【禁闻】美国会关注活摘 将调查王立军事件

【新唐人2012年3月20日讯】美国国会众议院外交委员会的政府监督和调查小组委员会表示,19号将针对原重庆市副市长王立军进入美国领事馆一事展开调查,以厘清王立军是否曾寻求美国庇护,而美方采取何种措施保障美国国家利益。美国法律学者分析,“王立军事件”本来可以给中共统治集团造成更大冲击,但是这次草率的处理方式,可能对美国长远战略意义造成损害。国会调查事件很有必要。

美国众议院外交事务委员会女主席伊莱亚娜‧罗斯-莱赫蒂宁(Ileana Ros-Lehtinen)在2月10号已经致函国务卿希拉里.柯林顿,询问王立军案。信中表示,有报导声称王立军是变装进入美国驻成都总领事馆,可能试图寻求美国政治庇护。而在总领事馆被中共警察及公安包围下,美国方面拒绝了他的庇护请求。目前王立军下落不明。

中美律师交流协会会长,纽约律师高光俊分析说,美国领事馆拒绝给予王立军庇护,可能是出于中美政治关系的考虑。

纽约律师高光俊︰“特别是习近平要访问美国、中国要开人大、政协会议。可能考虑到中美更多的政治外交关系。美国不愿在这个方面,参与中国相互之间自己官员里面的争斗。”

华府人权律师叶宁认为,美国领事馆把王立军轻易交还给中共的草率做法,实际上契合了中共统治集团维稳的需要,这固然是美国政府出于经济利益层面的考虑,但是却对美国长期战略利益造成伤害。

叶宁:“如果美国在这个事情上处理得当的话,今后有可能会有官阶高于王立军的官员往美国领事馆寻求政治庇护,这样的事情是完全有可能的。但是由于王立军事件当中处理不当,处理过分草率,过分短视,过分缺乏战略眼光,那么有可能今后他就占不到这样的便宜。这难道不是美国战略安全利益的一种重大失伤吗?”

几天前,薄熙来被免去重庆市委书记职务。更早些时候,华府资深记者比尔‧戈茨(Bill Gertz)的报导援引美国官员的话说,王立军向美国驻成都总领事馆提供了中共高层腐败和内斗的材料,包括薄熙来联合周永康阻止习近平接班的图谋。

叶宁认为,王立军和薄熙来客观上打乱了中共的维稳局面。王立军本身的价值要超过他带出来的材料价值。

叶宁:“王立军事件牵一发而动全局。这样一种博弈的大格局,他所充满的变数要比现在大得多,悬念也比现在大得多。从而造成的给中国各种反对共产党现在的权贵资本主义维稳派统治的各种反对派力量的运作,集聚,形成以及出击,提供的机会也会大得多。在这个意义上,难道这不是自由人类更大利益的所在吗?”

多年关注全球各地人权的美国国会外交事务监督和调查小组委员会主席罗拉巴克(Dana Rohrabacher),也希望了解王立军可能涉及的活摘器官情况。

据法轮功学员指控,在薄熙来担任辽宁省委副书记、省长的2001至2004年,正是活摘法轮功学员器官的高峰期。而在2003年5月至2008年6月,时任锦州市公安局局长的王立军,兼任锦州市公安局“现场心理研究中心”主任,涉嫌参与了活体摘取法轮功学员器官和活人人体试验。

叶宁认为,以美国这么发达的情报系统,中共活摘人体器官的犯罪行为,美国政府应当是了解的。

叶宁:“现在的问题只是在于,如果王立军提供的情报当中,有这样一些资料的话,那就是最权威的资料。能够最有说服力的向世人证明这样的,由法轮功揭露的这样的‘反人类罪’是确确实实存在,也确确实实在进行当中。”

罗斯-莱赫蒂宁并要求国务院提供美国驻成都总领事馆、美国驻中国大使馆和美国国务院之间的所有相关通信,她同时敦促国务院提供美国海外使领馆,处理中国人庇护申请的标准指南。委员会一直与国务院保持联系,国务院表示正在准备相关资料。

Organ Harvesting and Wang Lijun: U.S. Congress Concern

The Subcommittee of Government Oversight and
Investigations in U.S. House of Representatives
Foreign Relations Committee said they will
investigate on Wang Lijun event in Mar. 19.
Former Vice Mayor of Chongqing, Wang entered
the U.S. Consulate in Chengdu on Feb. 2.
The target of this investigation is to clarify if Wang sought
U.S. asylum, and what kind of action the U.S. took to protect national interests.
U.S. legal scholars said the Wang event should bring much
greater impact to the CCP.
However, the rough handling by the U.S. may cause
damage to U.S. long-term strategic interests.
It is necessary for the U.S. congress to investigate
the Wang event.

Ileana Ros-Lehtinen, Chairwoman of U.S. House of
Representatives Foreign Affairs Committee, has sent
a letter to the Secretary of State, Hillary Clinton asking
for clarification on the Wang Lijun case on Feb.10.
The letter said, some reports claimed tWang Lijun entered
the U.S. Consulate General in Chengdu with disguise, trying to seek U.S. political asylum.
The U.S. Consulate General was subsequently
surrounded by CCP police.
However, the U.S. rejected Wang ‘s request
and Wang is missing currently.

Gao Mingjun, New York Lawyer and Chairman of Sino-U.S.
Lawyers Exchange Association commented.
The U.S. decision to reject Wang‘s request for asylum may
be based on consideration of U.S.-China relations.

Gao Mingjun: “Especially Xi Jinping is going to visit
the United States.
The National People’s Congress and CPPCC meetings
are going to be held in Beijing.
Based on the consideration of U.S.-China relations, the U.S.
does not want to join the battle between CCP officials.

Ye Ning, a Washington-based human rights lawyer
commented.
The rough handing of the Wang case fits the needs
for maintaining stability of the CCP.
It will bring harm for the U.S. in long-term strategic interests,
although the U.S. may consider the economic benefits.

Ye Ning: “If the U.S. handled this event properly, high ranking
officials may seek political asylum at the U.S. Consulate. This is quite possible.
However, due to the rough handling and excessive
short-sightedness on the Wang event, there may be little opportunity for this in the future. Isn’t it a loss?”

A few days ago, Bo Xilai was removed from his position as
Secretary of Chongqing CCP Municipality.
Earlier, a senior reporter in Washington, Bill Gertz,
quoted U.S. officials.
Wang Lijun provided materials to the U.S. Consulate General
in Chengdu, revealing upper level CCP corruption and infighting.
This included the plan of Bo and Zhou Yongkang to prevent
Xi from taking over.

Ye Ning said, Wang and Bo disrupted the maintenance
of stability situation of CCP objectively.
Wang event itself worth more than the value of
the materials he brought out.

Ye Ning: “The Wang event indeed affected the
overall situation.
The situation is now full of variables and suspense.
It also brought opportunities for CCP opposition in China.”

Chairman of the U.S. Congress Foreign Affairs Oversight
and Investigations Subcommittee, Dana Rohrabacher
also wants to know if there any facts connecting live
organ harvesting with the Wang event.

According to Falun Gong practitioners evidence, from 2001
to 2004, Bo Xilai served as deputy Secretary and Governor of Liaoning Province.
During this period, there were peaks in accounts
of harvesting Falun Gong practitioners’ organs.
From May 2003 to June 2008, Wang Lijun was the
Secretary of Jinzhou City Public Security Bureau.
He also served as Director of an
“on-site mental Research Center."
He was suspected of being involved in live harvesting
of organs from Falun Gong practitioners.
He is also suspected to have conducted human trials
on living victims.

Ye Ning said that with such an advanced intelligence
system, the U.S. government must know about the CCP crimes of harvesting human organs.

Ye Ning: “For now on, the problem is that,
if there is any proof in the materials provided by Wang, then it would be the most authoritative proof.
And it would reveal the existence of “crimes against humanity"
commited against on Falun Gong. That it is indeed being carried out.

Ros-Lehtinen requested the State Council to provide related
communications among the U.S. Consulate General in Chengdu, the U.S. Embassy in China and the U.S. State Council.

She also urged the State Council to provide standard
guidelines for U.S. Consulates and Embassies overseas in how to deal with Chinese application for asylum.

The Commission has maintained contact with the State
Council, which is preparing related information.
