【新唐人2011年7月13日讯】中国国务院港澳事务办公室主任王光亚，在会见香港代表时对未来的香港特首提出条件，既要“爱国爱港”，又要有“社会认受性”。评论指出，北京所谓“爱国”等于“爱党”。而“社会认受性”则需要遵循民意。这等于是说，未来特首要面对共产党和香港民众两个老板。
据《德国之声》报导，中国国务院港澳事务办公室主任王光亚周一（7月11日）在北京与香港亲北京工会“工联会”的代表团会面时，就明年三月举行的下一任香港特首选举发表言论。王光亚表示，未来的香港行政长官必须具备三个条件，就是：爱国爱港、和拥有很高的管治能力、以及获得市民的高度支持。
香港立法会议员， 香港民主党主席何俊仁表示，王光亚的这番讲话好像是肆无忌惮的向世界宣布，特首就是中央钦点的，不是由香港民众选举产生的。
香港民主党主席何俊仁：“这个不是由政府来讲的。应该由人民透过投票来决定。我觉得港澳办的官员不应该借什么条件来指指点点，他应该透过选举由选民来决定。这是他作为官员应该干预的事情。”
香港著名媒体人，原新加坡《海峡时报》驻中国首席特派员，曾被中共囚禁三年的程翔表示，在目前的体制下，不亲共爱党，都无法成为候选人。
资深媒体人程翔：“当然他爱国爱港其实就是要北京信任的人，这是一个政治条件。其他能力，认受性，这都是其次。最重要是爱国爱港。中共本身有一套很特殊的爱国观。他的爱国就等于爱党，等于服从共产党。所以在这种情况下，他的特首的条件，第一条是要服从共产党。”
何俊仁表示，共产党只是各个政党其中的一个。中国和香港要走向民主，不能向某个政党表示效忠。
何俊仁：“我觉得很多时候在他们的眼中，你不支持共产党的统治跟领导，那么就不能支持国家、不能支持政府，那就是最大的问题。这是他们逻辑上的问题。因为他们觉得宪法规定是共产党领导，所以你一定要支持共产党的领导才是爱国。这个我们是不接受的。”
根据现行制度，香港行政长官将会由1200人的“选举委员会”投票产生，再报请北京批准。何俊仁认为，这个“选举委员会”的设计也不是民主的，绝大部分成员受到共产党的影响和控制。因此，特首的选举结果，只取决于一个因素，就是“共产党支持谁”。
香港岛东区乐康选区区议员曾健成：“基本上所说的1200多个选举委员，不能代表香港人，香港人这么多万人，有3百多万选民，为什么我们3百多万选民不能投票。这是假的，这是中共中央钦点的。”
香港《经济日报》报导，中央官员这次对于特首提出的三个条件，实际上隐含着内在的冲突。“爱国爱港”与“社会认受性”，意味着特首有中央与港人两个老板，当两个老板意见严重分歧时，特首左右为难。最明显的例子是03年特首董建华要完成第二十三条立法，这项中央任务时，港人大力反对，激发五十万人上街的“七一游行”，特首一年多后只好以病请辞。
《经济日报》评论说，最近发生的立法会议席替补风波，究其原因，是中共惧怕看到变相公投，港府于是千方百计禁止补选，意图与手法与港人意见相左，致使今年“七一游行”人数创六年新高。其中反映的还是“中央与港人矛盾”。中共的独裁作风和香港人信奉的民主理念相距甚远。不论是谁当下任特首，两者的鸿沟都难以逾越。如果中共还试图推动二十三条立法，更将造成香港社会严重反弹。

Future HK chief: party or people?
China State Council’s Hong Kong and Macao Affairs Office director,
Wang Guangya, when meeting with the representatives from Hong Kong,
said that the future Hong Kong Chief Executive
should not only be “a patriot of China and Hong Kong",
but also have “social acceptability."
Commentators pointed out that Beijing’s so-called “patriotism" means “loving the Chinese Communist Party (CCP)."
And “social acceptability" requires accepting public opinion.
This is to say, the future Chief Executive will face two bosses,
the Chinese Communist Party (CCP) and the people of Hong Kong.
According to Deutsche Welle, on July 11, when Wang Guangya,
director of Hong Kong and Macao Affairs Office of the State Council,
met with representatives of the pro-Beijing Hong Kong Federation of Trade Unions in Beijing.
Wang said that the future Chief Executive of Hong Kong should meet three requirements,
including patriotism to China and Hong Kong,
a strong governing capability and the ability to gain wide public support.
Albert Ho, the Hong Kong Legislative Councilor and Hong Kong Democratic Party Chair said,
Wang’s remarks resemble a blatant announcement that the Chief Executive is appointed by the CCP,
instead of being elected by the people of Hong Kong.

The chief executive should not be decided by the government, he/she should be elected by the people.
And I don’t think the officials from Hong Kong and Macao Affairs Office should be intervening with any requirements.
The chief executive should win the election through votes.
Ching Cheong, a well-known media professional in Hong Kong
and former chief correspondent in China for Singapore’s “Straits Times”,
was once imprisoned for three years by the CCP.
He said under the current system,
if you are not pro-CCP, you are unable to become a chief executive candidate.

Being patriotic to China and Hong Kong means the candidate needs to be trusted by Beijing.
Other capabilities and people’s acceptance are secondary.
The most important is to love the CCP.
The CCP has a very special view of patriotism.
To the CCP, loving China equals to loving the CCP, and equals to obeying the CCP.
So under these circumstances,
Hong Kong chief executive’s priority is to obey the Communist Party. "
Ho said that the Communist Party is one of the various political parties.
If China and Hong Kong want to move towards democracy,
they should not be loyal to any political party.
Ho: In their eyes, if you do not support the rule and leadership of the CCP,
you do not support China or the government.
That is the biggest problem. Their logic is wrong.
Because they think that the Constitution stipulates that China is led by the CCP,
so you can only be patriotic by supporting the CCP’s leadership.
And that’s something we cannot accept. "
Under the current system,
Chief Executive of Hong Kong will be voted by a 1200-member “election committee",
and then the results are submitted to Beijing for approval.
Ho believes that the setting of the election committee is not democratic,
because the vast majority of the members are under the CCP’s influence and control.
Therefore, the chief executive election results depend only on one factor,
that is, “who is supported by the Communist Party?"

Basically, the 1,200 election committee members cannot represent the people of Hong Kong.
Hong Kong has more than 3 million voters.
Why cannot they vote? The committee is a fake; it is appointed by the CCP. “
According to Hong Kong’s “Economic Daily News",
the CCP officials’ three standards imply an inherent conflict.
Having both “Patriotism" and “social acceptance" means that
the Chief Executive will under two bosses – the CCP and Hong Kong people.
When both bosses have significant divergence of views,
the Chief Executive will face a dilemma.
The most obvious example is the former Chief Executive Tung Chee-hwa’s mandate
from the CCP to implement the Article 23 legislation in 2003.
Hong Kong people strongly opposed the legislation,
and half a million people took to the streets on July 1.
Tung had to resign a year later.
Economic Daily News commented that the recent by-election incident
of the legislation committee reflected that the CCP fears for a disguised referendum.
So the Hong Kong government does everything possible to prohibit the government by-elections.
As this is opposed by the people, on July 1,
the largest number of people participated in a protest march in the past six years.
This reflects the conflicts between the CCP and Hong Kong people.
CCP’s autocratic style is the opposite of Hong Kong people’s belief of democracy.
Whoever becomes the next chief executive,
the gap between the CCP and Hong Kong people will not be bridged.
If China still tries to promote Article 23, it will cause serious rebounds in Hong Kong.
