【新唐人2014年10月28日讯】香港雨伞运动今天踏入第30天，原定在周日和周一进行的广场公投，由学联、学民思潮、以及和平占中等五个团体商议后，决定搁置。不过，占中团体强调，仍不会放弃争取真普选的占领行动。
原定星期天晚上在三个占领区开展的广场投票，在开始前3小时突然宣布搁置。
占中发起人戴耀廷：“我们暂停投票。但这并不意味着运动的结束，事实上它给了我们一个机会，来考虑下一步该怎么做。”
占中秘书处当天发表声明说，由于各方面就投票形式，和议题的设定，有众多不同意见，包括议题的复杂性、投票的实际效用等，因此必须审慎行事。声明中承认，这次决定投票前与群众商议不足，必须向公众道歉。
宣布这个决定后，戴耀廷、周永康、黄之锋、泛民梁家杰和支援学界联合阵线胡美莲五人携手鞠躬，向公众道歉。
香港专上学生联会秘书长 周永康：“我们真诚的向各占领区的人士道歉，因为我们理解，也听说，对今天的投票有很多争议。经过激烈的讨论，我们理解他们的观点，愿意暂停投票。”
广场投票最终搁置，是不是会给人进退失据的印象？戴耀廷星期一早晨在电台节目上承认，在大型运动压力下作出错误决定，但希望市民谅解。
而学联秘书长周永康则希望，这次搁置投票的决定也能让中共人大常委会有所参考，认识到每一个决定都不是不可撼动的。
学联秘书长周永康：“也希望政府可以从这个运动，看清自己（人大常委会）的831的议案和831的政改方案，他们都应该撤回及搁置现在的政改方向。”
至于占领运动下一步的走向，据了解，未来几天，学联、学民思潮、占中三子等团体会在占领区举行“座谈会”（“倾偈会”），将聚焦讨论是否在短期内重新与政府展开第二轮对话，以及泛民辞职，以启动变相公投的可行性。
香港立法会议员单仲偕：“我估计这个僵局要维持比较长的一段时间。学生们已经开始考虑，将占道维持到一段比较长的时间。最后如果政府，将政府最后的方案放到立法会讨论之下，我估计最后他也坚持到那个时候。”
另一方面，“反占中大联盟”的周融发起“还路于民”签名运动，声称一天收到了30多万市民签名。但由于网上签名系统并不严谨，有网民尝试，用“我要争普选”为姓名，甚至用脏话，都一样能成功签名，因此这个数据被质疑“有水分”。
旅美中国社会问题研究人士张健：“那么在这种暗箱操作的情况下，他如果能达到一定人数的话，也不足为奇。用这种好像似乎打赌的方式，比人数的话，来表达一个意愿的话，让全中国的老百姓，去真正一人一票，把香港的占中事件彻底的告诉老百姓，让全国的老百姓，进行裁决。”
雨伞运动27号进入第30天，继城市大学、科技大学后，香港大学里今天都有人悬挂“我要真普选”巨型条幅。

Square Votes Halted but Nonstop Appeal for True Universal Suffrage
Hong Kong Umbrella Movement enters into its 30th day.
A referendum was to be held in the square and was scheduled
for Sunday and Monday
However, after a discussion among five groups, including
the Hong Kong Federation of Students (HKFS),
Scholarism, Peaceful Occupy Central etc,
the votes have since been shelved.
But these groups stressed that they will not give up
the Occupy Central for true universal suffrage.
Voting was scheduled on Sunday night at three occupied areas,
however, three hours before its expected start,
it was suddenly announced the voting would not take place.
Occupy Central Love and Peace co-Founder Benny Tai,
said:……we will suspend the voting.
But that does not mean an end to the movement,
but actually it will provide us with an opportunity
for people to consider what might be the next step."
Secretariat of Occupy Central Movement said
in a statement,
due to the many different views on various voting forms
and voting topics,
also the complexity of the topics, the actual utility of voting, etc.,
it is necessary to act prudently.
The statement admitted that the decision of the voting schedule
had insufficient negotiation with the public
before it was announced, the organisers apologised to the public.
After announcing the decision, Benny Tai, Alex Chow,
Joshua Wong,
Pan-democratic Legislative Councillor Alan Leong and United
Front in Support of Students and Citizens’
Struggle head Mei-lien Hu,
all bowed hand in hand together, apologising to the public.
Hong Kong Federation of Students Secretary, Alex Chow,
“Well, we sincerely apologise to the occupiers
in different protest areas.
We have come to understand and have heard different opinions,
and after fervent discussion, we now see their point of view
and would like to suspend the whole voting, ….."
Will the action taken to suspend voting, make any positive
impression upon the people, considering present circumstances?!
On Monday morning’s radio program, Benny Tai admitted
that the wrong decisions were made
under pressure of a large-scale campaign,
but he hopes the public will forgive them.
Alex Chow hopes this vote will provide a reference,
an example for the National People’s Conference Standing
Committee (NPCSC) of the Chinese Communist Party (CCP),
which will trigger them to realise that not every decision
is unshakable.
Alex Chou: “I hope the Government can clearly see
(the consequences of) their (NPCSC) Motion No. 831
and the political reform scheme of (NPCSC) from this movement,
they should withdraw and shelve the existing political reform plan."
As for the next step of the Occupy Central Movement,
it is understood that in the next few days, the Federation,
Scholarism and other Occupy Central groups will hold a “forum"
in the occupied areas,
to discuss whether it is possible to launch a second round
of dialogue with the government short term,
and the viability of pan-democratic legislative councillors
resignation for starting an actual referendum.
Hong Kong Legislative Council member Sin Chung-kai:
“I guess this impasse will maintain a relatively long period of time.
Students have begun to consider maintaining the road
occupation for a relatively long time too.
Eventually, if the government puts the final political reform program
together, discussing with Legislative Council, then
I guess the students would stick to that time."
On the other hand, “Anti-Occupy Central Coalition" head
Robert Chow launched “Return Road to the people"
signature campaign,
claiming that on just one day, it had been signed
by more than 300,000 people.
The online signature system is not strict.
Some Internet users tried to use “I want true universal suffrage"
as the name to sign, even using bad language,
but they all successfully signed,
so it is questionable that the data is manipulated.
Mr Zhang Jian is a US-based researcher on China’s
social problems.
He says: “So in this case of black-box operations, if they can reach
a certain number of signatures, it is not surprising.
If using this way like a bet to compare the number of people
to determine the decision of one political plan,
then this needs to tell the whole of the Chinese people
to vote and rule the Occupy Central via each of them."
On Oct. 27, the Umbrella Campaign
enters into its 30th day.

hanging in the campuses of Hong Kong’s City University
and Hong Kong University of Science and Technology,
today someonealso hung the banner
in the campus of University of Hong Kong.
