布会上,全国政协发言人赵启正再次提出政改信息,而且强调必须由中共来领导。专家指出,中共每次开人大之前,总是会通过党媒或者某些人释放一些政改的言论,以此来稳住老百姓,让民众对共产党重新燃起幻想,放松警惕和抗争。专家表示,中共最终都不会改变它党天下、家天下的实质,因此中国老百姓对中共不必抱有幻想。

3月2号,在中共两会召开前举行的新闻发布会上,赵启正说,中国政治体制改革必须由中共来领导,在所谓的中国特色社会主义框架内进行。

纽约“民主大学”执行主任汪北稷认为,政协和人大代表着巨大的利益集团,与中共演出政治二人转和双簧戏,它怎么领导一个新的社会改革和民族的复兴?

汪北稷认为,中共提政改,只是对外界释放烟雾弹。

汪北稷:“中共它虽然是花最大的力量,用军队、武警、公安、国安来维稳,但是它也知道民间的怨气有多大,知道官场的腐败有多坏,知道国家的污染,经济各方面问题有多严重。所以它们想出来的招数就是惯用的,包括从江泽民就开始用过的招数,就是不断的释放改革、民主的信息来稳住老百姓。”

“哥伦比亚大学”访问学者、时事评论员陈破空表示,经过了六四事件后,中共内部实际已经没有改革派,每次开人大前通过党媒或者某些人释放一些政改言论的做法并不新奇。

陈破空:“这个在十七大和十六大之前都存在。这些都是一种缓兵之计,一种忽悠。就是再次缓解民间的对立,让民众对共产党重新燃起幻想,放松警惕和抗争,让中共好渡过换届时候的这种动荡期,让权利平稳交接。”

汪北稷表示,除非中共当局公开迫害西藏和新疆人民,迫害法轮功的资料,释放所有政治犯,把所有两会代表的资产公布,孩子、配偶的去向和国籍公布,不然他们根本就没有资格提改革。

陈破空则认为,中共谈的政改也不是外界所期望的那样,它只是强调所谓的党内民主,围绕救党来进行,这种政改完全没有空间。

陈破空:“他们在这种党天下甚至是家天下的概念下,他们的传位是传给他们的红二代,富二代,官二代,太子党,跟人民毫无关系。由此他们做出的改革姿态,都是修修补补,看怎样使中国共产党的统治更牢固,不管是转换一个提法,还是换一种表述,还是换一个包装,它最终都改变不了中共这种党天下、家天下的实质,所以中国老百姓对此完全不必抱幻想。”

CCP’s Latest Political Reform Speech Viewed as Smoke Screen

In late January, the People’s Daily, a mouthpiece of the
Chinese Communist Party (CCP) issued an article,
declaring that “reforms carry risks, but there would be
danger without reform".
Next, the Global Times and all the other CCP official media
published articles about the touted political reform.
Zhao Qizheng, the Political Consultative Conference spokesman,
again raised the topic of political reform at a news conference.
Commentators say that the official political reform speeches
are tricks to cope with the reaction of the Chinese public.
This declared reform will not change the essence of the
CCP’s totalitarian rule.
Experts warn that the Chinese should not be under
any illusion about the regime’s true intentions.

On March 2, at a news conference before the CCP’s
two sessions,
Zhao Qizheng claimed that political reform must be
led by the CCP.
And that the reform should be implemented into the system of
Socialism with Chinese characteristics, said Zhao.

Wang Beiji, executive director of the Democracy Academy
of China in New York, he thinks that,
Its political consultative conference and the National People’s
Congress are deputies to a number of huge interest groups,
Both conferences play a political pair show and a double act
along with the CCP, says Wang.
How can it lead to social reform and to a national revival?
Wang views the political reform that was touted by the CCP as a smoke screen to fool the public.

Wang Beiji says: “The CCP spares no effort in
maintaining its stability.
It has mobilized the army, the forces of armed police,
public and internal security.
But it also knows very well how big the people’s discontent
is and to what extent officialdom corruption is rampant.
It is aware of nationwide pollution and how serious
the nation’s economic plight is.
So the tricks they’re using are the same old ones,
including those that were used by Jiang Zemin.
That is, the constant release of information about reform or
democracy in an effort to keep the people calm."

Chen Pokong, visiting scholar at Columbia Univ. and critic,
says that the CCP internally has no reformists since the June 4th event in 1989.
It is not a novelty that each year the regime openly talks about
political reform before its National People’s Congress commences.

Chen Pokong says: “These tricks were used before its 16th and
17th National People’s Congress, all were delaying tactics.
The only purpose is to ease the people’s antagonism again.

This may tempt the people to renew their faith in the CCP,
thus relaxing their vigilance and their struggle.
That’ll help the CCP to tide over the period of its power transition,
and to ensure a smooth leadership handover."

Wang Beiji notes that the CCP is not entitled to mention reform
unless it could get these things done—
Making public the data of persecution of the Tibetans,
the Xinjiang people and of Falun Gong practitioners;
Releasing all political prisoners; Announcing details of
the assets of all deputies to its two annual sessions;
Proclaiming the whereabouts and nationalities
of these deputies’ children and spouses.

Chen points out that the CCP’s political reform only focuses
on self-rescue, leaving no room for real political reform.

Chen Pokong: “With a concept that the CCP is the King,
they would pass the title to their children.
Such as Red second-generation, Rich second generation,
officials , Princelings, who have no ties to the people.
In this case, all they’ve done on reform is to
further secure the CCP’s rule by deception.
No matter how it talks about reform, its expression or
packaging can’t alter its essential attitude that the CCP is King.
So the Chinese people should not have any illusions
about its remarks or acts."
