【禁闻】温家宝卸任前挨骂 替谁背黑锅?

【新唐人2013年03月08日讯】温家宝以国务院总理身份,在中共人大开幕会议上,做了最后一次的政府工作报告后,三鞠躬下台。美国媒体报导,对温家宝的离任,有赞赏,更有反弹,特别是这两天出现全中国的“大过户”和“离婚潮”,网友痛骂这是民众以另类行动,给温家宝送行。究竟温家宝是“不为也、非不能也”﹖还是替中共背了黑锅﹖下面一起去了解。

日前,国务院办公厅最新发布关于房地产市场调控通知。定出房地产市场调控的“新国五条”,这是在人大会议前夕,为抑制房价紧急推出的新规。其中规定出售二手房时,要将买卖所得的百分之20,缴付个人所得税。结果引发很多名下有两套住房的夫妇离婚。

根据现行法规规定,有两套房的夫妇离婚后,可以将房产分摊到他们个人名下,因此不需缴付百分之20的税。卖楼后,他们可以再次结婚。

“新国五条”还导致大陆掀起“大过户”。

所谓“大过户”是将自己名下的房产过户给买家,或过到亲友户头上,以此来避税。

据报导,过去两天,各大城市的房地产交易中心人头攒动,人人都想赶在政策实施前过户。人大开幕当天,杭州的房屋成交量被称为“爆炸式增长”;北京的二手房交易大厅被挤爆,并有大批“黄牛”现身,以3000元的黑价,出售办理过户的号码牌,而上海的“黄牛号”据说已涨到了5000元。

《法新社》报导,在上海的婚姻登记处,挤满了前来办理离婚手续的夫妇。此外,广州、哈尔滨、宁波等地也出现同样现象。据说,南京的婚姻登记处,仅一天时间,就有294对夫妇办理离婚。星期一有1600人申请单身证明。

此外,还有些刚办完离婚手续的夫妇,立即赶往二手房交易市场,希望赶在“新国五条”实行前卖掉第二套住房。

时事评论员林子旭指出,中国老百姓为了保住自己的血汗钱,自然会想尽各种办法。

时事评论员林子旭:“中国房地产背后的绝大部分利润,最后都通过各种形式的税费,流到了政府或者说各级中共官员的口袋里,中共不解决实质问题,却出台一些政策,逼得老百姓不得不假离婚,这是一件多少让人感觉有些悲哀的事情,一些离婚夫妇的年龄,甚至都已经超过七十多岁了。”

不过,“离婚潮”已不是第一次发生。早在三年前,大陆实施限制购买第二套房产时,就有很多人假离婚。

而报导指出,中国大陆这两天出现的“大过户”和“离婚潮”,是民众以另类的行动,给温家宝送行。

时事评论员邢天行向《新唐人》表示,一般老百姓会认为,是温家宝出台的“新国五条”,因为他是总理。但是,她说,中共的每一个决定,都不是一个人能说了算。

时事评论员邢天行:“在实行当中,有房的人他的利益又受到了波及,那么他骂谁呢﹖就骂这个温家宝了,任何人在中共这种体制之内,中共只要它这种体制存在,你再有想法想为老百姓做事情,实际上你都做不了太多,你最后只能是替中共去背这个黑锅。”

中共国务院办公厅前秘书俞梅荪在接受《德国之声》采访时表示,温家宝多次表示的“阳光执政”也依然未能践行,这些都使他的民望急跌,亲民形象也被戏谑成“表演”。

而造成温家宝今天悲剧命运的原因,俞梅荪指出,在于温家宝把自己与这个体制绑在了一起。不是他个人的问题,是体制的糟糕,决定了他“都是败绩”。俞梅荪说,温家宝实际上也是个悲剧性人物。

Wen Jiabao Becomes Scapegoat before Leaving Office

During the opening session of China’s National People’s
Congress, Premier Wen Jiabao gave his last work report,
bowed three times and stepped down.

The U.S. media reported, Wen’s departure
was mixed with appreciation and reprimand,
especially in the past two days, when great waves of
“transfer" and “divorce” surged in China.
Netizens claimed that these were means to see Wen off.

Let’s take a look to see whether Wen Jiabao
was capable but unwilling to fulfill his promises,
or whether he is yet another to become scapegoat
for the Chinese Communist Party (CCP)?

A few days ago, the General Office of the State Council
released a notice regarding real estate market regulations.
On the eve of the National People’s Congress (NPC),
a “new fifth rule” was implemented to curb housing prices.
The rule requires 20% of the proceeds from the sale of
a second-hand house as personal income tax.
This regulation leads to a divorce tide
for couples owning two houses.

According to the current regulations, after the divorce,

a couple can transfer properties under their individual names
and avoid 20% personal income tax.
Once the house is sold, they can remarry.

The “new fifth rule" leads to “huge transfers”
in Mainland China.
One can transfer a house to a buyer, relative or friend
in order to avoid tax.

It has been reported that in the past two days, everyone wanted
to use this loophole and transfer their real estate holdings.
Countless people were crowded in trading centers all over China.

On NPC’s opening day, Hangzhou reported
an explosive housing turnover.
Beijing second-hand housing transaction hall
was very crowded.
A large number of “scalpers" appeared to help transferring.

A transfer of registration plates was priced at 3,000 yuan,
but in Shanghai, it could be as high as 5,000 yuan.

Agence France-Presse reported that the marriage registration
office in Shanghai was crowded with divorcing couples.
In addition, Guangzhou, Harbin, Ningbo and
other places showed the same scenario.
It is said that the marriage registration office in Nanjing,
there were 294 couples undergoing a divorce in one day.
On Monday, 1,600 people applied for proof as being single.

Some couples rushed right over to the
second-hand housing market,
hoping to sell their second house before the
implementation of the new fifth rule took hold.

Lin Zixu, political commentator, pointed out that
in order to keep their hard-earned money, people in China will find all different means to do so.

Lin Zixu: “Most Profits from China’s real estate transactions
has been flowing to the pockets of the government, in the form of various taxes.
At all levels of the CCP, they do not address substantive issues,
but only introduce some policies and force people to get a divorce.
It is sad to see some divorced couples
being more than 70 years old.”

However, this is not the first divorce tide. Three years ago,
when CCP limited the purchase of second homes, there too were many fake divorces.

The report also pointed out that the recent two days of “transfer"
and “divorce" are alternative actions to see Wen Jiabao off.

Political commentator Xing Tianxing told NTD Television,

most people would think being a Prime Minister,
Wen Jiabao could introduce a new rule by himself.
But, she added, “CCP’s decisions are not decided
by one person.”

Xing Tianxing: “People who have houses will be
affected by this rule, but whom should they blame?
Anyone living under this system of CCP, even if he really wants
to do something good for the ordinary people, his hands are tied.
In fact, one cannot do a whole lot, and one can only become
a scapegoat for the CCP in the end.”

During an interview with Deutsche Welle, Yu Mei Sun,
former secretary of the General Office of State Council said:
“Wen Jiabao repeatedly mentioned “the sun ruling.”

However, he could not put it into practice and
has caused his popularity to plunge.
His people friendly image has been mocked
as “performances.”

Yu Mei-Sun pointed out that Wen Jiabao
had tied himself with the CCP system.
It is not because Wen has a personal problem,
but because it is a bad system, which decided his failure.
Yu Meisun commented that Wen Jiabao,
in fact, was a tragic figure.
