【禁闻】陆专家吁“部分赦免贪官” 遭炮轰

【新唐人2012年12月18日讯】“中国纪检监察学院”副院长李永忠日前表示,对腐败官员实行“部分赦免”,可以减轻他们的所谓“抵抗”,并且可以换取他们对政治体制改革的“支持”。否则,“腐败呆账”越来越多,最后可能出现“鱼死网破”,甚至“鱼未死,网已破”的态势。对于李永忠的这番表述,大陆民众是如何看的呢? 

17号,大陆《京华时报》报导记者与李永忠的对话,李永忠提出,官员财产公示应实行“有条件的部分赦免”,也就是,如果腐败分子将收受的全部贿赂匿名清退了,并且在案发后,经查实,退回的赃款与实际情况完全吻合的话,就可以得到赦免。

当记者质疑:民众恐怕难支持,李永忠补充回答说:是,老百姓希望要严惩。但是,这样做肯定会给反腐败斗争带来更严重的抵抗。因为“绝不赦免”的做法,只适用于那些很清廉的国家和地区,中国还不适用。

消息在网上引起轩然大波。网友(俗家人释永乖)驳斥:居然可以和贪腐份子谈条件?当年,上亿的产业工人近乎一夜之间失业,你和谁谈过条件?上亿失业工人的背后是上亿个家庭,你们考虑过吗?

另一网友(我喂卿狂)则说:开始设后路了,法律果然无耻到了极点!

中国宪政学者陈永苗:“老百姓肯定不愿意。李永忠他们这一代人,想通过中国和平转型,然后又把这种义务转嫁到老百姓头上。你让老百姓不去追究贪官责任,要赦免贪官责任,你把各种责任和义务全部摊在老百姓头上。”

上海商人谢丹认为,李永忠的话只能说明贪污腐化、行贿受贿现象相当普遍。

上海商人谢丹:“整个公务员系统腐烂的无以复加。215如果按这个体制来继续发展下去,这个结果是这个国家难以承受的。即使将来形势向好的趋势发展,如果要一笔一笔的清算,所有的(贪官)得到惩处的话,这个负担也是难以承受的。”

新疆张姓网友向《新唐人》表示,现今,大陆民间反腐的呼声很高,同时,中共内部的政治斗争也很厉害,实名举报、互相揭发对方贪腐,成为内斗的手段。

新疆网友张先生:“现在他提出这个论调,还是维护共党的利益。想通过提出这个,减缓共党内部斗争,给贪官们留一条后路。而不至于将来出现局面不可收拾的地步。它并不能遏制腐败。你给贪官留一条后路了,他贪起来更加有恃无恐。”

不过,对于实行“部分赦免”换取贪官对政改的支持,外界似乎并不看好。

张先生:“ 不可能。因为共产党和以前不一样,它现在已经完全堕落成贪腐集团了。入党的目地不就是捞利益、捞好处。它没有以前那个政治影响。现在作为利益集团,实行这样的措施,没有用。”

还有网友(你我都是政治家)嘲讽:为了换取这些贪官对政治体制改革的支持,现在不得不出此下策,关键是习惯了吃肉的豺狼,会改变本性吗?

陈永苗:“他们嘴巴上都支持政治体制改革,行动上都反对。他提这个只能说明一个道理,跟王岐山在推荐人读《旧制度与大革命》一样的道理,就是他们心里已经着急了。非常着急,共产党快垮了,就这种心态。”

16号,《博讯》网站从北京国家民航总局公安局得到消息,2012年全年,“北京外逃官员人数”突破新记录。仅从北京机场海关出逃的国家党政“处级以上”级别的干部人数,高达354人,共计携带走3000多亿人民币的赃款。每人转移出去的赃款接近9亿元,数额也刷新了记录。

‘Partial Pardon’ of Corrupt Officials Causes Public Uproar

Li Yongzhong, Vice President of China College of
Discipline Inspection and Supervision, recently said that
offering corrupt officials “partial pardon" can reduce
their “resistance" and regain their support for political reform within a system.
Otherwise, increasingly more corruption will be revealed;

finally resulting in all sides suffering or worse yet,
resulting in the officials comfortably continuing their corruption while everyone else suffers.
Let’s see how people in Mainland China react to his idea.

On December 17, a Beijing Times reporter spoke with
Li Yongzhong, who proposed that corrupt officials who
declare their property publicly should be pardoned,
once verified to have anonymously repaid all taken bribes.

When a reporter suggested that it would be hard for people
to support this idea, Li Yongzhong replied,
“Yes, people do want to see corrupt officials severely
punished, but doing so will definitely bring out a tougher fight and more resistance.
Being totally ‘unforgiving’ is only suitable for countries
and regions that are squeaky clean, not for China.”

The news caused an internet uproar–netizen Shi Yongguai:
“Do you actually want to negotiate with corrupt officials?
Years ago, hundreds of millions of industrial workers
lost their jobs almost overnight.
Did you think about negotiating terms and conditions
at that time?
There are hundreds of millions of families behind
those workers–have you even considered that?”

Another net-user said, “Preparing to save their own skin–
our law can actually be so shameless to the extreme!

[Chen Yongmiao, Chinese Constitutional Scholar]:
“People will surely not accept this;
Li’s generation wants to pass the obligation back to
the Chinese people and transform China peacefully.
They do not let the public bring corrupt officials to justice;

they want to pardon the officials; then they want the public
to shoulder all kinds of responsibilities and obligations.”

Xie Dan says, we can clearly see that how common the
corruption and bribery in China through Li Yongzhong’s words.

[Xie Dan, Shanghai Businessman]:
“Li Yongzhong‘s remarks shows that corruption and bribery
are quite prevalent and the entire civil service system
is rotten to the core.
If this system is allowed to continue, our country will not
be able to survive.
Even if the situation improves in the future, with all corrupt
officials being punished, the burden would be unbearable.”

Mr. Zhang from Xinjiang told NTDTV that
now voices against corruption are very high.
Meanwhile, within the Chinese Communist Party (CCP),
the political struggle is also very intense.
Officials expose each other’s corruption,
turning it into a means of infighting.

[Mr. Zhang, Xinjiang Resident]: “Now Li has raised
this argument to safeguard CCP interests;
he wants to present this idea to lessen the party’s internal
struggle and make allowances for the corrupt officials.
However, this cannot stop corruption; if the officials are
given room to survive, corruption will probably get worse.”

The outside world is not optimistic about the implementation
of partial pardon in exchange for corrupt officials’ support.
[Mr. Zhang, Xinjiang Resident]:
“It is impossible because the CCP has completely
degenerated into a corruption group and the purpose of
joining the Party is for personal gain.
The Party offers no more political influence—it consists of
interest groups—such measures would be useless."

Another netizen said sarcastically, “To gain support for
political reform, you’re forced to offer such a provision.
The key point is whether the ‘meat-eating wolves’
will ever change their eating habits.”

[Chen Yongmiao, Chinese Constitutional Scholar]:
“Their support for political reform is only talk and no action.
Li mentioned this only to illustrate a truth which was declared
by Wang Qishan in ‘The Old Regime and the Big Revolution’:
they are very anxious, as if the CCP is falling fast
and about to collapse."

On December 16, the website Boxun received news from
the Beijing National Civil Aviation Administration.
The Public Security Bureau said that the number of escaped
corrupt officials have reached a new high this year.
They say over 350 high ranking cadres have escaped
from Beijing Airport alone, taking a total of more than
300-billion yuan of illicit money with them—that’s nearly
one billion per person—also setting a new record.
