【禁闻】乌坎土地问题未决 书记承诺成疑

【新唐人2011年12月24日讯】广东省当局口头答应了村民的部分要求,但造成乌坎警民冲突的土地问题并没有成为和解的重点,而且被释放的3名村民只是取保候审,并非无罪。民众质疑当局的诚意。分析认为,广东省委副书记朱明国的口头承诺是“非法保障”,乌坎事件最后可能会被当局秋后算账。

广东省委副书记朱明国21号单独同乌坎村代表林祖銮“会谈”,并口头承诺村民的3点要求。朱明国口头承认“乌坎临时理事会”合法,并口头答应决不秋后算账。

22号下午,广东省政府派遣的专项调查工作组进驻乌坎村调查情况,当天被刑拘的26岁村代表张建城获释,23号,庄列宏、洪锐潮也被释放,但他的家人说,现在只是取保候审,并非无罪,他们获释前,家人被迫在“犯罪嫌疑人从宽处理”的纸上按了手印。

23号媒体陆续离开了,村民们开始撤下白色的横幅,但这个“临时自治村”的命运依然扑朔不定。

40岁的黄姓村民说,“地方政府从来都是说一套,做一套,担心他们会回来抓人。”

乌坎村民:“这个小组是省代表,中央肯定知道的,也是中央理事吧,如果这次真的再出现什么意外的话,可能真的要出大事了,大家都有这个心里准备,要冲就冲!要死就死!”

朱明国口头的承诺,被解读为当局作出了让步,事件出现了“转机”,中共喉舌“人民日报”社论认为,在乌坎事件上,基层政府有失误,才会令小事化大。

《六四天网》义工,大陆政策问题专家蒲飞指出,朱明国口头答应是没任何保障的。

蒲飞:“朱明国的这个口头答应是没任何保障的,中国的国务院温家宝在近8年来,每次接受人大代表会总理见面会得时候,任何人要求他释放政治犯,温家宝他都会公然宣布中国是司法独立国家,政府官员或党委官员没有权力干涉中国司法,所以说朱明国这个保障是非法保障。这个保障最后被追诉我认为也是有可能的。”

更有一位体制内人士说,当局平息乌坎事件的方式是“汪洋新政”的结果。但蒲飞认为,这是当局转移公众注意力的动作。

蒲飞:“很多体制外的学者在新浪微博,腾迅微博上谈乌坎时都大谈所谓的‘汪洋新思维’,这种体制外配合体制内的宣传,我认为一律是发源于体制内新闻部门的指使,这么多所谓的公众知识份子一个论调的宣传极为罕见的。我们认为这是和官方密切配合的一个行动,这个行动也是在为以后的秋后算账,转移大家注意力埋下伏笔。”

外界怀疑,作为乌坎冲突起因的土地问题,没有成为朱明国和乌坎村代表谈判的重点,可能是当局的缓兵之计,中共当局在静待秋后算账。

蒲飞:“你要打消别人的疑虑,就是尽快的完全公布整个谈判过程,和每次谈判的进展都应该在社会上公布。任何一方如果对这个东西(谈判)隐瞒的话,只会导致最后的秋后算账。乌坎事件,只要官方一日不对土地征收政策进行改革,这种情况肯定会层出不穷。”

中共政治局委员周永康21号敦促地方政府采取措施,在纷争失控前就予以解决。

蒲飞指出,乌坎事件要想得到彻底解决,必须国家出台一个系统的土地征收改变性政策,如果在现阶段,任何人以乌坎事件告一段落豉吹“汪洋新政”和“广东政改”,都是极不负责任和没有道德的表现,特别是体制内的一些公众知识份子如果坚持那种论调,只能被外界认为别有用心。

Public Doubted Authorities’ concessions on Wukan Incident

Guangdong officials verbally agreed to Wukan villagers’
demands but the issue of land clashes wasn’t focused on.
Only three villagers were released on bail and the public
questioned the authorities’ promise.
Analysts said that the verbal promise isn’t protected by law,
Wukan villagers eventually will be punished by the authorities.

On Dec. 21st Guangdong official, Zhu Mingguo met Wukan
village representative, Lin Zulian.
Zhu Mingguo agreed the villagers’ three demands. He admitted
Wukan provisional committee is legal, promised no punishment

On the afternoon of Dec.22nd Guangdong government sent
a group to investigate the Wukan incident.
Three detained villagers were released on bail. Their families
forced to sign bail that said “leniency for suspect criminals”.

On Dec. 23rd media left the village so villagers removed
the banners but the future of Wukan is still uncertain.
Villager Huang said that the local authorities never keep
promises. He worried they would come back to arrest villagers.

Villager: “They sent provincial representative here, the central
authorities should know what’s happened.
If something happens it will be a major incident; we are all
prepared for the worst.”

Zhu Mingguo’s verbal promise was interpreted as the
authorities’ concessions.
China Daily the CCP mouthpiece commented that there were
mistakes in local government work.

Pu Fei, volunteer worker of 64tianwang.com, a China policy
expert, doubted Zhu Mingguo’s promises.

Pu Fei:“Zhu Mingguo’s promise is no guarantee. Premier Wen
Jiabao always said, when asked to release political prisoners
that China is the legislation independent country, officials have
no power to interfere with the law.
So Zhu Mingguo’s promise is not genuine. He may be at risk
of prosecution himself for breaking the law.”

A governmental official said the way authorities dealt with
Wukan incident is the result of Wang Yang’s new strategy.
However, Pu Fei thinks it is the authorities’ way of distracting
the public’s attention away from the main issue.

Pu Fei: “Scholars outside the governmental system posted
comments on Sina micro blog and Tencent micro blog.
They focused on Wang Yang’s new idea, the same propaganda
as the outside system echoed inside the system.
I think it all comes from the inside governmental system’s
propaganda department.
It is very rare that so many so-called public intellectuals have
the same voice. We think this is an official action.
It is designed for the future punishment of villagers and has
distracted people’s attention.

The public think that Wukan’s clashes on land disputes were
not focused on during Zhu Mingguo’s meeting with villagers
The authorities’ concessions could be a tactic; the CCP is
waiting for the chance to punish villagers.

Pu Fei: “If the CCP wants to clear public’s doubt, they should
disclose the details of each negotiation.
Hiding details of discussions will later result in punishments.
Since Wukan without land reform, this will happen again.”

On Dec.21st, the CCP official Zhou Yongkang urged local
government to resolve the problem before further conflict.

Pu Fei pointed out that to resolve the Wukan incident totally,
the authorities should introduce a set of land polices,
Anyone trying to use Wang Yang’s new idea and Guangdong
political reform to end the Wukan incident, is irresponsible.
Especially public intellectuals, if they still carry on the same tune
as the CCP’s officials it will be considered as ulterior motives.”
