海南万宁小学校长带6名幼女开房案,还在持续发酵之中,广东雷州又爆出小学校长涉嫌强奸两名幼女事件。有评论认为,大陆频繁出现的性侵幼女事件,是因为大陆独有的“嫖宿幼女罪”比“强奸罪”的处罚要轻得多。
据大陆媒体5月23号报导,广东湛江雷州市英利镇某村小学校长郑某,自今年5月以来,以辅导课程等为借口,将学校两名六年级女生多次诱骗到学校宿舍强奸,并威胁﹕不准告诉家人。女生反常的表现引起家长注意,询问下才得知真相。
事件引起舆论极大的愤慨,很多人质疑现有的法律制度。
有人说:强奸幼女是不可饶恕的罪行,可能较轻的惩罚才让他们肆无忌惮吧,重刑之下一定会有改善。
上海律师李洪华表示,中共的立法向来都是为权贵阶层服务的。他对《自由亚洲电台》说:因为“嫖宿幼女”的普遍都是各种领导,所以立法上就比较轻。
“嫖宿幼女罪”为中共原最高法院副院长黄松有首创,黄松有是1949年以来,中共司法系统因涉嫌贪腐而落马的最高级别的二级大法官。当年,加拿大《星岛日报》曾报导说,他对未成年少女特别有兴趣。
北京作家高瑜被限制出境
北京独立记者和专栏作家高瑜,5月24号上午在北京机场第二航站楼被扣留。这是她1999年2月出狱后,首次被阻止出境。
高瑜是前往香港参加由“独立中文笔会”举办的颁奖活动。高瑜认为,当局这次禁止她出境,是因为“六四”临近,并且与中共中央宣传部的“9号文件”——严管意识形态,全面禁言有关。
中共派特务破坏藏人流亡社区
流亡印度的藏人行政中央安全部,5月23号发表声明,遣责中共派遣特工混入流亡藏人社会,企图进行谋杀与搜集情报活动。
声明指出,一名潜伏在西藏流亡社区多年的藏人警察,所从事的间谍活动及恐怖阴谋,目前已被证实。这名藏人名叫边巴次仁,2009年被中共当局派遣到印度搞间谍活动,在此之前,他是那曲的一名防暴警察。
声明说,边巴次仁接受了中共的任务,并奉命于去年两次进入尼泊尔,准备谋杀两名流亡藏人。他用中共官员交给他的毒药,首先用家畜和家禽对毒性进行了试验。
藏人行政中央的声明说,中共政府情报部门派遣他到流亡社会,搜集有关达赖喇嘛保安等情报。边巴次仁是在搜集情报过程中,被两名流亡藏人发现,并把他送交藏人行政中央。

A Sixth Grader Repeatedly Raped By Her Principal
With the case of the principal of Wanning Elementary School
sharing a hotel room with six young girls still fermenting,
a principal in Guangdong elementary school is exposed of
raping two young girls.
Some commentators said that the frequent sexual crimes in
the Mainland involving underage girls have been punished
much more lightly than rape cases.
According to Mainland media on May 23rd Zheng, principal
of an elementary school from a village in Yingli Town of Guangdong,
lured two sixth graders to the dorm and raped them.
The two girls were threatened to keep quiet.
However, their odd behavior attracted their parents’attention,
and the truth finally came out.
This incident has aroused great indignation from the public,
causing many people to question the existing legal system.
Some people say statutory rape is an unforgivable crime.
This unrestrained and reckless behavior may be
caused by a lighter penalty.
It will need heavy punishment to make things improve.
Shanghai lawyer Li Honghua said the law of the Chinese
regime has been created to serve a special class.
Li told “Radio Free Asia,” sexual crimes involving young
girls have always been committed by various leaderships.
Therefore, its penalty is relatively light.
The first offender of such a crime was Huang Song,
a second level supreme court judge.
That year, Canada’s “Sing Tao Daily" reported that
he was particularly interested in underage girls.
Beijing Writer Gao Yu Is Prohibited To Leave China
On May 24th, Gao Yu, independent reporter and columnist
from Beijing, was detained at the Beijing Airport Terminal.
This is her first time being blocked from leaving China
since her release from prison in February 1999.
Gao Yu was traveling to Hong Kong to participate in the
“Independent Chinese Pen Center" awards event.
Gao Yu believes that authorities forbade her to leave
because the “June 4th" is approaching.
It also has something to do with the Central and Propaganda
Department’s rules of Strict ideology and a comprehensive gag.
Chinese Regime Sends Spies To Destroy Tibetan Exile Community
On May 23rd the Central Administrative Security
Department of Tibetans in exile in India,
issued a statement condemning the Chinese Communist
Party (CCP) for dispatching special agents into the exile community.
They were attempting to carry out intelligence
gathering and murder.
The statement pointed out that one Tibetan police, Pemba
Tsering, has lurked in the Tibetan exile community for years.
He has engaged in espionage and terrorist conspiracy,
which has now been confirmed.
In 2009, he was sent to India by Chinese authorities
to engage in espionage activities in India.
Before this, he was a riot police officer in Nagqu.
The statement said that Pemba Tsering accepted the CCP’s
assignments and went into Nepal twice last year.
He was ready to murder two Tibetans in exile.
He used the poison from Chinese officials and
tested it first with livestock and poultry.
The statement also said that the CCP sent him into the
exile community to gather information about the Dalai Lama and other security intelligence.
Pemba Tsering was in an intelligence gathering process,
and he was discovered by two exiled Tibetans.
