【禁闻】湖北高官落马 扩查周永康人马?

【新唐人2013年11月29日讯】11月中下旬,中共中央政治局常委,中纪委书记王岐山在湖北武汉调研,10天内,湖北两位省部级高官应声落马,据查,这两位高官与中共前政法委书记周永康关系不浅,属于中共内部江系人马。而评论认为,中共官员人人贪腐,王岐山祭反腐大旗,实质解决不了中共腐败问题,只能巩固新政权力。

11月27号,中共中央纪委通告指称,湖北省副省长郭有明涉嫌严重违纪违法,目前正接受组织调查。稍早之前,湖北省政协原副主席陈柏槐也因涉嫌严重违纪违法,正接受中纪委调查。

郭有明作为湖北省副省长,分管国土资源、水利、三峡办、南水北调局、移民局等部门﹔还协管省气象局和油料所﹔及联系长江水利委员会。而陈柏槐在90年代中期,曾一度与郭有明在湖北水利厅担任副厅长。

据中共喉舌《新华社》报导,郭有明被查,与他在湖北宜昌市工作期间的关系更大,与“三峡全通”企业有关联。

“三峡全通”,是郭有明在宜昌市担任主要领导期间,最大的“政绩工程”,也是宜昌最大的招商项目和湖北省第二大民营企业,总投资额达200亿元。但项目最终因为积欠金融机构债务约70亿元而停产。在“三峡全通”深陷破产危机后,宜昌市政府全面接盘,收购了51%股份,“三峡全通”变成了国有企业。

据报导,“三峡全通”董事长梁士臣,与中共前政法委书记周永康,及中共前政治局常委李长春关系匪浅。当“三峡全通”一期工程刚刚竣工,李常春就赞扬这家公司是“中国民营企业的骄傲”。 去年4月24号,当时因“薄熙来事件”处境有些不妙的周永康,来到宜昌考察,一下飞机首先来到“三峡全通”公司,并鼓励梁士臣。

据梁士臣自述,郭有明待他像兄弟一般,派人为他打伞,脱下自己的外套给他穿上。

《新华社》在报导郭有明被查可能与“三峡全通”有关时,把中共18大后落马的13名省部级高官也搬了出来,而这13名高官都属于江系人马。

旅美中国问题观察人士张健:“江派的人马在湖北盘根错节已经那么多年,我认为他(王岐山)去的话,是对江派人马的一个清洗而有一个大的动作,而且今后沿着这条线去看的话,凡是跟江派沾有任何关系的,或者是以现任的习、李去怀疑的这些人,都会受到清洗,周永康可能会是最后一根稻草。”

据《新华网》11月23号报导,王岐山在湖北省武汉市调研期间,专程来到“中央监察委员会”旧址,并献花篮,以示反腐的决心。

王岐山甚至说出,“忘记过去就意味着背叛”,和“成立中央监委,就是为了严惩叛徒”等,令外界无限遐想的重话。

张健:“从习、李当政以后,外界总是认为中共增加了打击贪腐的力度,从中共建党以来,从所有因为腐败下马的官员来看,100%的都是中共的权力内斗,及分化所导致的。”

不久前抛出的三中全会公告,突出了王岐山的权力。公告要求各级纪委“加强同级别党委特别是常委会成员的监督”,而且推动纪委的双重领导。公告明确了王岐山的监察地位,实际是让王岐山控制中共官员的人事任命。

中国公民监政会发起人郭永丰:“王岐山反腐败,都是为了巩固当权的权利和利益,没有任何意义,与根本上铲除中国的腐败,从根子上保持社会公平正义毫无意义。”

时政评论家蓝述认为,中共第五代领导人,掌控权利的力度,不仅仅是从江系和曾庆红等“太子党”那里夺取权力,现在已经开始从地方的大员下手夺权。

Another Senior Official under Investigation:
For Targeting Zhou Yongkang?

Recently, Wang Qishan, secretary of Central Commission for
Discipline Inspection (CCDI) went to Wuhan, Hubei to do
investigation work.

Within 10 days, two provincial-level officials
in Hubei were sent to investigate.
Sources say that the two officials have close ties with Zhou
Yongkang, former head of Central Political and Law Affairs
Committee (PLAC).They belong to Jiang Zemin’s faction.

Commentators say that every Chinese Communist Party
(CCP) official is corrupted.
Although Wang Qishan vowed to fight corruption,
he can’t truly solve the corruption issues.
He only strengthened the power for the new regime.

On Nov. 27, CCDI issued a notice that Guo Youming,
deputy governor of Hubei is suspected of severe violations
of discipline and the law.

Now he has been placed under an investigation.

Prior to this, Chen Baihuai, former deputy president
of Hubei Political Consultative Conference was also
under investigation for suspected disciplinary violation.

Being a deputy governor of Hubei, Guo Youming was
in charge of land and water resources, Three Gorges office,
water diversion, immigration and other aspects.

He co-manages the provincial meteorological bureau and oil.

He was also responsible for Yangtze River Water
Resources Commission.
In 1990s, Chen Baihuai and Guo served as deputy directors
of Hubei water resources.

The state-run media Xinhua news reported the investigation
of Guo is closely linked to the time when he worked in
Yichang, Hubei. It also related to Three Gorges Quantong
(TGQ) company.

TGQ was the largest project while Guo
served as a key leader in Yichang.
It was also the biggest contract and the second
biggest private company in Hubei.
The total amount the company invested was 20 billion yuan.
However, the project stopped due to 7 billion yuan debts.
When TGQ faced bankruptcy, Yichang government took over
the company, and bought 51% of its stocks.
The company became a state-owned enterprise.

Sources said that the chief executive of TGQ, Liang Shichen
has close ties with Zhou Yongkang and Li Changchun.
When the first project launched, Li Changchun highly praised
the company.
On April 24, 2012, after the Bo Xilai incident, Zhou Yongkang
went to Yichang.
He firstly went to TGQ company, encouraging Liang Shichen.

According to Liang, Guo Youming treated him like a brother.

Guo sent people to hold an umbrella for Liang, and
gave Liang his coat to wear.

When Xinhua reported the news of the investigation of Guo’s
likely links with TGQ,it also dug out 13 corrupt officials above
ministry-level who were removed after CCP’s 18th Congress.
All of them belong to Jiang’s faction.

Zhang Jian, US-based China affairs observer: “Jiang’s allies
have many contacts in Hubei for several years.
I think Wang Qishan went there to clear out Jiang’s faction.

To look further at this direction, those who have ties with
Jiang’s faction, or those who are suspected by Xi Jinping
and Li Keqiang (Xi-Li) will likely be cleared out.
Zhou Yongkang is possibly a last weed.”

On November 23, Xinhua website reported that Wang Qishan
specially went to Central Inspection Committee’s old site
and showed his tribute with flowers.It shows his determination
to fight corruption.

Wang Qishan also said: “to forget the past is betrayal”, “to
establish the Central Inspection committee is to punish traitor”.

Zhang Jian: “Since Xi-Li took office, outsiders thought
the CCP strengthened the forces to fight corruption.
Since the CCP’s establishment, all the officials who were
removed because of corruption, actually were the result of
internal power struggles and splitting.

In the Third Plenary work report, the significance of
Wang Qishan was highlighted.
In the instructions, it demanded the disciplinary committee
of all levels “strengthen the supervision of party committee
and in particular the standing committee” and the dual
leadership for the Commission for Discipline Inspection.
The supervision status of Wang Qishan is made clear.

It sets the tone for Wang Qishan to control
personnel arrangement of the party officials.

Guo Yongfeng, organizer for promoting citizen supervision
in China: “Wang Qishan’s anti-corruption is meaningless and
solely to reinforce the rights and interests of the authorities.

It has nothing to do with anti-corruption or
social justice and fairness."

Political commentator Lan Zu believes the fifth-generation
CCP leaders are securing their power from wrestling with the
Jiang faction and other princelings such as Zeng Qinghong,
to seize power from local high-ranking officials.
