【禁闻】18大前现反腐风潮 胡温习联手推动

【新唐人2012年6月25日讯】中共18大换届前夕,团派大将汪洋在广东发起“ 粤式打黑反腐”运动,数百官员落马。近日媒体报导,这股反腐风潮也遍及山东、山西、湖南等地。外界认为,这可能是胡温为力保18大权力交接而采取的举措。分析人士指出,中共的腐败已经根深蒂固,胡温如果真心为民众着想,就应该尽早抛弃中共。

今年2月份开始,广东省掀起名为“ 三打两建””的“ 打黑 ”行动。仅深圳和广州两地,就有包括省财政厅副厅长危金峰、省府发展研究中心前主任谢鹏飞在内的300多名官员被双规调查。

截至6月8号,广东省已经查结商业贿赂案件677件,正在查办2046件,涉案金额8亿多元,涉及党员干部和政府工作人员1072人,其中厅级干部28人,处级干部123人。

最近台湾媒体报导,与广东省的反腐整治风潮类似,山东、山西、湖南等地也都在大力整治贪官。自2011年底以来,山西已查处违规违纪案件367起,官员540人、究责294人。湖南郴州问责231起、干部职工756人,56人被免职。山东寿光则清退102名不合格党员,其中68人涉嫌违法违纪。

报导认为,这次整肃风潮是由胡锦涛、温家宝与习近平,在中共十八大前联手推动的。

对此,《中国事务》杂志主编伍凡对《新唐人》表示,中纪委书记贺国强和中共总书记胡锦涛曾经多次谈到,官员的腐败已经威胁到共产党的生存。伍凡认为,腐败已经成了一个毒瘤,根本无法割掉。

《中国事务》主编 伍凡:“ 现在这个毒瘤越长越大。所以现在开会,他也不得不例行公事,再讲一讲,希望能够减少一点,不要‘亡党亡国’太快了。他们现在很担忧这件事情,在这个时候,再吹吹风,希望不要很快就倒掉了。”

伍凡强调,共产党所谓的“ 反腐亡党,不反腐亡国。 ”实质上是在吓唬中共自己,吓唬不到普通的老百姓。

伍凡:“它一定会亡党,但不会亡国。这个国家不会亡,因为有国家、有土地、有社会,这个国家——中国一定会存在。但是到时候恐怕没有中华人民共和国了,国号也改变了。 ”

“山东大学”退休教授孙文广也表示,如果真正反腐败,共产党将面临解体,所以中共不可能彻底的反腐败,只是在走过场给大家看。

“山东大学”退休教授孙文广:“现在的体制下反腐败,是没有什么效果的,甚至是越反腐败越严重。因为它没有一套机制,司法不独立,腐败要司法来惩罚它。司法不独立的话,你比如说薄熙来,有的人要保薄熙来,它并不是独立的可以审判他。”

孙文广也谈到,反腐涉及到中共内部各派的分歧与争斗。

日前,大陆中央军委批准一项规定,要求军官上报收入情况,这被外界认为是胡锦涛想借由军队反腐败,铲除江泽民、薄熙来在军中的残余势力,而首要整肃的对像就是江泽民的心腹、现任总政治部副主任贾廷安上将。

此外也有消息说,2008年以来的反腐大动作,主要都是由国务院总理温家宝推动的。

2008年汶川大地震发生之后,温家宝指示救援部队去灾区抢救,但江泽民贪腐派系控制的军队竟因害怕余震,在几天之后才开赴灾区。温家宝多次催促都没用,气得把电话扔掉。

温家宝发誓要彻查灾区学校的豆腐渣工程,但遭到曾担任四川省委书记的周永康的阻挠,结果豆腐渣工程查不下去,为死亡学生呼吁奔走的黄琦、谭作人、艾未未等人反而被抓捕。

Communist Regime Puts on Anti-Corruption Show on the Eve of 18th National Congress

On the eve of the Communist China’s 18th National Congress,
Wang Yang, a significant figure of the Communist Youth League faction,
launched an anti-corruption campaign in Guangdong and
sacked hundreds of officials.
This anti-corruption campaign is reportedly hitting Shandong,
Shanxi, and Hunan as well.
Hu and Wen are believed to have initiated this movement
to secure power during the 18th National Congress.
Analysts comment that corruption is ingrained in the CCP
and it’s the best for Hu and Wen to abandon the CCP quickly if people’s welfare is truly concerned.

In February, Guangdong Province initiated the so-called “Combat
3 crimes and construct 2 systems” to fight against corruption.
More than 300 officials were detained and interrogated just
in Shenzhen and Guangzhou,
including Guangdong Department of Finance deputy director
Wei Jinfeng and former director of Guangdong Development Research Center, Xie Pengfei.

As of June 8, Guangdong Province has concluded
investigation of 677 cases of commercial bribery.
Concurrently, a total of 2,046 cases are being investigated,
involving more than 800 million yuan of bribery,
1,072 party cadres and government staff, of which 28 are cadres
at the department level and 123 are cadres of division level.

Taiwan media reported a similar anti-corruption movement
in Shandong, Shanxi, and Hunan.
Since the end of 2011, there have been 367 cases of
disciplinary violations involving 540 officials.
294 were found guilty in Shanxi Province. 231 high officials
were held accountable for involving 756 cadres and workers.
56 were removed from their posts in Chenzhou, Hunan.

102 unqualified CCP members were laid off, and 68 were
suspected of violating the law in Shouguang, Shandong.

It is also reported that Hu Jintao, Wen Jiabao, and Xi Jinping
have joined forces to initiate this movement prior to the 18th National Congress.

China affairs magazine editor Wu Fan indicated to
New Tang Dynasty TV that
the Secretary of the Central Commission for Discipline
Inspection, He Guoqiang, and General Secretary of CCP Hu Jintao have both repeatedly mentioned that
officials’ corruption is a threat to the survival
of the Communist Party.
Wu Fan believes corruption has become
an irremovable malignant tumor of the CCP.

China affairs editor Wu Fan: “Now the tumor has grown big.

Therefore, he (He Guoqiang) is routinely mentioning it during
the meeting so that the CCP won’t be disintegrated too quickly.
They are very worried.
They are only doing it in hopes that it won’t die too soon."

Wu Fan stressed that the CCP’s claim, “Anti-corruption will
kill the CCP, without anti-corruption will kill China” only in fact threatens the party itself, not the general public.

Wu Fan: “It will kill the party, but not China.
China will not die.
This country, this land, and this society form the nation
and China will continue.
It is only the People’s Republic of China that will be gone
and the title of the country will change."

Sun Wenguang, a professor retired from Shandong University
also comments that the CCP will disintegrate with real anti-corruption.
He dose not believe the CCP will thoroughly conduct
an anti-corruption movement and believes the claim is simply a show.

Sun Wenguang, retired professor of Shandong University:
“Anti-corruption under the present system is useless.
It will only get worse, because it lacks a mechanism
when there’s no independent judiciary.
Punishment of corruption requires justice.
Without an independent justice system…
For instance, in Bo Xilai’s case, some people could protect him
because there’s no independent trial.”

Sun Wenguang also spoke of the anti-corruption concerning
the differences and strife within the CCP factions.

Recently, China Central Military Commission approved
a provision requiring officers to report their income.
It is speculated that Hu Jintao has employed the anti-corruption
movement to eradicate the remnants of Jiang Zemin, Bo Xilai in the military.
Jiang Zemin’s confidant, General Jia Yanan, deputy director
of People’s Liberation Army General Political Department,
is believed to be the first target of this movement
within the Army.

Premier Wen Jiabao has also been referred to as the driver
of the anti-corruption movement since 2008.

Wen Jiabao ordered the rescue forces during
the 2008 Wenchuan earthquake rescue effort.
However, the army then controlled by the Jiang faction
did not move until several days later for fear of aftershocks.
Wen Jiabao reportedly threw away the phone after realizing
his orders were useless.

Wen Jiabao also vowed to thoroughly investigate the shabby
school constructions in disaster areas,
but met resistance from Zhou Yongkang,
then the Sichuan Provincial Party Committee.
Not only did the investigation not go through, but also activists
who called for justice regarding the deaths of students
such as Huang Qi, Tan Zuoren, and Ai Weiwei were arrested.
