【新唐人2015年2月18日讯】中共中纪委在16号通报,中共全国政协原副主席苏荣被“双开”,通报中对苏荣违纪违法的行为有几点罕见的批评,而且措辞十分严厉。有评论认为,苏荣很可能被重判,并牵出集团性腐败。而苏荣也由于对法轮功群体实施灭绝性迫害政策,受到国际组织的追查,我们一起来看看详细报导。
在传统新年到来前夕,中纪委发布了原政协副主席苏荣由于严重违纪违法,被“开除党籍、公职”的通报。通报批评苏荣“违反组织、人事纪律,个人擅自改变组织决定”;“对江西省出现的严重腐败问题负有主要领导责任”;“大肆卖官鬻爵”;“纵容亲属擅权干政”,苏荣将被移交司法。
大陆资深媒体人石扉客在腾讯撰文指出,中纪委的这则通报有三点极其罕见:一、是具体指出苏荣是“个人擅自改变组织决定”,相当少见;二、是将一省范围内的腐败问题,跟一个省委书记以“主要领导责任”直接挂钩,这也是此前少见的描述;三、“擅权干政”这个极具传统意味的用语,第一次出现在中纪委正式通报中。
前重庆市委书记薄熙来的违法违纪行为也包括这三个方面,但对比薄熙来,苏荣的“双开”通报显然更加措辞严厉。
当时,尽管薄熙来没经公安部同意,就免去王立军重庆市公安局长职务,也属于“个人擅自改变组织决定”,但“双开”通报中并没有提到此事。其次,也没有把重庆的严重腐败归咎于薄熙来的“主要领导责任”。第三,虽然提到“薄谷开来利用薄熙来的职务影响为他人谋利”,但没有定义为“擅权干政”,以及加上“性质极其严重,影响十分恶劣”等。
时事评论员邢天行:“一方面是透露出来,苏荣肯定是要被重判了。第二,就是通过这三个比较罕见的罪名措辞,给其他的腐败官员一个震慑。同时,也是给加重处罚后边还没被宣判的官员,应该说是做了一个铺垫。”
苏荣去年6月被调查,揭开了江西官场地震的序幕。这次通报中又一再提及他“违反人事纪律”,“大肆卖官鬻爵”,“带坏干部队伍”。时事评论员邢天行认为,由苏荣开刀,可以牵出集团性腐败。
邢天行:“从苏荣这个点,他涉及到这三方面问题,那么他提拔的那些官员有可能也是这个类型的,他用这个套路,就可以把还没有被查出来的一大批腐败份子罗到网里来。”
邢天行指出,如果当局按照宣称的那样一直“反腐”不停,那么江泽民执政期间造就的一大批贪官,都可以用这个套路“大换血”。但江系官员的核心罪恶,也就是迫害法轮功修炼团体,目前仍然被掩盖。
苏荣因为跟随江泽民,对法轮功群体实施灭绝性迫害政策,去年被总部设在纽约的《追查迫害法轮功国际组织》作为重点对像,立案通告追查。
根据追查通告,苏荣1998到2001年担任吉林省委副书记期间,还兼任“省委处理法轮功问题领导小组”组长,期间吉林省至少有23位法轮功学员被迫害致死,是全国迫害致死人数第二多的省份。之后苏荣还先后担任青海省委书记、甘肃省委书记、江西省委书记,这几个省份的法轮功学员都遭到严重的迫害。“追查国际”认为,苏荣已涉嫌触犯群体灭绝罪、酷刑罪、反人类罪。
中国社会问题研究人士张健:“我认为真正作为一个中共体制内的官员,如果说不凭良心做事,而用这种邪恶和惨无人道的方式,去迫害真、善、忍的修炼团体,无论是从国法,还是天理,都是难容的。”
除了苏荣以外,中纪委2月17号还公布了几名官员的“双开”通报,其中包括广东省政协原主席朱明国。朱明国也因涉嫌在2002到2006年担任重庆市政法委书记期间,迫害重庆法轮功学员,而被“追查国际”列入涉嫌罪犯的名单。

Su Rong Expected to Be Seriously Punished in the Wake of
Severe Wording on His Double Expulsion
The Central Commission for Discipline Inspection (CCDI)
published a notice on Feb. 16 to the effect that Su Rong,
former vice – president of Chinese People’s Political Consultative
Conference (CPPCC) was expelled from the party and political post.
The notice includes some rare criticisms of Su Rong’s illegal
deeds, and the wording was very severe.
Critics speculated that Su Rong is likely to be sentenced heavily,
and the corruption group may be exposed.
Due to Su Rong’s genocidal persecution against Falun Gong,
he is under investigation by international organizations.
In the run-up to the lunar New Year, the CCDI published
a notice that Su Rong, due to serious violation of laws,
was expelled from the CCP and dismissed from public office.
The notice accused Su Rong of “violating organizational and
personnel disciplines, personally changing the organization’s
decisions arbitrarily," “being responsible for the serious
corruption problems in Jiangxi Province," “wantonly selling
official positions," and “conniving with his relatives’ abuse of
power to interfere with domestic affairs."
It also said Su Rong will be referred to the judicial department.
Veteran journalist in China, Shi Feike, published an article
on the QQ.com, pointing out that there are three rarely seen
points in this notice.
For one thing, it specifically pointed out that Su Rong
“personally changed the organization’s decisions arbitrarily,"
which was something rarely seen; secondly, directly linking
the responsibility for the corruption problems in a province
to a party secretary with the excuse of leaders’ primary
responsibility, which was rarely seen in the past;
thirdly, “abusing power to interfere with domestic affairs,"
which is wording with very traditional connotations,
appeared in the CCDI for the first time.
The accusations against former Chongqing Party Secretary
Bo Xilai also included these three areas.
But in comparison with Bo’s case, the wording in the notice
publicizing Su Rong’s “double expulsion" is more severe.
At that time, though Bo Xilai, without the consent from the
Ministry of Public Security, dismissed Wang Lijun’s position
of Chongqing Municipal Public Security Bureau Chief.
It was also a kind of “personally changing the organization’s
decisions arbitrarily," but it wasn’t mentioned in his “double
expulsion” notice.
Secondly, it didn’t accredit the serious corruption problems
in Chongqing to Bo Xilai’s “main responsibility of leadership."
Thirdly, though it mentioned that “Gu Kailai used his position
to influence others to gain profit," it wasn’t defined as “abusing
power to interfere with domestic affairs," and it didn’t have
the wording of “very serious situation that has very bad influences."
Commentator Xing Tianxing: “On one hand, it revealed that
Su Rong will certainly be sentenced heavily.
Secondly, they used the relatively rarely seen wording
of the three charges as a deterrent to other corrupt officials.
In the meantime, for cases that are subject to heavier
punishment but have yet be sentenced,
it should be a foreshadowing."
The investigation against Su Rong last June has ushered in a
series of corruption cases among officials in Jiangxi Province.
In this notice, it also repeatedly referred to him as “violating
personnel discipline," “wantonly selling official positions"
and “setting a bad example for cadres."
Xing Tianxing said that making an example of Su Rong
can expose the corruption of the group as a whole.
Xing Tianxing: “In terms of Su Rong, he has committed
these three wrongdoings.
Then those officials who had promoted him are likely to be
in the same category.
By doing so, it can find a large number of corrupt officials
who have yet to be identified."
Xing Tianxing pointed out that if the authorities follow
what they have claimed to do, and carry out the “anti-corruption"
campaign continuously, then a large number of corrupt officials
promoted during Jiang Zemin’s tenure are subjected
to a “big replacement".
However, the core evil of the officials in the Jiang faction, that is,
the persecution of Falun Gong group, is still being covered up.
As a Jiang Zemin follower, Su Rong’s genocidal persecution
of Falun Gong group was targeted by the New York-based
World Organization to Investigate the Persecution of Falun Gong
(WOIPFG) last year.
And the case has been under investigation.
According WOIPFG, during his tenure as deputy committee
secretary of Jilin Province from 1998 to 2001,
Su Rong also concurrently served as director of the “Provincial
Leading Committee for Dealing with Falun Gong Issues."
During his tenure, at least 23 Falun Gong practitioners were
tortured to death in Jilin Province.
It is the country’s second most serious province in terms of
death toll due to persecution.
After that, Su Rong also served as party secretaries of Qinghai,
Gansu and Jiangxi Provinces.
In these provinces, Falun Gong practitioners have suffered
severe persecution. WOIPFG pointed out that Su Rong has been
suspected of committing genocide, crimes of cruel torture
and crimes against humanity.
Chinese social issue researcher Zhang Jian: “I think if an official
in Chinese regime’s system, instead of acting according to his
own conscience, uses this kind of evil and inhuman approach
to persecute a cultivation group practicing Truthfulness,
Compassion and Tolerance, is unpardonable,
either from the perspectives of national laws or humanity."
In addition to Su Rong, the CCDI also published a notice
involving several other officials subjected to “double expulsions"
on Feb. 17, including Zhu Mingguo, former chairman
of the Guangdong Provincial Committee of the Chinese People’s
Political Consultative Conference (CPPCC).
Zhu was also targeted by WOIPFG, as he is suspected, during his
tenure as Chongqing Municipal Committee Secretary from 2002
to 2006, of persecuting Falun Gong practitioners in Chongqing.
