【禁闻】习近平握手普京 江泽民密约重曝光

【新唐人2013年03月26日讯】中共两会刚刚结束,3月22号,集党政军三位集一身的习近平,携带中共官员和夫人访问俄罗斯。当天,中共喉舌《新华网》发表“中俄联合声明”声称,两国相互坚定支持对方主权、和领土完整。再次引发民间揭发一段被前党魁江泽民掩盖多年的出卖国土历史。

提起钓鱼岛纠纷,很多中国人对日本义愤填膺,提起西沙群岛、南沙群岛,越南和菲律宾则沦为中国人千夫所指。不过,您还记得海参崴这个名字吗?近几年海参崴在国内媒体上消失不见,2012年,摇身一变,顶着“俄罗斯符拉迪沃斯托克”的名字,重现于喉舌媒体对于俄罗斯APEC会议的报导。

海参崴什么时候变成了俄国领土?怎么变的?谁做主变的?这些都是中共政府和国内媒体讳莫如深的话题。

按照“中苏友好同盟条约”1996年中国应该收回海参崴。但是在2001年7月16号,江泽民与俄罗斯总统蒲亭,在莫斯科克里姆林宫签署《中俄睦邻友好合作条约》,代表中国正式透过官方文件,承认海参崴及邻近远东地区永远不再为中国的领土。

美国乔治梅森大学教授章天亮:“在89之后,中国和俄罗斯当时开放边界的时候,江泽民就等于是把这些能够要回来的领土,全都给俄罗斯了。那麽其中还有一些不是当时割让走的土地,是俄罗斯强占的,像江东六十四屯,连不平等条约都没有的。那个也可以往回要,但是江泽民也没要。”

2001年的《中俄睦邻友好合作条约》,加上1999年底,江泽民、李鹏和叶利钦签订的秘密《中俄全面勘分边界条约》,把俄国历年来侵占的300多万平方公里中国领土,拱手送给俄罗斯。但这些条约直到今天都被中共政权刻意掩盖,没有在老百姓中引发如“保钓”那样的火花。

美国哥伦比亚大学政治学博士王军涛认为,当时江泽民为了获得俄罗斯的武器技术,保持对台湾的优势,以国土相送,但实际上并没有获得对等的利益。

王军涛:“俄罗斯因为知道中国和俄罗斯边境很多地方不确定,俄罗斯始终是把中国作为一个潜在敌人来对待。俄罗斯在它的国防纲要中间,不仅要保证它的武器领先中国两代,而且它联合印度,再保证印度的武器领先中国一代。实际上虽然它批售给中国很多武器,但是这些武器本身技术上并不先进。”

王军涛认为,江泽民签署这些出卖国土的条约涉及违宪。

2003年,王军涛和一些海外的中国法学家设立了“中国司法观察”,第一案就是向中国人大提交诉讼案,起诉江泽民。

王军涛:“江泽民在签署这些条约的时候,他跨越了宪法职责。江泽民当时的职务是国家主席和共产党总书记,还有军委主席。那麽作为共产党总书记,和军委主席,他不能直接去进行活动,而国家主席只有批准条约的权力,没有去缔约和谈判的权力。实际上江泽民是违宪的。”

不过,有媒体报导指出,江泽民之所以掩盖这段出卖国土的历史,是为了掩盖自身一段更为黑暗的“二奸二假”历史。

美国乔治梅森大学教授章天亮:“民间有个学者叫吕加平,当时他发表了一系列文章,说江泽民叫‘二奸二假’。‘二奸’的话就是既做过日本的汉奸,也做过俄国的汉奸。所谓‘二假’就说:他是假共产党员,然后也是江上青的假儿子,因为他说他有一个养父,其实那也是假的。”

俄罗斯在近代史上是掠夺中国领土最多的国家。2009年,胡锦涛不得不站在被出卖的海参崴,发表保钓言论,谈论国家主权,尴尬的享用江泽民遗留的政治遗产。如今,和习近平握手的还是当年那个普京,虽然习近平目前的策略被视为联俄制日,不过中国人民大学国际关系学院教授时殷弘对媒体指出,这不代表俄罗斯会采取任何具体的行动来支持中国,不应过分解读。

Jiang Zemin’s Secret Treaty with Russia Again Exposed

On March 22, right after the two sessions was over,
Xi Jinping officially visited Russia, with his wife.
Chinese Communist Party (CCP) mouthpiece, Xinhua News,

published the “Sino-Russian statement” claiming to mutually
support each other’s sovereignty and territorial integrity.
This triggered the exposure of the historical cover-up of
former leader Jiang Zimin’s signing over of China’s territory to Russia.

Many Chinese are indignant towards Japan
when the Diaoyu Islands dispute is mentioned.
And when the Paracel and Spratly Islands are mentioned,
many Chinese condemn Vietnam and the Philippines.
Yet in recent years, the talk of Haisenwei—former Chinese
territory—has disappeared from the Chinese media.
In 2012, Haisenwei became Russia’s Vladivostok
during the media reports for Russia’s APEC meeting.

When and how did Haisenwei become Russia’s territory
and who had made the decision?
These are closely guarded secrets
in the hands of the CCP and its domestic media.

According to the 1996 Sino-Soviet Treaty,
China should have reclaimed Haisenwei.
Yet, on July 16, 2001, Jiang Zemin and Russian President
Vladimir Putin signed a “Sino-Soviet Treaty” of neighborly
friendship and cooperation in Kremlin, Moscow, in which
China formally recognized that Haisenwei and neighboring
far east territories no longer belonged to China.

[Professor Zhang Tianliang, George Mason University]:
“After 1989, when China and Russia opened their borders,
Jiang Zemin was about to give Russia all of those territories,
which could have been reclaimed instead.
Some of them were occupied by Russia, such as
Jiangdong 64 Tuen, which China could also have reclaimed;
but Jiang gave them all up.”

In the 2001 Sino-Soviet Treaty of good-neighborly friendship
and cooperation, and a secret treaty signed by Jiang Zemin,
Li Peng and Yeltsin in 1999, China gave Russia more than
300-million square kilometers of Chinese territory.
These treaties regarding territorial boundaries are being
deliberately concealed, even to this day.
The CCP have not used them to trigger the same spark
as with the Diaoyu Islands.

Dr. Wang Juntao, Columbia University Political Science
thinks that to obtain weapons technology from Russia and
gain advantage over Taiwan, Jiang gave up China’s territories;
but in reality, he did not gain anything.

Dr. Wang Juntao: “Russia knew that many places in the
boarder were uncertain and it has always considered China as a potential enemy.
Russia’s defense outline gives an aim to ensure
a two-generation lead ahead of China in weapons.
At the same time, Russia has teamed up with India to ensure
that India is one generation ahead of China in weapons.
In actuality, although Russia sold many weapons to China,
the weapons were not technically advanced.”

Wang Juntao believes that the treaties signed by Jiang Zemin
regarding territory are unconstitutional.

In 2003, Wang and some overseas Chinese law experts
established a Judicial Watch, submitting their first case
—a lawsuit against Jiang Zemin—to the Chinese
National People’s Congress (NPC).

Dr. Wang Juntao: “When Jiang Zemin signed these treaties,
he did not have the authority to do so.
He was the President and General Secretary of the CCP,
and the Chairman of the Central Military Commission.
He was not in a position to directly sign or negotiates a treaty,
although he could approve one—it was unconstitutional.”
Media reports that the reason Jiang Zemin covered up
his betrayal of China was to conceal his darker history.

Zhang Tianliang: “There is a scholar called Lu Jiaping, who
published a series of articles exposing Jiang Zemin’s secrets,
using the term “two traitors and two lies”—meaning that,
Jiang was a traitor for both Japan and Russia,
and was a fake CCP member as well as having a
fake identification with a phony father.”

In recent history, Russia has taken
more Chinese territory than any other country.
In 2009, Hu Jintao was forced to make a speech regarding
the Diaoyu Islands, national sovereignty, and over the loss
of Haisenwei and Jiang’s embarrassing political legacy.
Now that Xi Jinping is shaking hands with the same Putin,
observers are considering Xi’s current strategy as being
the “alliance with Russia against Japan.”
Prof. Yin Hong, from the Institute of International Relations
at China’s Renmin University, points out that,
this treaty does not mean that Russia will take any
concrete actions to support China.
