【禁闻】中共军队二炮及兰州军区司令易帅

【新唐人2012年10月31日讯】中共当局持续进行军方人事调整。据中共军内媒体披露,第二炮兵司令员由原副总参谋长魏凤和接任;兰州军区司令员由原参谋长刘粤军就地升任;南京军区政委由郑卫平接任;广州军区政委由魏亮接任。由于二炮司令员是中央军事委员会的委员之一,预料魏凤和在18大后,将成为中央军委委员。

据中共军内媒体《火箭兵报》披露,近期中央调整的部分正大军区级将领,一批具有实战经验,跨大军区、军兵种和总部机关交流的军事和政治主官获得重用,其中包括新任兰州军区司令员刘粤军、第二炮兵部队司令员魏凤和、南京军区政委郑卫平,和广州军区政委魏亮。

山东籍的魏凤和,曾就读“二炮指挥学院”指挥系大专班,并在二炮系统内担任过基地参谋长、司令员、副参谋长及参谋长,2010年才升任副总参谋长,是第一个从二炮系统升任的二炮司令员。

同为山东籍的刘粤军,曾参加过1979年的“中越战争”,以及之后发生的中越“法卡山战役”,具有实战经验。而郑卫平是由原广州军区政治部主任,调升南京军区政委;魏亮则由原总政治部主任助理,调升广州军区政委。

“中国社会民主党–中央委员会”主持人刘因全表示,从这一次军队大的调整,可以看到几个方面的问题。

“中国社会民主党–中央委员会”主持人刘因全:“从这一次大的调整看,有这么几个特点,一个就是有实战经验的一批将领得到了提升,再就是有基层经验的一些人,得到了提升。再就是我们看到了有些和江派、薄派关系密切的人,这一次没有得到提升,这个也是比较清楚的。”

被誉为中共军队王牌的“二炮”部队,司令员是部队军事最高指挥官,主官的调整历来都备受关注。今年因二炮政委张海阳涉入薄案,而使得外界对“二炮”的高层人事变更变得更为敏感。

报导指出,原司令员靖志远已到了退休年龄,58岁的原副总参谋长魏凤和已被任命为第二炮兵司令员。由于二炮司令员是中共中央军事委员会委员,预料魏凤和将在“十八大”期间成为军委会一员。

时事评论员蓝述:“毫无疑问换上去的这些人都跟江系没什么瓜葛,因为江系已经势弱了,中共历来就是一朝君子一朝臣,是人治的体制,所以谁在最高位谁就提拔自己的人,没有任何的民主可言,它完全是从维护个人的权威为目地去提拔自己的人。”

时事评论员蓝述认为,军人应该是为自由而战,然而,中共为了维护自身的统治,而去提拔这些人。。

蓝述:“他们是在党文化的洗脑下从基层干到高层,他们完全是非常狭隘的去执行党指挥枪,党对军队有绝对指挥权的这么个信条,所以他们是在为党而战,为独裁而战,不是为自由而战,所以说这是完完全全的不一样的治军思想。很多新提拔上来的军人,从说话方面体现出来的狭隘的民主主义思潮,实际上是非常危险的。”

“英国国家广播公司(BBC)”29号在报导中,引述英国《简氏防卫周刊》的中国问题分析家沙拉•麦克道沃的话说,在中国主要的“国防问题”上,中共“党的领导”在决策过程有最终的发言权。

《BBC》的报导还提到:230万人组成的中国人民解放军,从理论上说,是受中共领导的军队,他们忠于党的领导而非国家。报导说,中国人民解放军的主要责任是维护党的权力,例如在1989年,解放军血腥镇压了发生在北京天安门广场的支持民主的抗议示威。

CCP changes commanders of the Second Artillery Corps and the Lanzhou Military Region

CCP authorities continue to work
on military personnel adjustments.
According to the media, Wei Fenghe, the former Deputy
Chief of Staff, will become the Second Artillery commander of the CCP military,
and Liu Yuejun will take over the commander position
of the Lanzhou Military Region. He was the former chief of staff there.
Zheng Weiping will become the political commissar
of the Nanjing Military Region,
and Wei Liang will become the political commissar of
the Guangzhou Military Region.
Because the Second Artillery commander should be one
of the members of the Central Military Commission,
Wei Fenghe is expected to become a Central Military
Commission member after the 18th CCP national congress.

According to Rocket Soldiers,
a media outlet within the CCP military,
the CCP authorities continue to work on military
personnel adjustments,
especially the Military Region level generals (principal
position) and a number of military and political officers with cross military region.
Personnel with real-world experience received promotions
in military branches and headquarters offices , including
Liu Yuejun, the new commander of Lanzhou Military Region,
Wei Fenghe, the new commander of the Second Artillery
Zheng Weiping, the new political commissar of the Nanjing
Military Region, and Wei Liang, the new political commissar of the Guangzhou Military Region.

Wei Fenghe, who is from Shandong province, studied
at the college class of conducting department at the Second Artillery Command College.
He served as the base chief of staff, base commander,
deputy chief of staff and chief of staff within the second Artillery Corps.
He was promoted to Deputy Chief of Staff in 2010,
and he was the first Second Artillery commander with Second Artillery background.

Liu Yuejun, who is also from Shandong, was in the Vietnam war
in 1979 and the Battle of Faka Mountain after the Vietnam war.
He comes to the table with real-world experience.

Zheng Weiping is the former director of the Political
Department of the Guangzhou Military Region and
has been promoted to the political commissar position
of the Nanjing Military Region.
Wei Liang, who is the former Assistant to the Director
of the General Political Department,
has been promoted to the political commissar of
the Guangzhou Military Region.

Liu Yinquan, the Central Committee moderator of the China
Social Democratic Party said several problems can be seen with the army adjustment this time.

Liu Yinquan: “There are several features for the big
adjustment this time.
First, a number of generals with combat experience
and grass-roots experience have been promoted.
Second, it is clear that those who are close to the Jiang
and Bo “Bloody Hands” faction did not get promoted.”

The Second Artillery Corps is known as the trump card
of the CCP military.
As the supreme commander of the force, the Second Artillery
commander adjustment always attracts attention.
After Zhang Haiyang, the political commissar of the Second
Artillery Corps, got involved with Bo’s case this year,
the high-level personnel changes of Second Artillery Corps
became more sensitive.

It was reported that Jing Zhiyuan, the former
Second Artillery commander, reached retirement age,
and 58 year old Wei Fenghe, who is also the former
Deputy Chief of Staff became the new commander.
The Second Artillery commander must also be a member
of the CCP Central Military Commission, therefore,
Wei Fenghe is expected to become a Central Military
Commission member after the 18th CCP national congress.

Political commentator Lan Su: “There is no doubt that these
people are not related with Jiang’s faction, because the Jiang faction is getting weak.
The CCP is a system of political tutelage.

A new chief brings in new aides, therefore, whoever comes
into the highest position will promote his/her own people.
There is no democracy at all in the CCP, CCP leaders promote
their own people for maintaining their individual authority.”

Lan Su thinks soldiers should fight for freedom. However,
the CCP promoted these people in order to maintain its rule.

Lan Su: “They use party culture to brainwash from
the grassroots to the senior levels and
they simply carry out the ‘CCP commands the gun’ rule
with one track minds.
Therefore, they run the army with a totally different thinking–
they fight for CCP and dictatorship, not for freedom.
The words of many new promoted soldiers reflect their
narrow communist thinking, and it is actually very dangerous.”

BBC quoted Sarah McDowall, the analyst of Jane’s
Defence Weekly, who said on Oct. 29,
“the party’s leadership” has the final decision-making
power on the main defense issues of China.

BBC also mentioned that there are 2.30 million soldiers
in Chinese People’s Liberation Army.
Moreover, in theory, the army is led by CCP.
They are loyal to the CCP leadership rather than the nation.
It was reported that the main responsibility of the People’s
Liberation Army is to maintain the power of the CCP.
For example, in 1989, the People’s Liberation Army bloody
crackdown the democracy protests occurred at Tiananmen Square in Beijing.
