【禁闻】俄炮击扣留陆渔船 演变政治事件?

【新唐人2012年7月19日讯】16号,俄罗斯边防局的巡逻艇,在日本海的俄罗斯专属经济区向一艘中国渔船开火,并将渔船扣留。中共驻俄罗斯哈巴罗夫斯克总领事馆,证实了此事。但却否认在冲撞过程中,一名中国渔民落海失踪的说法。对于这次事件,中共外交部门如何处理,中俄之间是否会演变为政治事件,将成为外界关注的焦点。

俄罗斯媒体报导,16号,俄罗斯边防局的巡逻艇,在日本海的俄罗斯专属经济区发现了一艘中国渔船。在追捕过程中,俄方先是开枪警告,之后与渔船发生撞击。俄方边境士兵登上中方渔船,在遭遇抵抗时,俄方直接向中方船员开火,幸好没有人员伤亡。

17号,中共驻俄罗斯远东海参崴领事办公室证实,中国山东威海两艘渔船分别在15号和16号,被俄罗斯远东滨海边疆区扣留,其中一艘渔船上有19名渔民,另一艘渔船上有17名渔民。其中一艘已被扣留在纳霍德卡港,另一艘渔船正驶向该港口。

另外,报导说,在撞击过程中,有一名中方船员堕海失踪,但中共驻哈巴罗夫斯克总领馆随后给予了否认。接下来,中共外交部会采取什么样的态度和方式来营救这些中国船员,成为外界关心的话题。

中国问题专家伍凡表示,俄国对中国的渔船也好,中国的民间的商船也好,到远东地区,尤其是到海参威附近,采用非常强硬的态度,这样的事情已经不是第一次了。中共外交部不会抗议,也不会大声叫的。

中国问题专家伍凡:“中国外交部对这些事情都是非常软弱,没有像对钓鱼岛对日本和对南海菲律宾、越南那么样强硬,对俄国人非常软弱。”

不过,伍凡认为,这种事情往往是俄国的远东地区,当地的政府,或一些当地的边防部队所采取的行动,属于经济问题,边防的安全问题,对于中俄之间的关系,影响不会很大。

另外,近期在日本、韩国、菲律宾等其他国家海域,也不时发生中国渔船被扣留的冲突事件。

今年5月份,韩国海警与在黄海捕鱼的中国船只发生冲突,4名韩国海警在冲突中受伤,9名中国船员被扣押。同月,三条中国拖网渔船在黄海作业时,被朝鲜小炮艇带入朝鲜海域,29名中国船员被扣押。朝鲜方要求被扣押的三只船船主,每家船主汇款40万元人民币,方可放人放船。

伍凡指出,中国的渔民生活现在很困难,因为没有鱼源了,就要跑到人家那个地方捕鱼,那么到时候就一定会发生纠葛。

伍凡:“这个问题已经存在很长时间了,中国的沿海鱼已经没有了,一个是大肆捕捞,用很小的密集的网大肆捕捞,把鱼苗都捞光了;第二个,中国沿海污染得太厉害,从长江、黄河、珠江一直排泄有毒物质,中国鱼死的死,跑的跑。所以就为什么发生到俄国的捕鱼区,或者到南海的捕鱼区,去捕人家的鱼。”

伍凡认为,中国渔船这样做是属于违规。但是他表示,对方可以把人抓起来,扣船或者罚款,动不动就开枪打人,这是不应该的。

据资料显示,每年都会有中国渔民进入俄罗斯海域被扣留的事件发生。

Russia open fired and seized Chinese fishermen, will there be diplomatic affairs?

On July 16, the Russian Coast Guard opened fired to detain
a Chinese fishing vessel in Russian waters in the Sea of Japan.
The Chinese consulate in Khabarovsk confirmed this report
but denied rumors that one crew member is missing.
Outsiders are concerned with how the China Ministry
of Foreign Affairs will deal with this, and whether it will turn into a diplomatic incident.

Russian media reported that on July 16, the coast guard found
a Chinese vessel in Russian waters in the Sea of Japan.
Russia fired warning shots first, then collided with
the Chinese vessel.
Russian soldiers boarded the fishing boat and fired shots after
Chinese crew members attempted to resist. No one on board was injured.

On July 17, China Vladivostok consular office confirmed
that two vessels from Shandong Weihai were seized by the Far East Russian coast guard on July 15 and 16.
19 crew members were in one boat, 17 in the other.

One boat was withheld in the port of Nakhodka,
and the other one was heading to the port.

Sources said that one Chinese crew member fell
into the sea and went missing.
This rumor was refuted by the Chinese consulate
in Khavarovsk.
The next move that China will make in order to rescue
the crew is becoming outsiders’concern.

Wu Fan, China affairs expert, said that Russia takes a very
tough stance against China’s fishing and commercial boating in the Far East zone, especially in the Vladivostok zone.
This is not the first time such an incident took place.
China Ministry of Foreign Affairs won’t complain, neither will it raise its voice sharply.

Wu Fan: “China Ministry of Foreign Affairs was very soft
in dealing with Russia on these issues.
However, China was tough in dealing with Japan regarding
the Diaoyu Islands, and same with the Philippines and Vietnam.
In dealing with Russia, it is very weak."

Wu Fan believes that the dispute between Russia and China
only took place in the Far East area of Russia.
Local government or border military took action because
it belongs to economic and border security issues.
It won’t have a significant effect on the relationship
between Russia and China.

Recently, many incidents took place in the Sea of Japan,
South Korea, the Philippines and other countries.
Chinese vessels are seized frequently.

In May, violent clashes took place between the South Korean
coast guard and Chinese fishermen in the Yellow Sea.
The four South Korean guards were injured, and nine Chinese
crew members were detained.
In the same month, three Chinese boats were seized
in the Yellow Sea and North Korean gunmen detained 29 crew members.
North Korea demanded each captor to pay 400,000 Yuan
(US $60,000) for their release.

Wu Fan points out that Chinese fishermen now
have hard lives.
There are no fish sources, and they feel they have to fish
further out. Thus, disputes will take place.

Wu Fan: “These problems have existed over the years,
there are not many fish left along the China coast.
The first reason is to catch massive fish using dense
nets kills all baby fish. The second is severe pollution.
Poison waste was dumped into the Yangtze River,
the Yellow River and the Zhujiang River. Fish left or died.
That’s why fishermen feel the need to catch fish in Russian
waters, or neighbor’s fishing zones in the South Sea."

Wu Fan believes that to do so is against
international rule.
Wu said that you could seize fishermen and boats,
but shouldn’t open the fire on people.

According to statistics, seized Chinese fishermen
in Russian waters takes place every year.
