Greetings audience. Welcome to today’s program. The video shown before is about more than one thousand people from Guangzhou Baiyun District Jiahe Street Wanggang Village who went to Guangzhou state government to protest and asked the government to deal with the village secretary, Li Zhihang’s corruption case, on Tuesday, 23rd of August, 2011. Wanggang Village is only 10 km away from Guangzhou CBD and has more than ten thousand residents there. With the development of the city, more and more farm land of the village was taken. Li Zhihang saw huge business opportunity and benefits from this. Thus in the election of the village council in 2009, he used all ways like bribing, blackmailing, threatening etc. to get himself, the position and the right of village secretary.
2011-08-26, nearly two thousand people from Wang Gang Village of Jiahejie, Baiyun district in Guangzhou city came out to the streets in protest of the village head, Li Zhihang, the Communist Party Secretary of the village and other local carders for abusing their power and conducting criminal offences by selling their collective land illegally, renting their land to others in low price, occupying the farmers’ land as their own and controlling the so called village head election results.
According to local villagers description, because of their previous going to the Appeal Office to lodge their complaints often being hijacked by the local police force, this time the villagers adopted a strategy by going in two directions: one group, nearly two thousand of them, went to the 106 national highway to set up a protest to attract lots of police while another group, about 400 of them, went directly to the Guangzhou City government office to lodge their appeal.
But, the City Appeal Office staff, instead of listening to them, asked the police to take away their banners and organized hundreds of policemen to block the villagers and caused some conflict between the two groups, nobody was arrested.
During his first year in office, we had found something wrong. We asked him to disclose the accounts; he dared not because he had embezzled all the money that belonged to the village. Therefore we went to petition. We have been to the city government and the district. We sent villagers as our representatives with documents to appeal to the city government and district offices but to no avail. Twice this year, over a thousand angry villagers had been to the sub district office where they agreed to investigate. A team was then sent here where they only asked a few simple questions and left without investigation nor decision.
The village residents visited the local office to report the issue twice and the office also sent the investigation team to investigate the case twice but to no avail.
The cash balance on the account left by the predecessor was more than 50million Yuan. He took another 45million Yuan which is the revenue from the mountain land rental. Altogether adds up to more than 90 million Yuan of cash. He took the whole 20 years of land rental which is more than 40 million Yuan, together with the 50 million left by the predecessor adds up to a total of 90 million. Now the 90 million Yuan simply disappeared. Where was the money spent? He didn’t disclose. The accounts must be openly disclosed. He didn’t. During the last predecessor’s term, we had year end meeting every year. All the income and expenses on the accounts would be disclosed to the villagers; however he didn’t disclose anything this term.
Indeed, only an open, clean and monitoring system could reduce the official corruption. However it’s already a problem that the thing which should be opened was covered instead.
He used our land for buildings with high cost; the cost is much higher than the market price. Without going though a tender process, he decided the prices by himself, and gave the projects to his own company. For instance, if the cost was 1100 Yuan/square meter, he would raise it to 1200 Yuan and he pocket the difference. The current rental is 30 Yuan/square meter but he leased to someone for only 10 Yuan. He will pocket the 20 Yuan difference from the contractor. In this way, he has embezzled the assets of the village. The commercial land of our Jiahe pig wholesale market is more than 5000 square meters. The rent for the market opposite to it is 24 Yuan per square meter, he leased it out for 2.4 Yuan per square meter, and it’s 10 times less. This will cost our village millions of Yuan a year. He gave the contract to his contacts and pocket the profit himself.
Build with high expenses and low rental, Li Zhihang used his own power to make profits for himself and damage the interest of the villagers.
The site for the reconstruction project of Ceramic City is the land king as it is next to the No.106 National highway. He and his partner Hongxing Food Company, a gangland company bribed the election with him, leased the land to developers for only 10 Yuan per square meter, but the rental of the land was worth more than 20 Yuan a square meter twenty years ago. After construction, they leased the area back to him for 10 Yuan per square meter; he then re-leased it to others for 35yuan or 45yuan per square meter. And the admission fee paid by each trader was 10 thousand Yuan, therefore, he had transferred all the assets that belonged to the village collective to his private account. He has annexed all of the collective assets. The total loss on the lease will be more than 300 million Yuan based on 20 years term he previously signed, not to mention he actually signed for 30 years.
Li Zhihang gained benefits from the solid project. On the other hand, he worked very hard to try to use and develop the last 570 mu farmland in the village to make profits. But he didn’t expect his plan was opposed by the villagers.
Our farm land was acquired by the government for building subway. We did not have land to cultivate and lost the means of making living. The local government allocated 570 Chinese acres’ land near our village to us for cultivation or development to make a living. But Li Zhihang colluded with those property developers to develop the land. He told the villagers that every family in the village would get a house of 30 square metres and the rest of the land would be developed for commercial use on behalf of the village. The villagers oppose to his proposal. Li Zhihang asked the production team leaders to persuade villagers. He offered the team leaders 1 million Chinese Yuan or 150 square metres’ apartment suite as rewards. The villagers still did not agree to his proposal because they would only get a tiny land for building houses according the proposal and the proposal did not clearly state how the future income from the commercial development would be distributed to the villagers. Many villagers decided to appeal the proposal and they had appealed twice to the subdistrict office. If the villagers did not appeal, Li Zhihang would develop the 570 Chinese acres’ land for commercial development for his own interests.
The villagers already knew Li Zhihang clearly from what he did in the past years. Actually two years ago, Li Zhihang and his partners already started to use the farmland to rob the village’s interests.
There is another land of 30 Chinese acres. Li Zhihang sent people to dig out the fertile soil for growing vegetables from the land and sold the soil to flower growers. Then he accepted construction waste to re-fill the land and charged people 150 Yuan for a truckload. He just made personal profit by selling the soil from the land and then re-filling the land with construction waste. He kept all the money to himself. Some villagers did not agree with him and he threatened them from speaking out.
According to the villagers, Li Zhihang and his partners scoop out the rich farmland and sold it for 1300 yuan per truck. They dig out 30cm deep and gained almost one million in profit. Then they took other people’s rubbish by charging 150 yuan per truck and got 3 metre for 30 mu farmland where he earned another one million yuan. They got the money but the farmland is destroyed and became a real garbage place.
They built a two-storey building for the farmers market. Li Zhihang asked the Party members in the village to invest 30,000 Yuan each for renovating the third floor of the building after he became the village’s Party Secretary. He told them that they would get dividends from their investments provided they vote for him in the next election. And there were no written evidences of the investments. After he got the money from the Party members, Li Zhihang told them they would not get the dividends nor their principals back, if they do not agree to vote for him in the next election.
From a normal villager to the No.1 official of the village, Li Zhihang controlled the whole things and could corrupt the public property without any blockage. So what is the real problem?
He was elected in 2009. Actually, he and his companions including the gangsters and businessmen bribed voters to get him elected. It was illegal. Some of the voters refused to take the bribes, he would bring the gangsters with him to threaten them.

In order to be elected, he premeditated the whole thing and asked the gangsters and businessmen with gangland background to join him. They called their gangland group company group, They used the form of company group to carry our their gangland activities. As he has shares in the two companies, he and his companions were able to embezzle the collective properties.
因為他是靠買票 賄賂 就是拿錢買票來上來做這個書記的，所以他就要把這個錢找回來， 他就要侵吞村裡的財產，因為以前當選 都是要高中學歷， 但是他這個人 其實他就只有小學的文化程度， 他就是和我們差不多大，後來他就做了包工頭，到了這一屆選舉的時候他就這樣冒出來了 。
As he was elected as the party secretary by bribing the voters, he tried to get his money back, therefore he wanted to embezzle the collective properties of the village. He was almost the same age as us and only had primary school education, which didn’t meet the prerequisites for election. He used to be a labor contractor and now emerged as the secretary.
他為什麼做到這樣都不去管， 他就是那個管理體制那些規章制度出來了， 他不去執行，因為他現在整個村委是七個人， 他給你瞥開四個當地的人不管 ，自己拿個公章，有什麼事 有什麼合同 他就自己一個人按下去了， 為什麼他要這樣做 第一 他肯定是在上面有保護傘， 他就是從街道從區裡 肯定是有人， 他首先已經打好關係了 ，用錢把人家那嘴堵住， 就是把人家想管事那些人拿錢去買了， 所以就造成我們下面村民再去有什麼反應 ，上面的人已經受了他的恩惠、 利益啊 上面的人他就不說話。
He didn’t obey the rules and regulations. There were seven people in the village committee. Leaving the four local people aside, he made all the decisions by himself, irrespective of any issues or contracts. Why? First of all, he must have someone who was in a higher position and took care of him. He might have bribed those people. When we villagers wanted to appeal, those who accepted his bribes chose to ignore us.
It seemed that Li Zhihang knows the official rules very well, so he used many people, both in the government and Maffia to help him. But he forgot an old Chinese saying, that is, injustice is doomed to destruction.
He was corrupted and took bribes. We villagers have suffered a lot and petitioned many times. He was not a qualified party secretary and we all disliked him. He is in a post to manage the village. And the street committee doesn’t have the authority to oversee the management of the village, as our village was an autonomous region. Although we wanted to reveal the facts of his corruption to the higher level, he covered the truth. And also the people in higher position didn’t respond to us. We have nowhere to appeal.

村民一聽到全部都過去了 就是很多人一聽要說他的事 全部都想過去說一下他就是給街道反應這個情況所以去的都是一千多多人去的
The people in our village all knew this and wanted to say something about him.
他就是說 要我們找幾個代表， 我們就把那些他那些材料 就把那些材料全部給他那個街道那些工作人員 他就叫我們來接訪了我們幾個人他就把那個材料接了
But the people in the higher position just asked us to assign several representatives and hand in the materials.
接了之後就說叫我們回去， 回去等一下他， 他會派工作組下來調查這些事，他就這樣說。
Then they asked us to go back and said they would send a team to investigate it later.
Many villagers felt very angry, but had nowhere to vent their anger. If they still ignore us, we might go to Beijing to appeal. We had sent the materials to both governments of the district and the city, there’s no responding.
However, when we asked them, they even didn’t let us enter the door.
我們就是想還我們村民一個公道 他這些財產全部都是集體財產 不是私人財產他現在把我們村的財產全部都侵佔了， 村民就是說一定要把屬於集體的東西拿回來。
We just want the justice. The properties he embezzled were collective properties, not private. He made the public properties his own possessions and we villagers just want them back.
This thing that happened in Wanggang Village is not an individual case in mainland of China but a very normal phenomena. This kind of thing is unbelievable in a healthy democratic country. A small village official could breach the law as he wants and thousands of people couldn’t do anything about that. What problem exactly is that? I think everyone of you can get your own conclusion.
