【禁闻】沪踩踏 11“小”官挨罚 激民愤

【新唐人2015年01月23日讯】备受舆论关注的上海外滩踩踏事件,终于在事故发生20多天后,由上海当局对外公布了调查和处理结果。当局将踩踏惨剧归咎于上海市黄浦区政府,多名黄浦区官员被免职,而上海市委、市政府高官却无一人被追责。对此,大陆媒体和众多网民齐齐发声,质疑上海当局问责不到位,让低层官员“背黑锅”,推卸高层领导的责任。

据中共官方媒体报导,上海市政府1月21号举行记者会,对外发布去年12月31号晚跨年夜外滩踩踏事件调查报告。报告将造成36人死亡的上海外滩踩踏惨剧,定性为“公共安全责任事件”,并声称,事件主要原因是黄浦区政府和相关部门,“对群众性活动预防和准备不足、现场管理不力和应对处置不当”造成的。

11名黄浦区官员受到处分,其中上海黄浦区委书记周伟、区长彭崧、区公安局长周正,副局长陈淇四名官员被撤职,其他人被降职或被给予行政处分。

调查报告发表后,引发了舆论一片谴责。甚至官方媒体都质问,为什么没有更高级官员被追责?

上海市民汪建华:“它区里领导是处理了,但是市里领导不处理肯定是有问题了,因为主要责任人,包括市公安局或者市委都是应该有相当大的责任,至少是渎职罪吧!它没管理好下面的干部吧!”

上海当局在报告中还强调,被处分的黄浦区官员,在踩踏期间“公款吃喝”,社会影响十分恶劣。这让人们回想到,在调查报告发布的前一周,中共官媒“及时”曝光了上海踩踏惨剧发生时,黄浦区官员在“外滩附近一家高档餐厅用餐”的消息,曾一度激起极大民愤。

民众质疑,此前的媒体宣传有很明显的引导性,似乎有意将踩踏事故发生原因,与区一级官员奢侈用餐相联系,以便“顺理成章”的由这些低级官员“背黑锅”,从而推卸高层领导的相关责任。

大陆网民张先生:“处罚这个事情的前提,我觉得首先应该把事情发生的真相原因应该公布。但是事情发生以来,中共一直封锁这个消息,不允许报导。包括中共宣传部一直下文件不准头条,不准采用社会消息来源,一直要用它的通告。在没有事情真相还原的情况下处罚,我认为,无论处罚区一级干部,还是处罚到上海市一级官员层面上,这些官员都应该是替罪羊。”

有网民讽刺:“感谢黄浦区政府公款吃喝,找到替罪羔羊了。”甚至网民直接高呼,应该让上海市委书记韩正和市长杨雄立刻下台。

江苏南京律师、东南大学法学院教授张赞宁:“上海市的市委书记、市长应该公开出来向市民道歉、向老百姓道歉,甚至他们是不是应当引咎辞职,也是应当考虑到事情,不能光处理下级官员就完了。”

此外,也有媒体指出,按照惯例和相关规定,死亡30人以上的事故,已经构成“特别重大事故”,通常由国务院授权相关部门进行事故调查。但对于上海外滩踩踏事件,国家层面并没有派驻调查组,事故的原因调查等后继处理,也都是由上海方面自己负责。

因此,民众质疑,上海当局在调查报告中,将踩踏定性为“事件”而不是“事故”,是在避重就轻,为自身开脱找理由。

张先生:“像这么大一个事情,上海市一级的领导负就有不可推卸的责任了,然后让责任人去处罚,他们怎么可能处罚到自己呢?”

也有时事观察人士将踩踏事件的处理,与中共高层权力斗争相联系。时事评论员古春秋指出,上海是中共前党魁江泽民的老巢和大本营,外滩踩踏事件发生在习近平对江泽民集团展开全面清除行动的关键时刻。在这次调查中,韩正等人也许会借低级别的官员暂时逃脱责任,但在强大的民意下,最终难逃一劫。

Low Rank Officials Punished Over Shanghai Stampede;
But What About The Top Officials?

The Shanghai Stampede incident caused
a great deal of media attention.
More than 20 days after the incident, Shanghai authorities
finally announced the results of their investigation.
They blamed the stampede tragedy on
Shanghai Huangpu District government.
Many Huangpu District officials were dismissed, but no one
in the Shanghai municipal government was held to account.
Chinese media and netizens questioned how authorities
could use low-level officials as the scapegoats.
Unless it was used to shift responsibility
away from senior leadership.
According to China’s official media reports, Shanghai
Municipal Government held a press conference on Jan. 21.
They released the investigation report of the stampede
incident on Dec. 31 in the Bund tourist area.
The report characterized the tragedy that caused 36 deaths
as a “public safety responsibility incident".
They said it was caused by Huangpu District government
and relevant departments through “lack of preparation and
poor site management of mass activities and improper
response to the incident."

Eleven Huangpu District officials were punished.

Four of them were dismissed, including Shanghai Huangpu
District party secretary Zhou Wei;
District leader Peng Song; District Public Security Bureau
leader Zhou Zheng and Deputy leader Chen Qi.
Others were demoted or got administrative sanctions.

The investigation report triggered public condemnation.

Even official media questioned why no senior
officials were held accountable.

Shanghai residents Wang Jianhua, “The district leadership
were punished.
However it is definitely a problem that those at the municipal
level are not held accountable in any way.
Municipal Public Security Bureau leaders and the city
committee all bear considerable responsibility.
They are at least negligent! They did not manage the
cadres below them well!"

Shanghai authorities also stressed in the report that those
Huangpu District officials who were punished were “having
a banquet using public funds" during the stampede, causing
a very bad social impact.
One week before the investigation report was released,
Chinese Communist Party (CCP) official media deliberately
exposed the news that Huangpu District officials were
having dinner at “an upmarket restaurant near the Bund".
It triggered great public anger.

People think the media report publication was clearly
intended to associate causes of the stampede with the
luxury dining of district level officials, so that these
officials would “naturally" be the scapegoats.
It could then shift the responsibility of senior leadership.

Chinese netizen Mr. Zhang: “The premise to handle this
incident is to publish the real cause of the tragedy.
However the CCP has been blocking the news. It did not
allow any coverage.
The CCP Propaganda Department issued a notice
to forbid reporting on this using any headlines.
They also stopped social sources to report on this.
The media can only use the CCP official sources.
Without the truth, regardless of punishing district level
cadres or city level officials, these officials are all scapegoats."

Some netizens stated ironically, “Thanks to Huangpu District
officials dining with public funds, we have got scapegoats."
Some Netizens even asked to have Shanghai Party Secretary
Hang Zheng and Mayor Yang Xiong immediately step down.

Lawyer in Nanjing, Jiangsu Province and Professor at
Southeast University Law School Zhang Zanning said:
“The Shanghai party secretary and mayor should come out
in public and apologize. They should consider resignation.
It cannot just end like this after punishing
lower level officials."

Some media pointed out that according to relevant rules, an
incident with more than 30 deaths is an “extremely serious
accident," and usually the relevant departments of the State
Council authorize an investigation.
But for the Shanghai Bund stampede, the national level did
not sent investigation team
The investigation and subsequent processing
were all conducted by Shanghai officials.

People questioned why Shanghai authorities characterized
the stampede as an “event" rather than an “accident".
They believe it was to be evasive and to
find excuses to justify themselves.

Mr. Zhang, “Shanghai City level officials have undiluted
responsibility over such a big accident.
But they were told to carry out the investigation and
punishment. How could they punish themselves?"

Some commentators think the handling of the stampede is
related to the CCP senior leadership power struggle.
Commentator Gu Chunqiu pointed out that Shanghai is the
home base of former CCP leader Jiang Zemin.
The stampede happened crucially when Xi Jinping is
carrying out a complete cleansing of the Jiang Group.
In this investigation, Han Zheng and his team might blame
low-level officials to temporarily escape responsibility.
But with strong will from the people, they will
not be able to escape eventually.
