【禁闻】蒋洁敏落马 石油系坍塌 “倒周”在即?

【新唐人2013年09月03日讯】继中石油4名高管近日被拘之后,9月1号上午,中纪委宣布,正部级的国务院国资委主任、原中石油集团公司董事长蒋洁敏涉嫌“严重违纪”,目前正接受组织调查。

蒋洁敏是前中共政法委书记周永康的铁杆心腹,成为十八大后第一位被调查的中央委员。港媒《南华早报》上周五报导,中共领导人在北戴河会议上达成一致,要对周永康进行调查。分析人士指出,周永康被查的消息是可信的,他残害百姓,已经是千夫所指,被清算也是必然的。

现年58岁的蒋洁敏曾长期在石油系统任职,今年3月刚从中石油集团公司董事长调任现职。就在上周,中石油4名高管相继因涉嫌严重违纪被调查。 4人案发与蒋洁敏离任审计中发现的问题有关。大陆《财新网》9月1号援引消息人士的话说,蒋洁敏是8月31号晚间被带走接受调查的。

今年3月18号,蒋洁敏辞去中石油集团董事长之职,一周后正式以国资委主任、党委副书记身份亮相。依据有关规定,央企领导人离任后,应对其任内工作进行离任审计。如在审计中发现问题,可移交纪检部门处理。目前审计部门和中纪委的调查组均已进驻中石油。

原国务院办公厅秘书俞梅荪:“他(蒋洁敏)原来是中石油的头,把他调离,调到国资委当主任,离开他的老巢,离开他的领地,可能上面有一些考虑,那么你离开你的领地以后,审查就容易了。”

蒋洁敏在石油系统从技术员做起,37年时间都在石油系统。上世纪80年代周永康则一直担任胜利油田党委书记,被视为是“胜利系”教父。

8月26号和27号,纪检监察部门连续发布消息:中石油四名主要高管包括王永春,李华林,冉新权,王道富因涉嫌严重违纪被调查。中石油高层几乎被“一锅端”。而石油系统向来为周永康的势力范围,石油系统目前已经全线坍塌。外界观察,蒋洁敏的落马可能会成为中共“倒周”前的最后一步棋。

原中央党校《学习时报》副编审邓聿文:“一方面,国内外普遍的解读说跟所谓‘方便面’有关。也就是把所谓‘方便面’外围的羽翼羽毛剪干净。但是另外一方面,确实国企有很多的腐败行为。到了该重点整治的时候。特别是石油行业。”

《南华早报》周五报导说,中共最高领导人本月早先在北戴河会议上批准了调查周永康的决定。这个决定是出于党内对周永康家族聚敛的巨大财富的愤怒高涨。习近平亲自下令对周永康家族要一查到底。

原国务院办公厅秘书俞梅荪分析,周永康被清算从三个方面来说是可信的。一个现在中央在打击中石油,这是周永康的老巢。第二个,周永康积极支持薄熙来。薄熙来案子本身就涉及到周永康。

原国务院办公厅秘书俞梅荪:“包括所说的政变也好,特别是包括活摘器官,更特别是包括打击法轮功,薄熙来那些大罪直接跟周永康密切相关的。再加上在庭审的那几个罪名,比如滥用职权把王立军撤职,薄熙来的证词说有上面指示的。”

俞梅荪分析,周永康被清算消息可信的第三个原因是,周永康执掌政法委的五年期间,非法维稳越来越厉害。维稳经费超过军费。对访民、失地农民和拆迁户的打压越来越厉害。周永康千夫所指,民怨沸腾。

俞梅荪:“周永康的政法路线是彻头彻尾的违法,彻头彻尾的反人类,彻头彻尾的激起社会矛盾的,赶上那个酷吏,赶上明朝的魏忠贤。魏忠贤打击各方面,他成了王。他成了千岁王了。”

还有外媒引述消息人士披露,负责周永康专案的是前中纪委驻财政部纪检组组长、中纪委二室主任刘建华。目前,传周永康已经被软禁,失去自由。

Jiang Jiemin from PetroChina Investigated. Will Zhou Yongkang Be Next?

Four top executives of PetroChina were recently sacked.

Subsequently, on September 1, the Central Discipline
Inspection Commission announced on the investigation
of former PetroChina Chairman Jiang Jiemin.
Jiang is a strong confidant of Zhou Yongkang, the
former Secretary of Politics and Law Committee, and
will be investigated for “severe breach of discipline."
Jiang Jiemin is the first Central Committee member
to be sacked after the 18th National Congress.
On Friday, Hong Kong based South China Morning
Post reported that Chinese leaders agreed in the
Beidaihe meeting to investigate Zhou Yongkang.
This information is believed to be credible,
as Zhou’s conduct has been condemned.

58- year-old Jiang Jiemin is a
veteran in the Chinese oil industry.
He left his position as PetroChina Chairman in March 2013.
Just last week, four top executives of PetroChina
were put under investigation for violation of discipline.

Their cases are believed to be associated with Jiang.
According to a “caixin.com" report, Jiang Jiemin
was taken away on the evening of August 31.

Jiang Jiemin resigned as PetroChina Chairman on March 18.

A week later, he became the Director of SASAC, (State-
Owned Assets Supervision and Administration Commission).
An audit took place upon him leaving this role,
and a subsequent investigation has been
transferred to the Discipline Inspection Department.
Now both the audit department and Discipline Inspection
Department have been stationed in PetroChina.

Yu Meisun, Former Secretary of the State Council:
“He (Jiang Jiemin) was the head of PetroChina.
He was first removed and then transferred
to SASAC. It will make the audit much easier."

Jiang Jiemin started as a technician in the oil industry.
He spent 37 years in the Chinese oil industry.
Zhou Yongkang was Party Secretary
of the Shengli Oilfield in the 1980s.
He was considered the godfather of the Shengli Oilfield.

On August 26 and 27, the Discipline Inspection and
Supervision Department released news on four executives;
Wang Yongchun, Li Hualin, Ran Xinquan, and Wang Daofu.

The four, from PetroChina, are under
investigation for serious discipline violations.
The Chinese oil industry has long
been controlled by Zhou Yongkang.
The sacking of Jiang Jiemin is believed to be a
signal of a forthcoming crack down on Zhou Yongkang.

Deng Yuwen, Former Deputy Editor, Study Times,
Central Party School: “On the one hand, it is generally
interpreted as starting to clean around the edges.
On the other hand, corruption needs to be
dealt with, especially in the oil industry."

South China Morning Post reported on Friday that CCP
top leaders in the Beidaihe meeting earlier this month
approved of an investigation of Zhou Yongkang.
This was because Zhou Yongkang has
accumulated wealth, which angered the Party.
Xi Jinping has ordered a thorough investigation.

Yu Meisun analyzed the credibility that
Zhou Yongkang will be disposed of.
Firstly, the central party is cleaning the oil
industry, which is Zhou Yongkang ‘s lair.
Secondly, Zhou Yongkang was an active supporter
of Bo Xilai, so Bo’s case itself involves Zhou Yongkang.

Yu Meisun: “Bo Xilai’s major crimes, such as
the military coup plot, live organ harvesting,
and persecution of Falun Gong practitioners,
are all directly related to Zhou Yongkang.
There are also other crimes Bo Xilai was charged with.

Wang Lijun was dismissed under instruction
of superiors, according to what Bo testified."

Yu Meisun analyzed a third reason
for Zhou Yongkang being removed.
During the 5 years when Zhou Yongkang was in charge
of the Politics and Law Committee, illegal activities
in the name of the “maintenance of stability" intensified.
Funding for maintaining stability exceeded military funding.

Suppression of petitioners and landless peasants,
as well as forced land acquisition worsened.
Zhou Yongkang has created much public resentment.

Yu Meisun : “Zhou Yongkang’s leadership in the Politics
and Law Committee is absolutely illegal and anti –humanity.
He has created many social conflicts, many more
than oppressive officials in the Chinese history."

Sources indicate Liu Jianhua, Director of the
Central Discipline Inspection Commission,
is in charge of Zhou Yongkang’s case.
Currently, Zhou Yongkang is said to be under house arrest.
