【禁闻】朝鲜频频叫阵 中方态度引关注

【新唐人2013年04月12日讯】最近,朝鲜半岛局势持续升级,4月9号,朝鲜方面发表声明说:朝鲜目前处于“热核战争前夕”,并要求旅韩外国人尽快疏散。对此,美、日、韩已全部进入严防状态。中方则表示,反对任何一方采取有损于朝鲜半岛和平稳定的行动。评论人士认为,中共当局没有针对朝鲜的挑衅行为作出任何谴责,而再三强调“各方责任”,说明中共当局不想放弃对朝鲜的支持。

4月9号,朝鲜亚太和平委员会发言人发表谈话,声称“半岛局势一触即发”,战事一旦点燃,将发展成一场“全面战争”,因此敦促在南韩的外国人采取避难、撤离措施。

对此,南韩政府方面表态指称朝鲜是在打心理战,大多数评论人士也认为朝鲜只是在“虚张声势”。

北京时政观察人士 华颇:“朝鲜肯定不敢向美韩真正动手,它虽然叫嚣的很高,大家知道朝鲜根本不敢、也没有实力向美韩发动攻击 。”

政论家 伍凡:“我看打的可能性不高,连美国都放话,说它(朝鲜)打的可能性不高,但是美国还是做最大的防备了,估计它是不会打。现在还是在叫的时候,还在叫板,还在演戏。”

北京时政观察人士华颇认为,朝鲜数次挑衅行为,甚至废除了停战协议,目地是想绕过南韩,直接和美国达成和平协议,但因美、韩有约在先,因此美国是不会向朝鲜妥协的。

华颇:“他这样做的真实目地是什么呢?就是想让美国跟它谈判。可以说它是把这种事态进行升级,达到一种战争边缘,从而让美国答应他的要求。因为美国看出了朝鲜的这种讹诈的态度,所以不理不睬。”

除了是否会爆发战争,各国政府和媒体最关心的就是中国对朝鲜的态度,外界普遍认为,从中共当局的几次表态看,一直停留在“希望各方担起责任”、“敦促各方不要采取升级行动”等空话,却一直回避评论朝鲜,包括“核试验”在内频频挑衅的行为。由此可见,中国有可能依然继续支持朝鲜。

华颇:“通过习近平的讲话、王奕的讲话,而且《央视》、各大新闻举办的一些访谈节目,说明中国起码在宣传舆论上边是十分的偏袒朝鲜的,我想这种情况之下中国是不愿意抛弃朝鲜的,中国不会坐视美国对朝鲜动武。”

伍凡:“北京有份杂志叫做《学习实事》,是中央党校的一份刊物。有一个副审编写了一篇文章,他说现在应该检讨中共对朝鲜的政策,他的意见就要把丢掉朝鲜、抛弃掉,这个文章出来之后,这个审编马上给辞职,也就是说,他的想法习近平不同意。”

对于中共当局支持朝鲜的原因,评论人士有两种观点,第一个观点认为,朝鲜是中国扶植的“傀儡”,虽然变得越来越不听话,中共也不能让“外人”毁掉它。

伍凡:“中共是要朝鲜这块地方。第一:从军事政治上做缓冲国﹔第二:经济上把它作为经济殖民地—-投资,拿它的矿产,利用它的港口,利用它的码头,对外扩张,说的难听点,中共把朝鲜当看门狗来对付美国、南韩和日本,这一点至今为止60多年来没有改变。”

第二种观点则认为,中朝之间在演出双簧,朝鲜其实是在中共的撑腰下才敢公然挑战美、韩。

华颇:“中国认为,尤其是日本和菲律宾,为什么在东海、南海上频频对中国进行挑衅?其实背后撑腰的是美国。0852中国既然认为美国通过日、菲这些马前卒子来挑战自己,那我也有兄弟,它就让朝鲜试射导弹、核爆来挑战美国。”

《人民日报》海外版刊文指出,美国,不要火上浇油﹔日本不要趁火打劫﹔南韩不要错失焦点。由此可见中方的立场。

China’s Stance Clearly Shown on Pyongyang’s War Threat ***

The situation in the Korean Peninsula continues to escalate.
On April 9, Pyongyang made an announcement.
It said: “it is on the eve of thermo-nuclear war,” and they
has warned domestic foreigners to evacuate.
The U.S., Japan and South Korea have all begun to
take measures in preparation for contingencies.
The Chinese Communist Party has said that it opposes
any actions detrimental to the peace and stability in the Korean Peninsula.
Analysts say that the CCP regime hasn’t condemned
North Korea’s provocative action.
Rather, it repeatedly stressed “the parties’ responsibilities”.

This shows that the CCP won’t give up its
support of N. Korea.

On April 9, the North Korean Asia-Pacific Peace Committee
issued a statement.
It claimed that the Korean peninsula
“is inching close to a thermo-nuclear war”.
Once a war is ignited on the peninsula,
it will evolve into an “all-out war”.
It requested all foreigners in South Korea
“to take measures for shelter and evacuation".

South Korean authorities have alleged that N. Korea is
using psychological warfare.
Many commentators view Pyongyang’s threats as
merely bluster and sabre rattling.

Hua Po, Beijing political observer: “N. Korea won’t dare to
wage war against the U.S. and S. Korea.
It has clamored and threatened loudly,
but everyone knows it has no real strength.”

Critic Wu Fan: “I think it’s unlikely, as the U.S. has
calculated that N. Korea is unlikely to do it.
But the U.S. has still made full preparations against
the threat, I think N. Korea is just staging an act.”

Hua Po comments on N. Korea’s previous
provocative actions which included the abolition of the armistice agreement.
He says Pyongyang’s goal was to bypass S. Korea, and
to directly reach a peace agreement with the U.S..
The U.S has a prior commitment to defend S. Korea,
it won’t yield to N. Korea.

Hua Po: “What’s N. Korea’s real purpose ?
To force the U.S. to negotiate with it directly.
In other words, by escalating the situation to the brink
of war, it wants the U.S. to nod to its demand.
But the U.S. has discerned this intended coercion,
and is just ignoring it. ”

Currently, China’s stance on the issue has been
a focus for nations and global media.
Reportedly, China’s several statements have been
considered empty talk.
All the time, the CCP authorities have dodged commenting
on N. Korea’s provocative moves, including its nuclear tests.
China can be seen to be resolutely continuing
its support of N. Korea.

Hua Po: “Xi Jinping’s speech and other senior officials’
talks, on CCTV or in other major media programs show that China fully takes sides in N. Korea, at least in propaganda.
So in this case, I do not think China is willing to
give up it’s support for N. Korea.
China clearly won’t sit back and watch the U.S.
taking military action against N. Korea.”

Wu Fan: “The Current Affairs Study journal, sponsored by
CCP Central Party School, has published an article.
The article is authored by its associate senior editor, saying
now is the time to review the CCP’s policy on N. Korea.
The author implied that China should
desert N. Korea.
After the article was published, the associate senior editor
was forced to resign.
This forced resignation makes it clear that
Xi Jinping doesn’t agree with the editor’s view. ”

Commentators hold two views on the reasons for the
CCP’s support for N. Korea.
One is that “puppet" N. Korea has become increasingly
disobedient, but the CCP still won’t let “outsiders” interfere.

Wu Fan: “The CCP wants to control N. Korea.
Firstly, using it as a buffer zone;
Secondly, occupying it as an economic colony and a
military asset, plundering its mineral resources, exploiting its ports and docks as a platform for world domination.
Put simply, the CCP uses N. Korea as a watchdog to
keep the U.S., S. Korea, and Japan in their place.
This has been the CCP’s policy,
all along for the last 60 years. ”

The second view is that the CCP and N.Korea are
playing a two-man act.
N. Korea dares to openly challenge the U.S. and S. Korea,
feeling safe in the CCP’s back up and support.

Hua Po: “China thinks it was the U.S. that encouraged
Japan and the Philippines to take proactive approaches against China in the East and South China Seas.
In reality, it is indeed true that
the U.S. does encourage and support them.
So China ,in turn, challenges the U.S., through it’s
ally N. Korea’s launching of nuclear tests.”

The overseas edition of the People’s Daily has published
an article.
It has warned the U.S. not to add fuel to the fire;
it has warned Japan not to fish in troubled water;
it has also warned S. Korea not to miss the focal point.
China’s stance has without doubt been fully shown.
