【禁闻】习近平掌控武警 垄断四大权力

【新唐人2013年05月11日讯】习近平十八大强势接班以来,政法委书记被降格,社会舆论普遍认为,这是习近平有意改变以往的维稳模式,削弱政法委权力的举措。然而,香港新一期《开放》杂志指出,这是一种认识上的误区。请看报导。

《开放》杂志认为,一上位就把党、政、军权力集于一身的习近平降格政法委,不过是进一步把政法委维稳权力收入囊中的政治算计。如今的中央政法委新布局,只能隶属于习近平为首的政治局常委会。因此,习近平时代开创了中国特色的党魁“三加一权力模式”。

杂志报导指出,这种权力模式不仅丝毫没有削弱政法委权力,反而进一步加强了高压维稳功能。现在由习近平为总舵主统领下的新一届政法委,涵盖了公、检、法、司、军、武等,所有对民众实施专政的机构,维稳功能得到了进一步加强。

其实,十八大前夕,武警就开始被收权。多省武警总队主官出现大规模调换,中共还将各省武警部队总队长改称司令员,强化武警的军队色彩。

今年1月29号,中共军委主席习近平同副主席范长龙等视察武警部队,强调中共对武警部队的控制权,要求武警部队:绝对忠诚、绝对纯洁、绝对可靠。

而且,范长龙4月18号到武警部队,再次要求武警“坚决贯彻习近平主席一系列决策指示”,“确保部队绝对忠诚、绝对纯洁、绝对可靠。”

范长龙的发言,已把武警完全军队化。

政论家伍凡表示,江泽民把军队和武警分开,逐步让政法委做大,成为“第二中央”。习近平为了自己的安全,不得不收编武警。因为武警不仅用来对付老百姓,也可以用来对付政治敌手。

伍凡:“掌控起来,既是要控制社会,也要控制整个共产党。现在共产党在我看来完全是散掉了,控制不了了。因为这是变成了一个利益的集团、黑道的集团。为了利益、为了权利,什么手段都可以用,包括用武警杀人,武警对付政敌、暗杀。”

去年2月6号,重庆前公安局长王立军出逃美国领馆事件爆发后,美国媒体曝光重庆前市委书记薄熙来联合前政法委书记周永康企图政变。而周、薄政变所倚重的重要武装力量就是武警部队。

《开放》杂志表示,前任政法委书记周永康作为中共政治局常委之一,强势把持着政法委权力,在各地设立凌驾于政府之上的“维稳办公室”,并囊括公、检、法、司、武警等各机构职能,统一调度国家资源与天价维稳经费,使政法委在镇压过程中势力不断坐大,成为党、政、军三权之外的,又一个不受制约的权力堡垒。

杂志还指出,近十几年来,中国民间冤假错案无数、申诉无门,法制急剧倒退,社会治安持续恶化,严重刑事案井喷爆发,黑恶势力横行,社会正义荡然无存,都是中共政法委这个怪胎造成的。

独立评论员邢天行:“习近平他想保中共,对他形成巨大威胁和阻力的,就是邪恶的这个政法系统,和它这套维稳的政策。”

独立评论员邢天行认为,如果中共依然高压维稳,老百姓的反抗也会越演越烈,最后中共必然垮台,而当权者受到审判也是不可避免。

伍凡:“它能会改变维稳政策吗?不可能的。它要改变维稳政策,那他用什么政策来管理这个社会?它压不住啊。因为这个社会已经变成一个强者欺负弱者、有钱的人欺负穷人、有权的欺负没权的老百姓,遍地都是啊。”

《开放》说,习近平,还是那种永保红色江山不变质的惯性思维,所以,他还是要走抓枪杆子,继续高压维稳路线。

Xi’s ‘Three Plus One Power Mode’

With Xi Jinping’s strong succession since the 18th NPC,
the Politics and Law Committee (PLC) head was demoted.
The public believes that Xi Jinping initiatively changes
the stability maintenance mode, and weakens PLC powers.
However, a recent issue of Open magazine pointed out,
this is not necessarily the right interpretation.

The Hong Kong’s Open magazine wrote that since getting
full power over the Chinese Communist Party (CCP),
politics and military, Xi Jinping downgraded the PLC power.

The PLC power of stability maintenance
is being taken away too.
The new layout of the PLC could only be overseen
by the Standing Committee of the Politburo led by Xi.
Therefore, Xi Jinping’s era has ‘three plus one power mod’,
with Chinese characteristics.

The magazine points out, this power mode not only
does not weaken the PLC power, but strengthens the stability maintenance’ importance.
Now the new session of PLC will be led by Xi Jinping,
and will cover public security bureaus, prosecutors, courts, judicature, military, and the armed police.
All institutions for overseeing people had been further
strengthened in their maintenance of stability function.

In the eve of the 18th NPC,
power of armed police had begun to be collected.
Multi-Provincial Armed Police Corps offices
had large-scale changes.
CCP also promoted provincial People’s Armed Police Forces’
heads to commanders, and strengthen the armed forces role.

On January 29, 2013, CCP’ Central Military Commission
head Xi Jinping and deputy Fan Changlong inspected the Armed Police Force.
They stressed that CCP controls the Armed Police Force,
and asked the Armed Police Force to be absolutely loyal, pure and reliable.

Fan Changlong went to the Armed Police Force on April 18,

and again required them “to implement resolutely
President Xi Jinping’s series of decisions and instructions,"
and “ensure that the army is absolute loyal,
pure and reliable."

Fan Changlong’s speech again emphasized
the complete militarization of the armed police.

Political commentator Wu Fan said that Jiang Zemin
separated the military from the armed police,
and gradually strengthen the PLC,
making it a second power center within the CCP.
Xi Jinping had to incorporate armed police
for their own safety.
Armed police is not only used against the people,
but can also be used to deal with political opponents.

Wu Fan, political commentator: “This is to control it,
in order to control the society, and the entire CCP.
It seems to me the CCP had entirely degenerated,
and it is getting out of control.
Because it has turned into an interests’ group,
an underworld group.
Any means can be used for their own interests and power,
including armed police, to murder, deal with political opponents, and conduct assassinations."

On February 6, 2012, Wang Lijun, former head of Chongqing
Public Security Bureau, fled to the U.S. consulate.
U.S. media exposed a coup attempt by Bo Xilai, former
Chongqing Party Secretary, and Zhou Yongkang, PLC head.
For that they relied on the armed police forces too.

Open magazine said, being a CCP’s Standing Committee
member, Zhou Yongkang had been strongly dominating PLC.
He concentrated everything around maintenance of stability,
thus PLC offices were overriding government’s decisions.
The offices had public security, procuratorial, judicial,
armed police and other functions.
This had unified the control over national resources
and high stability maintenance funds,
increasing the PLC power, and placing it above
the government, politics and military.

The magazine also noted that in the last decade, numerous
abuses of justice happened in China, with nowhere to appeal;
justice reduced dramatically, social security continued to
deteriorate, serious criminal cases blew out, the evil forces run rampantly, social justice had gone.
These are all results of the power and actions
of the CCP’s Politics and Law Committee.

Xing Tianxing, independent commentator: “Xi Jinping
wanted to save the Chinese Communist Party.
What formed a huge threat and resistance for him
was the evil political and legal system, and the set of maintenance of stability policies."

Independent commentator Xing Tianxing believes,
if CCP continues with its high-pressure stability maintenance,
people’s revolt will be inevitable, leading to the inevitable
collapse of CCP, and trialing those in power.

Wu Fan: “Will it change the stability maintenance policy?
Impossible.
If it wants to change the stability maintenance policy,
what policy will it use to manage this society?
It cannot control it. This society had changed into one
where the strong bully the weak,
the rich bully the poor, and the powerful bully the powerless.
This is now everywhere."

Open magazine concludes, Xi still bears the inertial thinking
of an eternal red country without deterioration,
and he will continue to walk the path of “grabbing the gun,"
and continuing the maintenance of stability with a force.
