【禁闻】李克强赌博?中南海政治气候严酷

【新唐人2013年10月03日讯】人们一直关注的上海自贸区(自由贸易试验区),9月29号正式挂牌启动,中共当局公布了首批25家进驻企业与11家金融机构名单。不过,挂牌仪式非常低调,强力推动上海自贸区的中共总理李克强并没有参加启动仪式。分析指出,上海自贸区触动了中共权贵的既得利益,李克强遭到党内保守派的强烈反击。上海自贸区是否能有所成果,成为了李克强的政治赌博。

出席9月29号上海自贸区挂牌仪式的官员,包括上海市委书记韩正和市长杨雄等,而商务部长高虎城是最高级别的中央官员。作为自贸区主打项目的银行业、证券业和保险业,三大行业的管理机构,只有副手参加。在第二天的“十一”招待会上,李克强例行致辞也一句未提上海自贸区。

旅美中国民运人士、政论家陈破空:“就连李克强本人都心灰意冷,所以在当前中共这种保守的陈旧的思维体系下,它的土壤只适合保守派生存,所以任何改革举动都难出笼,即便是连上海自贸区,都难以出场,所以足见当今中南海的政治气候,是何等的严酷和肃杀。”

香港《东方日报》发表评论文章说,上海自由贸易区虽然正式挂牌,但困难重重,最终能否成功,目前还难下结论。

陈破空:“李克强是不仅是触犯了‘天条’而且触动了地头蛇,触动了这些保守派的既得利益,李克强受到了强大的阻击和报复,经济改革的第一个战役,应该说被江系保守派,和行行色色的保守派,联手打败,应该说上海自贸区虽然是挂牌了,其实已经相当于开始寿终。”

政论家陈破空分析,江派掌控的中国三大电信巨头:中国电信、中国联通、中国移动,将在上海自贸区内面对外国对手的直接竞争,这就直接触动了以江泽民为代表的极端保守势力。

陈破空:“大家都知道,中国的电信行业,至少半壁河山以上是被江泽民家族所霸占,他的长子江绵恒,原来搞的中国网通,后来以少吃多,吞掉了中国联通,而且在背后控制中国电信和中国移动,上海自贸区又是江系的老巢,其中的现在的所谓市长杨雄,也是来自于江绵恒的手下。”

早前,香港《南华早报》曾报导,为实现国际接轨,上海自贸区将取消网路封锁;这一报导很快遭到中共当局否认,喉舌《人民日报》,甚至发表专文,对这一报导冷嘲热讽。

陈破空认为,这是李克强代表的改革派,通过《南华早报》放风试水;保守派则通过他们一手操控的《人民日报》,攻击自贸区的网络解禁是搞“政治租界”。

陈破空:“实际上中共,最近三十多年来成为暴发户,就是靠的国际资本自由化,国际资本才能进入中国。但是中共摆出的姿态就是说,想利用国际资本这块肥肉巩固自己的政权,在保守派看李克强是犯了天条,不仅鼓动资本自由化,还要鼓动信息自由化,因此对李克强进行围剿。”

陈破空观察,上海自由贸易区遭到保守派的强烈的阻击,目前只能低调举行挂牌仪式。他认为,上海自贸区已经成为李克强的一场赌博,如果成功,李克强的权力则将会稳固。

时事评论员夏小强分析,经济改革的本质是政治层面的互动,目前,中共向外界展示出的却是政治层面的不可碰触。那么,李克强的经济改革能走多远,都是未知数。外界至少看到,中共高层正在围绕上海自贸区展开激烈的政治博弈。

Shanghai Free Trade Zone – Li Keqiang’s Political Gamble

The Shanghai FTZ (pilot free trade zone) opened on Sept. 29.
Some 25 companies and 11 financial institutions were given
permissions to operate.
However, Chinese Premier Li Keqiang who pioneered the FTZ
was absent from the ceremony.
The FTZ was analyzed to challenge the vested
interests of the communist elite.
Li Keqiang’s political gamble lies with the FTZ and the
resistance from party conservatives.

Shanghai Party Secretary Han Zheng, Mayor Yang Xiong,
and Minister of Commerce Gao Hucheng attended
the FTZ opening on Sept. 29.

The FTZ flagship sectors in banking, securities and insurance
participated in the opening with deputies only.
On the 1st October at the national reception,
Li Keqiang said nothing about the FTZ.

Chen Pokung, commentator:"Under communism, only the conservative old force survives.
Any reform, even the Shanghai Free Trading Zone,
will meet resistance.
The politics in Zhongnanhai are harsh and chilling."

Hong Kong based Oriental Daily also questioned the
outlook of the Shanghai FTZ.

Chen Pokung:"Li Keqiang has crossed the line, from the hidden rules of the
party to the political faction and those
who share vested interests.
He has met with strong resistance and retaliation.
In the first battle of economic reform, Jiang Zemin’s and
the conservative factions have won.
The opening of the Shanghai FTZ also signals
the end of the economic reform."

Commentator Chen Pokung analyzes the FTZ exposes
China’s three telecom giants, China Telecom, China Unicom,
and China Mobile, to foreign competitors.

This will hit the extreme conservative force, Jiang Zemin’s
faction, the direct controller of the three telecom giants.

Chen Pokung:"Everyone knows Jiang’s family controls half of
China’s telecom industry.

His son, Jiang Mianheng, invests in China Netcom and controls
China Telecom and China mobile;
Shanghai is Jiang’s lair; even the Mayor Yang Xiong used to
work for Jiang Mianheng."

Hong Kong based South China Morning Post reported earlier
that the FTZ will free the Internet blockade
to meet international standards.

However, it soon earned criticism from state media
such as the People’s Daily.

Chen Pokung indicates that the South China Morning Post report
is just a litmus test from Li Keqiang’s faction.
The conservative faction hit back with their mouthpiece,
People’s Daily, and claimed the lifting of the internet
blockade is a"political settlement"in the FTZ.

Chen Pokung:"The Communist regime has relied on international free trade
to allow international capital inflow and become the nouveau
riche in the past 30 years.
However, to secure personal political power through
international free trade is crossing the line.
Li Keqiang is therefore under siege for his intention in
capital freedom and freedom of information."

Chen Pokung believes resistance from the conservatives caused
the FTZ ceremony to play low.
He indicates that the FTZ is a gamble from Li Keqiang.

His political stance will be secured if the FTZ succeeds.

Commentator Xia Xiaoqiang indicates, the essence of economic
reform originates from politics.
The communist regime has demonstrated
its untouchable politics.
It is unknown how far Li Keqiang’s economic reform will go.

However, it is clear that an intense political struggle is
taking place along with the Shanghai Free Trading Zone.
