【新唐人2013年11月08日讯】延续三个星期的香港免费电视发牌风波，日前再起风云，11月6号再有5万市民聚集政府总部，要求立法会以特权法调查事件﹔由于事件震动了北京，经过两天的激烈辩论，令部分建制派转变态度，议案最后遭到否决。
从12万人大游行、10万人大集会，到星期三晚上的5万人支持特权法的集会，共有超过27万人次反对电视发牌的黑箱作业，成为香港特首梁振英面临上任以来，最大的政治风波

星期三立法会会场，内外气氛热烈，场外看直播的市民不时用掌声鼓励支持特权法的议员，场内多位泛民主派议员批评梁振英在这次发牌风波中一意孤行，面临最大的政治灾难。
香港立法会议员 何俊仁：“今次就免费电视发牌事件，香港政府作出一个灾难性的施政失误，政府的公信力尽失，香港的核心价值受到破坏，香港市民接受资讯的权利被无理剥夺，使得香港及香港广大市民成为整件事件最大的输家，其实政府不是输家，市民才是输家。”
香港立法会议员 黄毓民：“共产党的文棍，不如去问他们爱国爱党的奴才梁振英，为何容不下一个纯粹为港人提供免费娱乐的电视台，为何总要和港人作对，总是要为香港添烦添乱。”
香港立法会议员 梁家杰：“为了保梁振英，而不行使特权法的权力逼梁振英就范，（不）将这个不可告人、不发牌的理由公布天下，我们会愧对历史，成为历史的罪人，因为我们容许香港特区渐渐变成不过是内地另一个城市，一国两制的意义，在历史的重要性就荡然无存。”
为了应付这次的政治灾难，梁振英在审议特权法前夕，接连会见建制派议员，并不断放风，在民主派与建制派之间进行分化，甚至引起部分建制派议员的不满，最终自由党议员转投支持票。而原属唐营的建制派功能组别议员林大辉临场倒戈，支持议案。
香港多位社会知名人士到场声援，呼吁议员“用良心投票”。
香港才子 陶杰：“特区政府不用替电影视艺人担心，就算有电视台倒闭，香港的演艺人永远有工作做，不是像你梁班子下台后，你们没工做。”
前香港有线电视中国组 吕秉权：“但我想跟大家说，阿爷（中共）多次派人到这现场观察大家的动静怎样，写报告。”
由于电视风暴愈演愈烈，风声也震动了北京，为了避免香港失控，中共驻港组织“中联办”开始介入事件，为梁振英拉票。在星期四的立法会辩论中，原先态度暧昧的建制派议员明确表示反对议案，医学界议员梁家骝及直选议员谢伟俊先后承认，“中联办”曾与他们接触，商务及经济发展局局长苏锦梁则拒绝评论“中联办拉票阻特权法通过”。
香港立法会议员 何秀兰：“建制派的发言都尽量回应市民，发言内容其实都是常人认同的道理，但是去到投票那一刻就全部没有跟发言的道理，唯一的解释就是阿爷（中共）一声令下，全部跪下。”
香港立法会议员 莫乃光：“这个压力一定是来自中环甚至西环，因为商界的想法已经是非常之清晰，专业人士、功能组别那些人，即我自己功能组别里那些选民，那个想法中小企至到大公司，其实是听得很清楚，其实大家都认为有不妥当的。”
发起集会的“港视职工会”则表示，事件并未结束，特权法被阻止只会令更多的港人觉醒，梁振英一日不交代真相，电视风暴将会愈演愈烈，计划在元旦日举行大游行。

TV Licensing Protest Stirs Beijing, Motion to Initiate Hong Kong Legco Ordinance Fails The Vote
Following the three weeks of uproar over Hong Kong’s free TV
licensing decision, 50,000 people rallied again outside of the
government headquarters on November 6.
They demanded the Legislative Council (Legco)
investigate the decision.
Beijing is believed to have encroached upon the vote and even
though some in the pro-Beijing camp changed their attitude
after two days of intense debate, the motion failed in the end.
More than 270,000 people have protested since the Executive
Council’s controversial decision on free TV licensing.
From the 120,000 people march, and the 100,000 people rally
to the 50,000 people supporting motion to proceed
the Legco ordinance.
The issue has become the biggest political storm Hong Kong
chief executive Leung Chun-ying has faced since taking office.

The Wednesday Legco meeting was met with enthusiasm.
As protesters watched the live broadcast of the meeting from
outside, they applauded those who supported the motion.
Inside, the pan-democratic party members criticized
Leung Chun-ying as having made a crooked decision.
Leung is faces the biggest disaster of his political life.
Albert Ho, Hong Kong Legco member: “On the free TV
licensing issue, the Hong Kong government has made a
catastrophic mistake, and it has lost its credibility.
It has undermined the core values of Hong Kong.
Hong Kong people have been unreasonably denied the right
to receive information.
Hong Kong’s general public lose out the most in this issue.
It is not the government that has lost out, but the people."
Raymond Wong, Hong Kong Legco member:
“The Communist Party’s writers should question their
patriotic and CCP loving lackey, Leung Chun-ying,
why couldn’t he tolerate a purely free entertaining TV station
for the people of Hong Kong?
Why is he going against the people of Hong Kong, and
why is he always creating worries and troubles in Hong Kong?"
Alan Leong, Hong Kong Legco member: “If we keep Leung
Chun-ying, without exercising the ordinance to regulate him,
not revealing the sinister reason for not issuing the free TV
license, we are guilty.
We will be blamed by history for allowing Hong Kong
to gradually become simply another city of mainland China.
The historical significance and meaning
of one-country two-system will no longer exist."
To cope with this political catastrophe, prior to the debate of
the motion, Leung Chun-ying arranged meetings with the
members of the pro-Beijing camp.
He intentionally leaked information that caused disturbances
between the Democratic Party and the pro-Beijing camp,
and even drew complaints from some in the pro-Beijing camp.
Ultimately, the Democratic party members
voted in favor of the motion.
Pro-Beijing camp member Lam Tai Fai
also supported the motion.
Many Hong Kong celebrities joined the rally and called on
the council members to vote with their conscience.
Chip Tsao, Hong Kong multilingual writer: “The Government
need not worry for the entertainment artists.
Even if the TV station is closed,
Hong Kong’s performers will always have work.
Unlike Leung’s group, who’ll be jobless after they step down."
Bruce Lui, former broadcast journalist: “I want to tell you all,
big brother (the CCP) has had people watching everyone
and writing reports non-stop."
The intensified controversy over the free TV licensing has
stirred Beijing.
The CCP organization liaison office in Hong Kong,
started to intervene by supporting Leung Chun-ying
for fear of losing control of Hong Kong.
In Thursday’s debate, the pro-Beijing camp members with
previously ambiguous attitudes expressly opposed the motion.
Legislators Leung Ka-lau and Paul Tse admitted that
the Bejing’s liaison office had contacted them.
Hong Kong’s commerce secretary Gregory So
rejected to comment on the liaison office’s
intervention to halt the ordinance motion.
Cyd Ho Sau-lan, Hong Kong Legco member:
“The pro-Beijing camp responded to the public with generally
recognized values, but their vote did not follow through.
The only explanation is that all are kowtowing
to big brother (the CCP) and it’s orders."
Charles Peter Mok, Hong Kong Legco member:
“The pressure must come from the Central district and even
the Sai Wan district, because people in the business community
are very clear.
Those people in my district, from the small businesses to large
companies, in fact, have heard the protest loud and clear.
In fact, we don’t believe it’s proper."
The rally initiator, Hong Kong TV union, says they’ll continue.
The the motion’s failure to be passed has only
awakened more of the Hong Kong people.
As long as Leung Chun-ying does not reveal the reason why
the free TV licensing was refused, the storm will only grow.
A big rally is planned for New Year’s Day.
