【新唐人2011年7月23日讯】加拿大联邦法院7月21号裁决,外逃12年的“远华走私案”主犯赖昌星遣返中国。中共外交部随即表示欢迎。涉及830亿人民币的“厦门远华案”,被称为“中国第一经济大案”。海外专家指出,赖昌星案是一颗重磅炸弹,将成为胡锦涛制服招降江泽民派系的杀手锏。
出身农民的赖昌星,1994年创办“远华集团”,长年走私燃油、汽车、钢材、重型机器、香烟和奢侈品等,总值达530亿人民币,逃税300亿元。此案由当时的总理朱镕基亲自督办。
1999年,赖昌星夫妇及3个子女逃到加拿大,成为北京当局头号通缉犯。多年来,赖昌星一直以“返回中国会被处死刑或受酷刑”为由,寻求政治庇护,被加拿大政府多次拒绝。
7月21号,加拿大联邦法官肖尔裁决指出,北京当局已经承诺不会虐待或处决赖昌星,并将确保他获得公平审判,而有关承诺足以证明引渡赖昌星回国不存在风险。
盛雪(《远华案黑幕》一书作者):“赖昌星他是做为一个大案的要犯,应该说有许多人要他死,有许多人要他活,有许多人要利用他,也有许多人把他当作棋子,摆来摆去,那么至少他的命运是绝对无法靠他个人来掌握的。”
《北京之春》杂志主编胡平表示,有些人担心赖昌星回国受审得不到公正对待,所以他们才主张把赖昌星干脆留在加拿大免于审判。可是如果赖昌星真是罪犯,那岂不是包庇纵容了罪犯?
“远华案”共有近千人遭立案调查,其中近300名官员被追究了刑事责任,21人被判死刑,8人被处决。前公安部副部长李纪周被判死缓,总参情报部常务副部长姬胜德被判无期徒刑。
赖昌星当年在厦门设立“红楼”,内设淫窝赌厅贿赂官员。他曾经表示,他要是回国,“很多中共高官会睡不着。”
盛雪:“到底哪些官员会在他回去的事情上会捏一把汗,那拿赖昌星自己的话来说,他就说,直接涉这个案子的中国官方机构,比如说中纪委,他就说:‘如果我回去,中纪委至少有10个人应该被判死刑。’”
“远华案”期间,现任中纪委书记贺国强、全国政协主席贾庆林、国家副主席习近平,当时分别担任福建省省长、省委书记、省委副书记。而福建省只有省委副书记石兆彬因涉案被开除出党。
时政评论家林保华指出,贾庆林等人完全是靠江泽民庇护,才得以脱身。
林保华:“贾庆林是江泽民老部下,赖昌星正是贾庆林主管福建期间发迹的,加上贾庆林妻子林幼芳是福建外贸集团的党委书记,与走私有密不可分的关系,因此也传出贾庆林与林幼芳离婚以保护自己的传闻。”
贾庆林主政福建任内时,挪用侵吞了12亿8千万元国债专项建设资金,他在“远华案”中不仅巨额受贿,还以象征性的1万2千元从“远华公司”购入4座630万元的别墅。
林保华表示,江泽民1995年斗倒陈希同以后,让贾庆林接任北京市委书记,江泽民以死保贾庆林来保护自己,否则陈希同的案子也可能会翻案。
林保华:“在《远华案黑幕》一书中,赖昌星保留许多敏感问题不说,以保住自己一条小命,但是也透露若干次要的机密。例如他承认与高干的83个秘书有来往,形成自己的关系网,其中与当时江泽民办公室主任贾廷安关系密切。”
在“远华案”中,江泽民的心腹贾廷安曾向赖昌星通风报信。贾廷安2003年被江泽民升为军委办公厅主任,随后获中将军衔,07年升为总政治部副主任,而胡锦涛一直迟迟没有升他为上将。
海外媒体指出,在江泽民死讯流传的敏感时期,遣返赖昌星对中共18大人事布局,将产生重大影响。美国哥伦比亚大学政治学博士李天笑表示,只要胡锦涛大炒赖昌星案,就形成对江系人马的巨大压力,成为胡锦涛制服招降江派,迫使他们分化瓦解的杀手锏。

Federal Court of Canada delivered on July 21 the verdict
to repatriate Lai Changxing back to China.
Lai was in exile in Canada for 12 years.
Chinese Foreign Ministry welcomed the decision.
Involving RMB 83 billion, Yuan Hua Smuggling Case is
the largest economic case in China.
Lai is regarded as a lethal weapon for Hu Jingtao
to subdue Jiang Zemin’s camp.
Born a farmer, Lai established Yuan Hua Group in 1994.
His company has been smuggling fuel, cars, steel, heavy
machinery, cigarettes and luxuries worth RMB 53 billion.
He has evaded taxes worth RMB 30 billion.
This case’s investigation was led
by then-Premier Zhu Rongji.
Lai, his wife and their 3 children escaped to Canada in 1999.
He became the most wanted man by Beijing authorities.
For many years, he asked for political asylum in Canada,
citing potential death penalty or torture by Beijing.
His application was repeatedly rejected.

Judge Shore of Federal Court of Canada said on July 21,
Beijing made a promise to not mistreat or execute Lai
and to give him a fair trial.
He said there is sufficient evidence to ensure his safety.

Lai is the principal criminal of such a major case.
Naturally, some want him dead;
some want him to remain alive;
some want to use him as a pawn.
His fate is not in his own hands.
The chief editor of Beijing Spring magazine,
Hu Ping, said that
some are concerned of potential unjust treatment to Lai.
So, they insist on Lai staying in Canada.
However, if Lai turns out to be a real criminal,
aren’t they trying to harbor a criminal?
In Yuan Hua Case, nearly 1,000 people were investigated;
nearly 300 Chinese Communist Party (CCP) officials
were liable criminally.
21 people were sentenced to death.
Eight people were executed.
The ex-Deputy minister of public security, Li Jizhou,
received a suspended death sentence.
Ji Shengde, a high-ranking CCP intelligence official,
was sentenced to life imprisonment.
Lai built a “Red Mansion” filled with prostitution and
gambling facilities catered to high-ranking CCP officials.
He once noted that should he return,
“Many Chinese officials will suffer from insomnia.”

Lai mentioned about the CCP agencies directly involved.
He said, “If I go back, at least 10 individuals in Central
Commission for Discipline Inspection will be executed.
When Yuan Hua Case was being committed,
He Guoqiang,
current secretary of Central Discipline Inspection,
was serving as governor of Fujian Province.
Jia Qinglin, chair of Political Consultative Conference,
was Fujian Provincial CCP Committee Secretary.
Current Vice President Xi Jinping was serving as
Fujian Provincial CCP Committee Deputy Secretary.
Only one official named Shi Zhaobin was
punished in Fujian.
Current affairs commentator Lin Baohua said
Jia Qinglin and the others escaped with Jiang Zemin’s help.
Lin Baohua: Jia was Jiang’s old subordinate.
Lai made a fortune when Jia was in charge of Fujian.
Jia’s wife Lin Youfang was the CCP secretary
of Fujian Foreign Trade Group.
She has a close relationship with the smugglers.
It is reported that Jia is divorcing Lin to protect himself.
When Jia Qinglin was in power in Fujian Province,
he embezzled RMB 1.28 billion of construction fund.
In Yuan Hua Case, he took large bribes,
and obtained four villas worth RMB 6.3 million each.
Lin Baohua said that after toppling Chen Xitong in 1995,
Jiang Zemin nominated Jia to be Beijing’s CCP secretary.
Jiang protected Jia, so the latter would ensure that
Chen’s verdict would not be reversed.

“Unveiling Yuan Hua Case”,
Lai kept silent on a lot of sensitive issues,
in order to save his skin.
However, he also revealed some confidential
information, such as he had close relationships
with 83 senior secretaries.
E.g. he was very close to the director of Jiang’s Office.
In Yuan Hua Case,
Jiang’s confidant Jia Ting’an tipped off Lai.
Jia was promoted to chief of the Central
Military Commission in 2003 by Jiang.
Subsequently he got promoted to lieutenant general.
However, Hu Jintao never promoted him to general.
Overseas media pointed that during the sensitive period
of Jiang Zemin’s rumored death,
repatriation of Lai will have a large impact on
the personnel arrangement of the CCP’s 18th congress.
Dr. Li Tianxiao, professor of political science
at Columbia University, said,
“If Hu jintao make the Lai’s case sensational,
there will be enormous pressure on Jiang’s followers.
So, Hu will have a good chance
to disintegrate Jiang’s camp.
