【禁闻】中共军方大动作 到底想干什么

【新唐人2014年01月06日讯】日本《读卖新闻》日前从中共军方高层得到消息,中共将对军队体制进行重大改革,首先成立“联合作战指挥部”,以改善军队令出多门的弊端。另外,目前的七大军区考虑改编为五大战区,并裁军三十万。中共对军队的大动作,不过大陆国防部5日予以否认。

《读卖》的报导说,中国将成立由陆军、海军、空军、及第二炮兵四个军种组成的“联合作战司令部”,打破了中共以陆军为军队主体的传统框架。

中共国防部对英文版的《中国日报》回应说,建立“联合作战司令部”是资讯时代的基本要求,军方已着手设立“联合作战司令部”的试点工作。

《中国日报》还引述大陆国家安全政策委员会副秘书长李庆功的话说,相比起陆军,中共将进一步增强海军、空军和第二炮兵的高科技能力,而海军则可能是重中之重,包括增加更多航空母舰。

美国中文杂志《中国事务》主编伍凡表示,改组军队也是中共领导人习近平成立国家安全委员会的一个内容,最终目地就是把军队管制起来,对外应对国际形势,对内对付诸侯、对付地方政府、同时对付老百姓。

旅美政论家伍凡:“用联合司令部这个模式,把地方政府跟军队拉开距离。用这个办法来加强对军队的控制,服从中央的命令,你只能做党卫军,你不能做地方诸侯的看门狗。这样就把搞政变要推翻习近平的可能性就降低了。”

伍凡指出,大军区和地方政府结合成为大诸侯,不仅腐败,还有可能出现象薄熙来那样策划谋反的行动。

伍凡还表示,现代军事的发展需要海陆空、海底、太空、网军协同作战,但中共军队长期以来以陆军为主,缺乏战斗力,所以迫使中共需要改组落伍的军队。

伍凡:“通过这次改造以后,要把有高科技的军事将领提上来,把整个中国的军队里里外外进行一次改造,适应于现代国际形势的需要,应对日本、北韩、菲律宾、越南的挑战,也应付美国要重返亚太战略再平衡这样一个军事事态。”

《读卖》的报导还援引中共官员的话说,五年之内,中国七大军区中,将把济南、南京、广州三大军区改编成三个战区,同时管辖黄海、东海与南海。而剩下的北京、沈阳、兰州和成都军区将被整编为两个“战区”。

报导还透露,中共可能将开始新一轮的裁军行动,从目前的230万削减到200万。

但旅美的中国问题专家石实指出,习近平把七大军区变成五大战区,有削弱徐才厚的东北军、和以郭伯雄为首的西北军,两大军中势力的意味。

旅美中国问题专家石实:“这两大势力都属于江派的势力,东北军所拥有的资源其实就是沈阳军区。现在沿海三大军区如果保持不变的话,余下的那四大军区合并的话,沈阳军区就没了,肯定归到北京军区去,兰州军区很可能没了,归到成都军区里面去,因为成都军区还负责南门和印度作战的任务。”

石实表示,军队是中共掌权最后的王牌,所以中共会极其小心的处理,在习近平彻底掌握军权以前根本不会动的。可以预见,军区的合并最近一、两年不可能发生。

实际上,从中共近期涉及七大军区的十多名副大军区将领级的调整中,也看到了弱化东北军、西北军的苗头。

香港《明报》在总结这次中共军队高级将领大规模人事调整时指出,目前济南军区,再有将领晋升,加上过去两年济南冒起的将领,形成了一股新力量,与多年雄踞军中高层的东北沈阳系以及西北兰州系,俨然形成抗衡之势。

Huge Changes about to Happen in China’s Military

Japanese newspaper Yomiuri Shimbun has received word
from high ranks of the Chinese military that huge changes
are in store for the military.

First, a joint operations command will be set up
to improve orders from various departments.
In addition, the current seven military regions
will be reduced to five, and 300,000 troops will be disarmed.
What does the Chinese Communist Party (CCP)
intend to do with such a huge move?

Yomiuri reports that China plans to set up
a joint operations command, including the army,
navy, air force and the second artillery force.
The CCP previously relied on the army as the main body.

The Chinese Ministry of Defense responded to the
English version of China Daily by saying that establishing
a “Joint Operations Command" is a basic requirement
of the information age, and the military has begun to
set up a pilot program for it.

China Daily also quoted an official from the
National Security Policy Committee who says
the CCP will further enhance the high-tech capabilities of
naval, air and the second artillery forces.
The official said the navy will be the most important,
and will include more aircraft carriers.

Wu Fan, editor in chief of China Affairs magazine, says
Xi Jinping has set up the State Security Committee and is
making changes to the military to further control the military.

He says Xi’s goal is to deal with external international situations,
internal princelings, local governments, and the Chinese people.

Wu Fan, political commentator: “A joint command model will
lengthen the distance between local governments and the army.
So Xi can strengthen control of the military by asking
the military to obey the central command and keep the party
safe instead of being a watchdog for the local governments.

Thus, a political coup to overthrow Xi is less likely to happen."

Wu Fan says that a local government leader controlling a
large military region can turn him into a powerful prince.
That combined with corruption is what makes
a Bo Xilai type of rebellion possible.
Wu Fan also says that the development of a modern day
defense needs a combination of army, air, sea, undersea,
space, and network army.

The army has long dominated the Chinese military, but a lack
of combat capability forces the CCP to reorganize the military.

Wu Fan: “After this reform, all the generals with
high tech knowledge will come forth to transform
the Chinese military inside and out.

It’s to adapt to the needs of modern international situations and
to deal with challenges from Korea, Vietnam, the Philippines,
Japan, and the United States’ strategy to rebalance Asia-Pacific."

The Yomiuri report quoted CCP officials who say that within
five years, China’s Jinan, Nanjing and Guangzhou military
regions will become three theaters (regions for active
operations), with the jurisdiction of the Yellow Sea,
and the East and South China Sea.

Beijing, Shenyang, Lanzhou and Chengdu Military regions
will be reorganized into two theaters.
The report also says the CCP will likely begin a new round
of disarmament, reducing the current 2.3 million to 2 million.

U.S.-based China expert Shi Shi says Xi Jinping’s turning
seven military regions into five weakens Xu Caihou’s
Northeast Army and Guo Boxiong’s Northwest Army.

Shi Shi: “These two forces belong to Jiang’s faction.

The Northeast Army has the resources of
Shenyang Military Region.
If the three coastal military regions stay unchanged and the
remaining four military regions merge, the Shenyang Military
Region will disappear, surely going to the Beijing region.

The Lanzhou Military Region will probably
disappear too, going to the Chengdu region,
which is responsible for South Gate and India."

Shi Shi says the military is the CCP’s trump card,
so they handle it very carefully.
Before Xi Jinping has totally grasped military power,
he will not touch the military.
Therefore, it’s likely that a combined Chinese military
will not happen within a couple of years.

In fact, signs of the weakening Northeast and Northwest
Armies were seen during the CCP’s recent level adjustment of
a dozen deputy military generals.

Hong Kong’s Ming Pao daily summed it up saying that
in recent years, large-scale personnel promotions have turned
the Jinan Military Region into a new force, which has become
a confrontation line with the long dominating Shengang,
Northeast and Northwest Military Regions.
