【禁闻】香港占中 港媒面临多重考验

【新唐人2014年11月06日讯】11月2号是联合国制定的“终止针对记者犯罪不受惩罚现象国际日”,以反对针对记者的罪行不受惩罚,进而阻碍新闻自由的现象。但目前世界各地的新闻工作者受到袭击或恐吓的情况仍然不时发生,尤其是最近香港的占中运动中,不仅新闻工作者的人身安全,包括媒体的报导自由,都面临严峻考验。

香港记者协会主席岑倚兰女士告诉《新唐人》,占中运动持续了一个月,记协收到了24宗记者受到不同情况袭击的报告。

香港记者协会主席岑倚兰:“有一部分是示威者,还有一些人是有黑社会背景的示威者,他们对记者四处夹击吧。还有一部分是警方的,就对记者做出一些不同情况的对待吧,例如武力的对待。”

岑倚兰举例说,上周六在尖沙咀的反占中蓝丝带集会上,就有4名记者受伤,让她非常震惊。

岑倚兰:“记者的相机被划烂了,面部啊,脚啊,手都受伤了。还有一个,他们就抢他们的摄录机,将它们弄到地上去了。这些行为是严重的践踏香港的编采的自由,还有践踏香港的新闻自由。”

除了人身安全之外,香港记者的报导自由也面临考验。最近的一个例子,是《香港无线电视台》新闻部的助理采访主任何永康。由于上个月一则披露警方清场内幕的新闻,他最近被调离新闻工作前线,担任“首席资料搜集员”。

何永康上个月15号撰写了香港警方在金钟龙和道清场的新闻。他在新闻中描述,几名警员把手被铐住的示威者曾健超带到添马公园的“暗角落”“拳打脚踢”。这段旁白后来在新闻播出时被删除,引发《无线》58名主播、记者联署抗议公司管理层处理不当,并认为应当支持记者独立采访,避免阻挠记者报导事实。

岑倚兰:“我们从整个事情看的时候,这个记者没有错的。他没有很主观的描述这个情况,他只是将这个事实来呈现。这个事情已经到了他们的底线。什么底线?就是现在我连讲事实也不行的时候,就会引起很大的反弹。”

无线新闻部员工表示,何永康被调职明显是“秋后算账”,香港“大专新闻教育工作者联席”也发表联署声明,认为对本来已经危在旦夕的香港新闻自由“再插一刀”,可能会令年轻记者不敢凭良心做新闻。

岑倚兰:“我看原来,在今天,在香港,要当一个真真实实的记者,对得住自己良心的记者,还是要做出一些牺牲的。这个是很可悲的一个事情。”

不过,何永康所在的《无线电视台》并不是唯一一家涉嫌配合北京,自我审查的媒体。

岑倚兰:“几个月前有香港的媒体的高层代表团去北京,见了很多高层的人,还有港澳办的主任都见他们,就嘱咐他们多报导一些反占中的,那些方面的消息。这个大时代,历史最大关头的时代,媒体往往是首当其冲吧,中方那方面,要抢这个舆论的地盘。”

在占中运动中,人身安全,职业饭碗,新闻良知受到考验的,不仅是香港记者,甚至是整个媒体业界。

岑倚兰:“大家都知道,香港的很多媒体都被收编了。有一些可能是比较敏感的中国的新闻,还是中方比较反对的一些事情,他们在这方面都会做出一定方面的配合吧。”

根据总部在巴黎的“无国界记者组织”今年2月公布的全球新闻自由指数,香港排名第61位,相比起2002年的第18位,下跌了40多位。而中国大陆在180个国家或地区中排倒数第六。“无国界记者组织”表示,在中共的影响下,港、澳、台的新闻自由也面临威胁。

Occupy Central A Test of Hong Kong Media

The UN has proclaimed Nov. 2 the International Day to
End Impunity for Crimes Against Journalists.

It is to prevent the phenomenon of crimes against journalists
resulting in non-punishment, yet even the freedom of press
is being stopped.

However, journalists have been attacked and frightened
consistently around the world.

Especially in recent Hong Kong’s Occupy Central, not only have
journalists faced the issue of safety, but freedom of press
has also faced a test.

Sham Yee-lan, chairperson of Hong Kong Journalists
Association (HKJA) told New Tang Dynasty (NTD) Television that
Occupy Central has lasted over a month, HKJA received 24
reports over journalists encountering various attacks.

Sham Yee-lan: Some attackers were protesters, some have triad
background, they attacked journalists by all means.

Some were policemen, who treated journalists differently,
that is violently.

Sham Yee-lan said that during blue ribbon’s anti Occupy
Central rally in Tsim Sha Tsui last Saturday, four journalists
were injured, she felt shocked.

Sham Yee-lan: Journalists’ cameras were smashed, some injuries
occurred to their faces, feet and hands.

In one case a journalist’s camcorder was thrown to the ground.

All this behaviour have seriously abused Hong Kong’s
freedom of press.

Except personal safety, journalists’ freedom of reporting
is facing a test.

Taking TVB Assistant News Editor Ho Wing-hong
as an example.

He recently was moved from frontline news gathering to the
position of Chief Researcher because of his factual reporting
on the police beating video.

Ho made a coverage report on Oct. 15 exposing details of
police clearing out protesters in Lung Wo Road, Admiralty.

The report showed several police dragging a handcuffed
protester Ken Tsang to a “secluded corner” in Tamar Park,
being “kicked and punched”.

However, the terms were subsequently removed from the news,
which triggered 58 TVB employees to have voiced their
dissatisfaction and unease at management for improperly
handling of the issue.

They suggested that the company should support journalists’
independent reporting and shouldn’t stop factual reporting.

Sham Yee-lan: Overall, the reporter has done nothing wrong.

He didn’t subjectively describe the news, but only
put the facts together.

So this thing has reached the bottom line.

That is when there is no room left to talk about the facts,
there will be great resistance.

Staff in TVB said that Ho Wing-hong was obviously being
punished in the end.

Journalism Educators for Press Freedom also issued a
statement, stating that it is one more knife stabbed into
Hong Kong’s already imperilled freedom of press.

Will the young reporters have the courage to report
with a conscience in the future?

Sham Yee-lan: It will come at a cost to be an honest and
conscience reporter in the past and today in Hong Kong,
which is very sad.

However, TVB wasn’t an isolated media incident following
Beijing, being suspicious of self-censorship.

Sham Yee-lan: Several months ago, a Hong Kong media
senior level delegation went to Beijing and met
with high level leaders.

The director of Hong Kong and Macau Affairs Office also
met with them.

The director told them to strengthen news reporting over
anti Occupy Central.

In this great historic era, media are often in the frontline,
Beijing certainly wants to dominate public opinion.

During Occupy Central, personal safety, career and
conscience of press are facing a test.

Not only for Hong Kong journalists, it includes the whole
media industry around the world.

Sham Yee-lan: As we know, many media in Hong Kong
have been compromised.

For Chinese sensitive news and news that Beijing dislikes,
media companies would cooperate with Beijing.

Paris-headquartered Reporters without Borders issued the
2014 World Press Freedom Index in February, Hong Kong is in
61st position dropping from 18th in 2002.

China is at the bottom sixth amongst 180 countries.

Reporters without Borders stated that under the Chinese
Communist Party’s influence, Hong Kong, Macau and Taiwan’s
freedom of press are facing a threat.
