【禁闻】出版总局挺《新快报》 中宣部压制

【新唐人2013年10月26日讯】广州《新快报》周四再次在头版呼吁释放报社记者陈永洲。中共中央出版监管机构——中国新闻出版总局,周四也对被关押的陈永洲表达关注。这是新闻出版总局罕见的一个承认记者权利的行动。另外,有官方背景的“全国记者协会”也要求公安部保证陈永洲的安全。但另一方面,中宣部下令各媒体低调报导事件。

《中国新闻出版报》引述新闻出版总局官员的话说,“新闻出版总局坚决支持新闻媒体从事正常的采访和报导活动,并坚决保护记者的正常合法采访权利。”这篇文章说,出版总局在“密切关注”事件。

受中央支持的“全国记者协会”则告诉媒体,已经要求公安部保证陈永洲的安全,并公平处理事件。

中国原《时代周报》副总编赵世龙:“记者、新闻传媒这个行当,就归国家新闻出版总局管的,这是它对口的上级部门。那你司法机关随意干涉职务报导,进行越位公权力抓捕,引起众怒。作为分管机关,它正常维权,它维护它自己行业的一些权利不受侵犯,它本来就应该发声。”

人权观察研究员王玛雅对英国《金融时报》表示,有可能《新快报》得到来自北京官员的支持。她说,《新快报》连续两天在头版大标题呼吁,“可能暗示该报纸计算出,省政府和地方政府可能没有更广泛的支持。”

虽然有迹象显示《新快报》可能获得来自中央政府的一些支持,但是也有其他迹象显示,共产党担忧公众运动失控。作为负责舆论导向的中共中宣部已经向各媒体下令,低调报导陈永洲被抓事件。

赵世龙:“到今天,很多新闻单位已经收到封杀令,要把这个事情压下去、淡化。”

但是大陆敢言的一些媒体仍然试图声援《新快报》。 《新京报》在它的社论当中说,陈永洲的被拘捕是“滥用司法权力的体现”。广州的《南方都市报》则说,在这个案件当中,“地方警察使用刑事案件方法介入一个企业和媒体之间的名誉纠纷,对法律的错误理解和使用令人费解和无语。”《河南商报》也发表了四版的报导,并在头版刊登大标题“关注陈永洲”。

10月23号,被陈永洲揭发黑幕的湖南上市公司“中联重科”,突然取消原定的新闻发布会,并对新浪财经表示,案件已引发中央高层关注,中纪委、中宣部已介入关注案件。同时,“中联重科”极力撇清跟长沙警方抓人之间的关系。

但是,根据网上陈永洲家人描述,长沙警方是坐着“中联重科”的专用豪华房车去抓人。

赵世龙:“就今天网上各种媒体的爆料,这台车,据记者的家属亲眼看到,查出这个牌照的车,是中联重科的车,警方开着中联重科的专用豪华—-奔驰房车去抓人,开着告状人提供的车去抓人,我认为背离了办案独立、中立的原则,甚至可以怀疑这中间有见不得人的勾当。”

大陆《财经》杂志副总编法满:“只能说,如果这是一个媒体行为,如果有任何问题,应该追究媒体责任,不应该追究记者个体责任。当然不能去跨省抓捕。”

赵世龙表示,陈永洲被抓可以说是一个标志性事件,标志着公权力的越位与肆无忌惮。

赵世龙:“公权力的越位,不是一次两次了。像这次如此越位,如此失当,也就是借当下这种逆潮,而且是一步走到这样邪狠的份上,代表对新闻舆论监督权,或公民知情权,一种粗暴严重的践踏。”

10月23号,“中联重科”涉入《新快报》记者被长沙警方带走事件之后,A股、H股双双下跌,截至收盘,H股跌5.93%,报6.82港元,A股报5.61元,跌2.94%。

Media Association Expressed Support Of Xin Kuai Bao, While
The Propaganda Department Issued A “Downplay” Order

On Thursday, the Guangzhou-based Xin Kuai Bao newspaper
again called for release of the journalist Chen Yongzhou on
its front page.

The General Administration of Press and Publication, Radio,
Film and Television (GAPPRFT), which serves as the
Communist party’s supervision agency over media, also said
on Thursday it was “highly concerned” about the arrest.
This is a rare move for the department to acknowledge
journalists’ rights.
The All China Journalists’ Association which is an official
office has requested the police to secure Chen’s safety.
On the other hand, the Propaganda Department requires
all media to downplay the incident in their reports.

The China Press and Publishing Journal quoted a GAPPRFT
official that, “GAPPRFT firmly supports the media to carry
out normal reporting activities and firmly protects
the justified and lawful reporting rights of journalists”.
The article mentions that, GAPPRFT is “closely
watching over” the incident.

The All China Journalists’ Association, an organization
supported by the party’s central government, told media that
it had asked the Ministry of Public security to ensure that
Chen Yongzhou is safe and the incident will be handled justly.

Zhao Shilong, former vice chief editor of the Times Weekly
newspaper:”Journalists and the whole field of news media
are managed by GAPPRFT.

That is the right department supervising the whole industry.

This time the law enforcement agency arbitrarily involved
Itself in this field , overstepping its authority to arrest people,
hence drawing public outrage.

As the supervision agency, GAPPRFT needs to protect the
rights of those in its own field.
Therefore it simply says what it should say.”

Human rights observer Wang Maya told the Financial Times
that, it was likely the Xin Kuai Bao had support from Beijing.
Wang said, the Xin Kuai Bao had called for release of Chen
on its front page for the past two days.
This suggested that “the newspaper might have realized that
provincial and local governments of Hunan did not receive
wider support in this incident than them.”

Although there are signs suggesting support from the central
government toward the Xin Kuai Bao, some other facts show
that the Chinese Communist Party (CCP) also worries that
the incident may run out of its control.
The CCP’s propaganda department commanded all Chinese
mainland media to downplay the arrest of Chen Yongzhou in
their reports.

Zhao Shilong:”Until today many news units have received
the order that they need to play down the incident.”

Despite that, some brave media are still trying to support
the Xin Kuai Bao.
In its editorial, the Beijing News says the arrest of Chen
is a reflection of abuse of judicial powers.
Another Guangzhou-based newspaper, the Southern
Metropolis Daily, says “local police involved themselves in
a reputation dispute between an enterprise and media
as if they were handling criminal cases”.
“Such wrong understanding and misuse of law are
inexplicable and make us speechless.”
Henan Business Daily also published a four-page report about
the situation along with a giant title “Give Attention to Chen
Yongzhou” on the front page.

On October 23rd, the Hunan-based enterprise Zoomlion
whose financial problems were revealed by Chen Yongzhou,
suddenly canceled a scheduled press conference.

It told Sina’s finance channel that the case had drawn
attention from party leaders.
The CCP’s Central Commission for Discipline Inspection and
Propaganda Department have begun to investigate the case.
In the meantime, Zoomlion also tried its best to claim
innocence in the arrest of Chen.

However, according to an online report, Chen’s family
member said the Changsha police took a Zoomlion’s
luxury caravan in arresting Chen.

Zhao Shilong:”According to various reports of online media,
the vehicle witnessed by Chen’s family member was
confirmed to be owned by Zoomlion from its plate number.

The police took Zoomlion’s luxury caravan, which is a Benz,
to carry out the arrest.
I think this had violated the principle of independence
and neutrality.
We can even ask whether there was funny businesses
behind the scenes.”

Fa Man, vice chief editor of Caijing magazine:”We can only
say, if there is any problem with some media behavior,
it is the media, rather than the journalist,
that should take the responsibility.
Of course it is even more unacceptable to arrest
people in another province.”

Zhao Shilong remarks that, the arrest of Chen Yongzhou
can be regarded as a signature incident that reflects
how recklessly China’s public powers are being abused.

Zhao Shilong:”Overstepping of public powers had occurred
quite a few times. But this time the power was abused
so badly and in such an evil and viscious manner
which was a follow on of the recent reversed trend.
This is a serious and violent trampling on the supervision role
of media and the right to know of citizens.”

Since being involved in the arrest of Xin Kuai Bao journalist,
the prices of Zoomlion’s A and H shares both dropped
on October 23rd.

H shares dropped by 5.93% and closed with HK $6.82.
A shares fell 2.94% and closed with 5.61 Yuan.
