【禁闻】高层丑闻缠身 中共“大案”办不停

【新唐人2012年8月25日讯】今年中国最重要的政治活动当属中共的十八大。不过,从今年上半年开始,中共就一直丑闻缠身。除了对一批重大案件陆续进行处理外,有消息指称,轰动一时的铁道部原部长刘志军案,可能会在9月开审。而这些所谓“大案”,究竟是各方的权斗利器?还是冲击中共政权的“炸弹”?一起来看看。

赖昌星案、吴英案、谷开来案……今年以来,一桩桩、一件件的“大案”、“要案”,让人目不暇接。

8月22号,《21世纪经济报导》引述所谓“接近刘志军案的消息人士”透露的讯息,铁道部大案–刘志军案可能会在9月,于辽宁省某市中级人民法院开审。

报导说,目前调查基本结束,为刘志军辩护的律师也已经指定。而山西女商人丁书苗案和铁道部原运输局长张曙光案,不久后也可能分别开审。

大陆媒体曾报导,刘志军涉案金额多达20亿元人民币。而在刘志军担任铁道部长期间,高铁工程负债超过1万亿元人民币。

时事评论员 蓝述:“中共今年以来一直是丑闻缠身。现在马上十八大就要开了,中共确实是一直在处理所有这些能够造成中共第四代到第五代权力过渡过程之中,不稳定的这些因素。”

从赖昌星案件到刘志军案,今年初以来的几起重大案件,他们的背景都被认为和江系有关,刘志军也一直被外界视为是中共前总书记江泽民一手提拔起来的。据报导,江泽民当政期间到地方上视察,乘坐专列都由刘志军全程陪同,鞍前马后,精心侍候。

不过,《中国经济网》8月3号报导,铁道部内部通报,刘志军有“六大问题”,包括刘志军为丁书苗谋取中标30亿元的项目,并对她旗下高铁传媒广告公司收取铁路工程单位1000万元的赞助费知情。通报还指说:刘志军玩弄多名女性。

《全球自由信息运动》网站创始人 张新宇:“我觉得它是两派的斗争,因为现在弄的这些人,都是江派主政的时候这些人物,赖昌星、刘志军,包括薄(熙来)都是江派的。两种可能性都有,一种还是在继续斗,第二种就是说,第四代(中共领导人)‘负责任’的把他之前所有的垃圾,所有的这些东西都清理清楚。”

不过,时事评论员蓝述认为,中共对这些案件的处理手法,都没有脱离维稳和维持中共特权的思路。

蓝述:“中共对这些案件的处理,都是大事化小,小事化了,避免最尖锐的黑幕被揭露出来。到目前为止,我们看不到中共交接班过程中,有任何要改变中共政治体制这种信号。”

除涉嫌贪污受贿外,刘志军还曾包庇多宗罪案,并试图透过关系将罪犯从狱中“打捞”出来。这起案件对中国铁路建设乃至经济整体发展都产生不小影响。

今年5月,中纪委报经中共中央政治局会议审议,开除刘志军党籍。

香港《明报》引述香港法律学者王友金的话说,中共希望在十八大前解决丑闻和重要案件,好让新一届领导人树立所谓的“新威信”。也有评论认为,中共是想要“拆除炸弹”。

蓝述:“这种所谓的交接班,最大的问题就是它回避了中国社会强大的民意,没有面对中国社会最迫切民意的要求,没有去回应中国社会目前对中共体制的最强烈的不满。所以说,不论它这种所谓的‘拆弹’也好、或用别的词汇去形容中共的这些解决问题的方式也好,它不可能解决中国社会所面临的这个尖锐的官民矛盾。”

目前,外界关注度极高的薄熙来案和王立军案还没有进一步的消息。“薄王案”是否将成为下一宗开审的大案,各界都拭目以待。

The CCP Keeps on Dealing with “Major Cases,” May Deal With Liu Zhijun’s Case in Sept.

This year, the most important political action of the Chinese
Communist Party (CCP) is the 18th National Congress.
But since the first half of this year,
the CCP has had nonstop scandals.
Besides several major cases being handled
one after another, it’s said that
the case of Liu Zhijun, China’s former Minister of Railways,
may be dealt with this September, and his case is causing a sensation.
But are these so-called “major cases” actually the weapons
of each of the CCP’s factions used for their power struggles?
Are they the “bombs” used to protect the CCP’s regime?
Let’s see the report.

Lai Changxing’s case, Wu Ying’s case, Gu Kailai’s case…

In this year, the “major cases”, and “serious cases"
has being tried one after another.

On August 22, the 21st Century Business Herald quoted
the so-called “sources close to Liu Zhijun’s case" saying that
Liu Zhijun’s case, a major case of the Ministry of Railways
(MOR), may go to trial at an Intermediate People’s Court in a city of Liaoning Province in September.

The report said that the investigation is almost finished,
and the defense lawyer also been assigned.
Soon after Liu Zhijun’s case, Ding Shumiao, a Shanxi
businesswoman, and Zhang Shuguang,
the former director of MOR transportation bureau
may also soon be separately tried.

Chinese media reported before that Liu Zhijun’s corruption
had involved more than 2 billion RMB ($314 million).
And when Liu was the Minister,
the debt of the MOR was over 1 trillion RMB.

Lan Shu, a current affairs’ commentator:
“This year, the CCP has continuously had scandal.
Now the 18th National Congress will soon be held,
and before the CCP’s power changing process begins
it is dealing with all unstable factors that
might impact the power changeover.”

From Lai Changxing’s case to Liu Zhijun’s case,

all the major cases this year were considered
to be related to Jiang Zemin’s faction.
The outside world thought Liu Zhijun was promoted
by Jiang Zemin.
It was reported that when Jiang was in power,
he liked visiting cities by a dedicated train.
And Liu Zhijun accompanied him during all of the train trips,
and took care of him as a servant.

However, the China Economic Net reported on August 3 that
MOR distributed an internal report which said that
Liu Zhijun has “six big problems,” which included his helping
Ding Shumiao win a 3 billion RMB ($472 million) project,
he knew Ding’s company collected 10 million RMB ($1.57 million)
from the engineering companies as a sponsorship fee.
The report also said that he had affairs with many women.

Zhang Xinyu, founder of the Global Freedom of Information
Campaign: “I think that it’s the fighting of two factions.
The current cases are focusing on the people
who were active when Jiang Zimin was in power,
which include Lai Changxing, Liu Zhijun, and so on.

Even Bo Xilai belongs to Jiang’s faction.
There are two possible ends.
One is factions keep on fighting, while the other is that the
4th generation of the CCP’s leadership clean out all these trash and garbage.”

However, Lan Shu, a current affairs’ commentator feels that
the methods the CCP uses for resolving these cases
still don’t break from the ideas for maintaining the CCP’s
stability and maintaining the CCP’s privilege.

Lan Shu: “The CCP’s solution for these cases are following
one method which is minimizing the big issues,
and reducing the impact of the small issues to nothing.
It avoids unveiling its most penetrating and darkest secrets.
Until now, we haven’t see the clue
that the CCP wants to change its political system.”

Besides corruption, Liu Zhijun is also suspected to be
covering up many crimes, and has tried to release criminals from prison through his connections.
His case had a big impact on China Railway’s construction
and even the whole Chinese economy.

In May 2012, with the approval of the CCP politburo,
the CCP Central Discipline Commission dismissed Liu Zhijun’s CCP membership.

The Hong Kong newspaper Ming Pao quoted Wang Youjin,
a Hong Kong legal scholar, as saying that
the CCP hopes to deal with the scandals and important cases
before the 18th National Congress to establish a so-called “new prestige” for the new leaders.
Some commentators thought the CCP wants to move “bombs.”

Lan Shu: “The biggest issue of this so-called shift is that
it doesn’t consider the people’s opinion,
doesn’t face the most urgent requirements of the people,

and doesn’t respond to the most intense dissatisfaction of
the Chinese society with the CCP’s political system.
So, I say no matter whether it’s moving so-called ‘bombs’,
or any other terms that describe the CCP’s actions,
the CCP can’t solve the deepest conflict of Chinese society
which is the conflict between the people and the party.”

Now, great focused is placed on the cases of Bo Xilai and
Wang Lijun, yet there hasn’t been any further news.
The outside world is curious that whether “Bo-Wang Case”
will be the next major case being tried.
