【禁闻】内部调查:8成高官反对财产公开

【新唐人2013年02月23日讯】中共官员财产公开的问题,是舆论广泛讨论的焦点,但官员公开家庭财产的制度却迟迟不能出台。日前,有报导援引一份中共内部的调查报告显示,78%的中共高级官员,坚决反对现在就实施政府官员财产公开制度,并声称,这样会引起干部队伍的严重不稳,并给党的事业带来不可挽回的损失。真的是这样吗? 带你去一起去关注。

就在外界对中共总书记习近平上台后一系列的反腐动作,进行观望的同时,《多维新闻网》的一则消息,显示了习近平可能遇到的阻力。据报导,中共一高级智囊机构通过内部渠道,对五百位中共高官进行了调查,目地是了解这些干部对财产公开的态度。

调查报告的结果表明,有78%的中共高官反对现在就实施官员财产公开制度,并且认为不宜采取运动式反腐,否则会造成不稳,给党的事业带来不可挽回的损失。

大陆独立中国问题专家巩胜利认为,这种事情在中国是见怪不怪的事情。

大陆独立中国问题专家巩胜利:“财产公示,其实这是在全人类法治国家里面,一个源头的遏制腐败的方法。在中国,你想想看吧,到现在六十三年,这个国家一直没有这样的人类的环境。腐败重生,就是说好人少,坏人多这样的国家机制里面,他怎么可能通过一个全民性的、或者现在的执政者,让大多人来举手表决通过这种制度?这有可能吗?”

报导中提到,有个别中共官员认为,“水清则无鱼”,不应该“自断其臂”,不能“愚蠢的走西方道路。”

巩胜利:“这与西方有什么关系呀?这是所有人类生存的一种环境。比如执政者的权力曝光在阳光之下,这与西方有什么关系呀?一个国家大多的执政者官员、党政干部都腐败了,你想这个国家能形成什么样的好的国家制度呀?没有好的制度好人可以变坏,坏人更坏。这个国家怎么样再玩下去呀?”

报导引述消息人士说法,这份调查报告震动中共高层,包括习近平对这份报告都非常重视。

大陆官方媒体《环球时报》20号发表评论文章说,连美国这样一个如此重视个人隐私权的国家,都认为官员的透明是必要的,因此,官员财产申报制度理应是必须的,而且可以显示执政党反腐败的决心。

但是,问题是中共是否有这种决心呢?

北京宪政学者陈永苗:“因为它本身这个体制是一个寡头分赃的一个机制,035抢夺的这种机制。所以它不会把自己的财产公开的,它也不会否定掉现有的政治制度。如果要是否定掉现有的政治制度,它就没法抢啦。它要没有掌握权力的话,它就没法抢。甚至它要没有权力的话,就会造成自己被清算。”

另外,《万维读者网》也有爆料,指称这份秘密调查报告援引了另外一份秘密摸底的报告结果,说中共采取所谓的高薪养廉的反腐举措,结果并不理想。虽然中共高官的公开收入已经完全与国际接轨,但他们的腐败程度还是极其令人吃惊。

这份对干部贪污腐败情况秘密摸底的报告显示,在辽宁95%以上的厅局级干部,有财产来历不清的问题,而且这种来历不清的财产非常巨大。所以,如果现在就实施干部财产公开制度,有95%的高官会受到沉重打击。

巩胜利指出,对于中共愚昧、暴力、贪腐遍地的现状,相信不会长久。它的老祖宗,苏联的下场就是前车之鉴。

Internal Investigation: 78 Percent of CCP Senior Officials Against Making Property Details Public

Making public the property details of the Chinese
Communist Party´s officials are a hot public discussion topic.
But the related policy hasn´t been released until now.

A few days ago, a report quoted the result of
a CCP internal investigation.
The report said that 78% of CCP senior officials oppose firmly
the policy of making public their property details.
The report said implementing the policy “will cause serious
instability of the officials´ team”, “will bring irreparable damage to the party”.

Now the outside world is waiting and seeing the series of
anti-corruption actions by Xi Jinping after he took power.
A report from the Multidimensional News shows that
Xi Jinping may encounter resistance.
The report said, a CCP senior think tank did an investigation
on 500 officials recently via an internal channel,
to understand their attitude on property publicity.

The result of the investigation shows 78%of senior CCP
officials opposed to implementation of property publicity.
Those officials also think that it´s not acceptable to launch
a campaign-style anti-corruption drive which will cause
instability and “bring irreparable damage to the Party.”

Gong Shengli, an individual Chinese issue expert tells us that
this kind of thing isn´t surprising in China.

Gong Shengli: ”In fact, property publicity is a solution that
can prevent corruption from the source in the counties which are ruled by law.
In China, you should see the history, there wasn´t
this kind of human society in the past 63 years.
It´s full of corruption, which means in this kind of system,
there are more bad people, and fewer good people in China.
Then how can the current ruler agree the referendum?
Let most of the people vote for the system? Is it possible?”

The report mentioned that an individual CCP official had said
“There´s no fish in very clean water”, the CCP should not “cut our own arms ourselves”,
we should not “be so foolish to take
the road of the Western societies”.

Gong Shengli: “What´s the relationship with Western ideas?
This is a living environment for human beings.
Like exposing the ruler´s power in the sunshine, what is
the relation between this requirement and Western ideas?
In any country, most of the ruling officials, party officials
are corrupt. How can this country have a good system?
If there´s no good system, good people will change to bad,
and bad people will be worse. How can this country go forward?”

The report quoted a source that this investigation shocked
the CCP´s leadership. Including Xi Jinping, the leadership has paid much attention to this investigation.

On February 20, the CCP official media Global Times
commented even in the U.S., which is a country that really takes care over personal privacy.
The transparent of officials´ behavior is necessary,
therefore, officials must declare their properties.
Implementation of such a policy can show
the party´s determination to stop corruption.

However, the question is whether
the CCP has this determination?

Chen Yongmiao, a Beijing constitutional scholar:
“Because this system is an oligarchic spoils´ mechanism,
It grabs, so it will neither allow public their own properties,
nor deny the current political system.
It can´t grab others property without the system.
It can´t grab without power.
It will even liquidate itself if it doesn´t have power.”

In addition, Creaders Net broke the news that the report of
the secret investigation quoted a result of a “secret research”.
The result of the so-called “High Salary to Anti-corruption”
isn´t good.
Although the salary of CCP senior officials are on the same
salary level as the international one, the level of corruption is breathtaking.

The secret report of corruption research shows that
in Liaoning, 95% of the bureau-level officials have properties about which details are unclear,
although values are said to be very high.

So, if the policy of making public the property details of
officials is implemented, a great many officials will be unhappy.

Gong Shengli pointed out that the CCP´s current stubborn,
violence and corruption situation won´t last long.
The fate of its ancestor the Soviet Union is an example.
