【禁闻】邵阳沉船60多儿童死—又是腐败

【新唐人2011年9月12日讯】湖南省邵阳县9月9号发生沉船事故,中共官员一如往常的少报、瞒报。当地知情者和网友透露,到10号上午已经打捞上来63具尸体,而肇事和超载以及乱挖河沙有关,当地政府对于这则悲剧有不可推卸的责任。

9月9号下午3点20分左右,湖南省邵阳县塘田市镇夫夷水向茶村地段,一艘客船发生翻船事故。据大陆媒体报导,船上多是“留守儿童”。

截至10号上午9点,官方声称船上共载43人,遇难人数为11人。

周小姐原邵阳县唐田市镇住户:“政府的人在那里打捞的嘛,那他们把尸体是放在不同的地方,所以谁也不知道到底死多少人呀。因为他有上游下游嘛,不同的地方打捞上来就放在不同的位置,说死10几个人也不可能呀。”

当地人在微博透露,发生事故的客船严重超载,截至10号下午至少打捞63具尸体。知情者在网上透露,“打捞上来的尸体,全是初中生,女生居多”。

网友殇颦是当地一名幼儿园老师,她在微博上写出许多详情。她说,总乘船人有差不多一百人,有80个是镇中学生放假回家,还有十多个其他乘客,现场打捞出六十多个全是死亡的。

她提供的讯息被其他网友证实了。网友吴兆勇说:“我是邵阳人,亲戚全部住在邵阳沉船事案发河岸,目睹整个现场,他们看着一具具尸体捞出水面,其中就有我们的远房亲戚,63具!”

他说:“有人发短信威胁我,未经官方证实不能发布死亡数据”。

殇颦说:“船是在一个叫横冲码头的地方出事的,因为撞到挖沙的钢丝绳上,船翻了。”但也有现场民众说是渡船与挖沙船相撞,有些人则说是渡船撞上了挖沙产生的沙堆,肇因都跟“挖沙”有关。

老家位于邵阳县唐田市镇的周小姐说,当地的河流乱挖沙的情况十分严重。

周小姐:“以前那条河水很清很干净,现在已经不能用了,洗衣服都不能洗了。挖沙船那么多,剩下不要的东西,又没有把那些洞给填平。有的地方就很深吗,有的地方天干了就只有一条路可以走,水涨起来的话,下面多深就没有人知道了。”

一篇网文透露,邵阳县属于穷县,年轻人大部分在外打工谋生,但是在申请国家补贴的时候,因为“科级干部都有专车”而被否决了。于是,当地官员“向土地要资源”,砍伐曾经保护森林的国有林场、和黑社会勾结,挖煤矿、锰矿发财,并将客运线路交给黑社会经营,垄断运输,一起牟利。此外,政府也勾结黑社会,多年的自然河道被挖沙船挖坏,良田崩塌,环境被严重破坏。挖出来的卵石堆在河中,好像一座座小山,而旁边则是一个个深不可测的大坑。

山东济南律师刘卫国在微博上指责: “湖南邵阳沉船事件凸显政府不作为的犯罪!交通的缺失,航运的拥挤必然存在不止一天了!不要拿那个船老板当替罪羊,作为最后一班航运,没有人会忍心让未成年的孩子们等到第二天再回家。超载,完全是政府职能缺失所造成的!”

邵阳沉船事故在网络上迅速传开,网友对于消息的封锁和当地官员的腐败义愤填膺。

Ship Capsizes in Shaoyang County

On Sept. 9, a shipwreck occurred in Shaoyang County,
Hunan Province.
However, the Chinese Communist Party (CCP) controlled
media refused to report on the tragedy.
According to locals and netizens, 63 bodies were found
washed up on shore, on the morning of Sept. 10.
It was reported that the overcrowded ship ran into a sand pile
dug by a nearby dredger.
Thus, it is impossible for local officials to escape responsibility.

Around 3:20 p.m. on Sept. 9, a passenger ship capsized in
Shaoyang County, Hunan Province.
As mainland media reported, most passengers were children
that were left at home by their migrant worker parents.
At 9:00 a.m. on Sept. 10, officials claimed that there were
only 43 people aboard the ship, and 11 people died.

Ms. Zhou, a local resident of Shaoyang County, said:
“Government personnel were called in to search for bodies.
They put bodies here and there, thus no one could tell exactly
how many people had died.
Wherever they found a body, that’s where put them.
It is impossible that only a few dozen people had died."

A local resident blogged that the passenger ship was severely
overcrowded and that at least 63 bodies were found.
Insiders blogged that “The bodies were all
junior high school students, mostly girls."

Netizen, Shang Pin, a local kindergarten teacher, blogged that
almost 100 people were on board,
80 of whom were students returning home.
She also confirmed that more than 60 people had died.
Other netizens verified her information.
Netizen, Wu Zhaoyong001, said, “I am from Shaoyang.
All of my relatives live on the side of the river
where the accident occurred.
They witnessed the entire scene. T
hey watched as one body after another was found,
including the bodies of my distant relatives, 63 in total."

He said, “Some people sent threatening text messages to me,
as no one is permitted to release death data
without official confirmation."
Shang Pin said: “The ship capsized in a place called
Hengchong’s dock. It hit a dredger boat’s steel cable."
But some people claim that the ship collided with the dredger,

while others say that the ship hit a large mound of sand
near the dredger.
But however it happened,
each version of the story was linked to the dredger.
Ms. Zhou said many people freely dredge the river for sand,
which has adversely affected residents in her hometown,
Tangtian City in Shaoyang County.

Ms. Zhou: “The river used to be very clean, but now it can’t
be used anymore, even for washing clothes.
There are so many dredgers out there, and all they want is sand.
They never fill in the holes that they dig.
Some places are very deep.
And when water rises up, no one knows how deep it is below."

An Internet article disclosed that most people
in Shaoyang County are poor.
Most young people work out of the area.
When county officials applied for national subsidies,
they were turned down because
“every section-level cadre drives an expensive car."

Thus, local governors “ask permission to use available
land resources." They cut down trees in state-owned forests,
collude with gangs, mine coal and manganese deposits,
and even let gangs run and monopolize
the transportation industry, just to fill their coffers.

In addition, authorities allow gangs to dredge rivers for sand,
which destroys nearby fertile farmlands.
The whole environment has been seriously devastated.
Gravel is being dug up and piled up in the river like hills.
What lies beside these “hills" are very deep holes.
The author of the article, “Shaoyang Shipwreck:
Dredging Leads to Tragedy," said:
“An overcrowded ship is part of the problem,
but the dredger is the culprit!"

Shandong-based lawyer, Liu Weiguo, blogged:
“The shipwreck in Shaoyang County, Hunan Province,
highlights the government’s criminal omission.
Lack of transportation and crowded ships must have existed
for more than one day!
Do not make the ship owners the scapegoat.
Since it was the last scheduled trip of that day,
no one had the heart to make the teenagers wait
until the next day to go home.
The overcrowded ship was due to the government’s omission."

News of the Shaoyang shipwreck spread very quickly online.
Netizens expressed their anger over the information blockade
regarding the incident and
the fact that local governors are terribly corrupt.
