【禁闻】真痛心!幼稚园成了“药儿园”

【新唐人2014年03月22日讯】最近陕西西安市“枫韵幼稚园”,率先被家长们发现,长期给园内孩子们喂食“病毒灵”,以预防传染病。此后在西安的“鸿基新城幼稚园”、以及吉林市的“芳林幼稚园”、和湖北宜昌市“馨港幼稚园”等,相继发现幼稚园擅自喂儿童服药的情况。20号,湖北至少又有两所幼稚园被曝“喂药”。什么原因让幼稚园成了“药儿园”呢﹖请看报导。

幼稚园和学校给儿童喂食预防药物,在中国大陆十分普遍,但大多是以天然的板蓝根、或凉茶等中药为主。但最近西安、吉林、湖北等地幼稚园却给幼儿服用处方药。

这些幼稚园辩解说,是为了“增强孩子们的抵抗力”,以提高“出勤率”。

按照管理规定,如果有孩子生病不上幼稚园,园方应该退还部分托儿费用。为保证幼稚园的收入,“病毒灵”成为这些幼稚园的共同选择。

“病毒灵”学名叫盐酸吗啉胍,主要是用于抗病毒,是一种处方药。但是这种药被认为没有明显的抗病毒效果。现在临床上已经很少使用。

曾任职于“中国医学科学院医学资讯研究所”的张田勘表示,滥用药物的一个重要因素,来自中国的医疗体制问题,就是以药养医的问题。医疗体制不改革的话,问题会越来越多。

中国《百科知识》杂志副主编的张田勘:“中国它有一个以药养医的成分在里面。所以有时候它就逼迫医生开大量的药,无论你是有病还是没有病,他都要开一些药。”

张田勘认为,中国陷入了药物过度医疗的状况当中,尤其是抗生素。

根据世界卫生组织统计,抗菌药在西方发达国家的临床使用率不超过30%,而在中国三级医院保守估计要达到60%~70%,二级医院甚至超过80%。其它药物的滥用情况在中国也十分严重。

世界卫生组织多次警告,如果中国不控制抗生素滥用,将害了全世界。

中国各地被喂服“病毒灵”的儿童,普遍出现心肌酶偏高、心肌炎、肾积水等情况。

被曝光的幼稚园家长们则非常愤怒。他们到幼稚园拉横幅抗议,并成立了网路维权QQ组群,怒斥幼稚园变成了“药儿园”。还有家长怀疑有药厂在利用幼儿进行药物试验,要求相关部门给予说法。

喂药事件甚至惊动了中共总理李克强。李克强要求,依法查处,严格管理,严防类似事件的发生。

日前,来自北京、河南等10省市的22名女律师组成了志愿团,义务为“被喂药”受害幼儿家长提供法律咨询和帮助。

山东济南律师王玉琴:“这是一个悲剧,不应该发生的,他们幼儿家长迫切需要帮助,另外,我们觉得不能让这样的悲剧再来上演,然后再伤害我们的孩子。我们作为律师,尤其女律师应该为这个事出一份力。”

参与志愿律师团的山东济南律师王玉琴表示,现在社会失去了对生命的尊重和敬畏,人们掉到片面追求经济利益中去了。

大陆结石宝宝家长赵连海:“过度追求于眼前利益,而没有长远的去为这个社会,包括这些孩子着想,这是一个很严重的问题。过于追求短期利益,会很多问题,它就会积累起来,然后慢慢的最后得以爆发,像毒奶粉等等也是。”

因毒奶粉造成的“结石宝宝”家长赵连海认为,现在社会已经积蓄了太多问题,甚至连孩子的利益都不去考虑了,这让人非常痛心,但扭转过来是非常慢的过程。

赵连海是三聚氰胺“毒奶粉”受害者的父亲,他也是毒奶受害者集体维权联盟“结石宝宝之家”的发起人。但赵连海却在2010年被当局以“寻衅滋事罪”,被判处有期徒刑两年半。

其实,在中国大陆,医院滥用药物的问题早就非常突出。

据统计,中国大陆每年有8万人因滥用抗菌药物死亡,一百多万儿童聋哑﹔三十九万中国人因不安全注射,导致罹患爱滋病和肝炎,仅2008年医疗事故致死人数,高达23万多人!

A Sad Fact: Chinese Kindergartens Illegally Administer Drugs to Boost Kids’ Attendance

Recently, Fengyun, a Shaanxi kindergarten, was found by parents to have long been administering prescribed drugs to kids for “disease prevention."

Soon afterwards, several other kindergartens including Hongji Xincheng at Xi’an, Fanglin at Jilin and Xingang at Yichang, were also reported to have illegally distributed drugs to kids. On March 20, another two kindergartens in Hubei province reportedly did the same. What motivated those kindergartens to do that?
Let’s look at the following report.

In China, it is quite normal for kindergartens and schools to administer preventative medicines to children. However, most are traditional Chinese medicines such as indigowoad root or herbal tea. However, kindergartens in cities such as Xi’an, Jilin andYichang were found to have given kids prescription drugs.

Those kindergartens argued they did that to boost children’s immunity so as to improve attendance.

According to the regulations, if any kid is absent due to illness, kindergartens need to give partial refunds. Therefore to ensure revenue, those kindergartens
have all decided to give kids a drug called Bingduling for better attendance.

Binduling, or guanidine hydrochloride, is a type of prescription drug to resist viruses. It has been found to have little effect against viruses, and therefore is rarely used now for clinical practice.

Zhang Tiankan, former researcher at China Academy of Medical Science, said drug abuse is a result of the Chinese Communist Party’s (CCP) medical system. The fact is that most doctors’ income is from drug sales. Without reform in the system, there can only be more problems in the future.

Zhang Tiankan, deputy editor-in-chief of Baike Magazine: “In China most doctors are paid by selling drugs. Therefore sometimes doctors are motivated to prescribe a lot of drugs to patients. Whether they really need it or not, doctors always prescribe medicines to you."

Zhang Tiankan believes that China’s medical system is abusing drugs, especially antibiotics.

According to World Health Organization (WHO), the clinical usage rate of antimicrobial drugs is less than 30 percent in western countries.

However, that number is 60 percent to 70 percent in China’s tertiary hospitals, and even reaches 80 percent in secondary hospitals. Abuse of other drugs is also extremely serious in China.

WHO has warned many times that the whole world will be harmed if the CCP doesn’t call a stop to drug abuse in China.

Many children who were given drugs by kindergartens have suffered elevated cardiac enzyme levels, myocarditis, uronephrosis and other abnormalities.

Parents of those children were enraged after the facts were exposed.
They held slogans in front of kindergartens to protest and set up QQ chat groups for child protection. Those parents say kindergartens have become places
to feed kids drugs. Some even questioned whether drug makers were testing on their kids, and demanded the CCP administration to respond to their concerns.

The CCP’s premier, Li Keqiang, was also shocked by the incident. Li called for investigation and more strict management of the issue so as to prevent similar cases in the future.

Days ago, 22 female lawyers from 10 provinces including Beijing and Henan announced they would provide free legal service to parents whose children were victimized in the incident.

Wang Yuqin, lawyer from Jinan, Shandong: “This is a tragedy that should not have occurred. Those kids’ parents need immediate help from the society. In addition, we feel that we can’t let such things happen again and watch more children suffer like that. As lawyers, especially female lawyers, we should do what we can in such a situation."

Wang Yuqin, a member of volunteer lawyer group from Shandong, said now Chinese society had lost its respect to human lives. Many people seek money over anything else.

Zhao Lianhai, Parent of a kidney stone baby: “Overly seeking short-term interests and ignoring long-term impacts our society and those children extremely severely. The consequent problems will accumulate and finally
explode as serious incidents, such as the toxic milk scandal."

Zhao Lianhai is one of the kidney stone babies’ parents whose baby suffered after having toxic milk powder. Zhao said China has accumulated so many social problems and even children’s interests are completely ignored. This is very sad, and it will take a very long time to reverse.

Zhao’s child was a victim of melamine-tainted milk. Zhao is also founder of “Home for Kidney Stone Babies,"a website for all victim families to protect their legal rights.

However, Zhao was sentenced to 2.5 years imprisonment by the CCP authority for “disturbing social order."

The truth is that drug abuse has been a serious problem in China for a long time.

Statistics show that every year, 80,000 people die from abuse of antimicrobial drugs in China. The same problem causes over a million deaf-mute children annually. About 390,000 Chinese get AIDS or hepatitis due to unsafe injections.
In 2008 alone, over 230,000 died in medical accidents in China.
