【新唐人2011年2月11日讯】台湾军方爆发50年来最大共谍案，现役陆军少将罗贤哲8年前担任驻泰国武官时，与大陆女间谍搭上线，涉嫌提供机密情报给中共长达7年，有消息人士指出，罗贤哲泄漏给中共的重大机密，可能包括“博胜案”，都与美军作战系统或军备有关。
台湾陆军少将罗贤哲涉嫌向大陆泄密，外界担心这起“共谍案”将冲击台美的军事合作，对此，美国国防部并没有多作评论。
据了解，罗贤哲不仅向大陆泄漏可与美军太平洋司令部系统连线的“博胜案”资料，还包括陆军战术区域通讯系统的“陆区案”、采购美国阿帕奇直升机的“天鹰案”，以及“安捷案”等资料。民进党立委蔡煌琅表示：“现在把美国也拖下水，肯定会对美台军事互信造成危机！”
台湾《联合新闻网》报导，有知情人士指出，“博胜计划”是仿照美军JTIDS战术资料系统，道理和现在流行的“脸书”社群网站类似，各单位可以即时分享彼此的情资，让战力达到相乘的效果。不过，目前只在汉光演习的兵推阶段，还没有进入实战部署。
据了解，与罗贤哲接头的是中共解放军驻泰国少将武官，层级相当高。早在半年前，美国联邦调查局（FBI）就掌握了罗贤哲疑涉共谍的情资，不过当时被他否认了。
相关人士也表示，台湾如果在处理罗贤哲一案上不能取信于美方，美台军事合作将会走下坡。
报导中还提到，台湾总政战局代局长王明我以“军人之耻”来评论这起共谍案。重申两岸关系虽有缓和，但大陆对台军的刺探、渗透仍然没有停止，反而变本加厉。
罗贤哲出身军人世家，从父亲，胞兄到儿子都在军中服役。2008年罗贤哲晋升少将后，为人更加低调，被称为“完美间谍”。
据说，大陆在收取情报时，几乎不用派驻台湾的谍报人员，也不利用传真、网络等电讯设施，全部安排到海外直接交收。罗贤哲曾担任参谋本部国际情报处副处长，经常到海外开会，正好提供了机会。
香港《明报》报导，台湾国安管道也透露，罗贤哲被大陆国安单位吸收多年，很有计划的替大陆搜集情报，为了避免银行账户异动被发现，酬劳全数收现钞，估计多年来“线人费”高达数十万美元。

Taiwan’s Major General Spied for China for 7 Years
The biggest communist spy case in Taiwanese military
in 5 decades broke out.
Major General Lo Hsien-che got involved with a female
communist spy when stationed in Thailand 8 years ago.
He is suspected of providing classified info to the CCP
for 7 years. According to some sources,
Lo may have leaked major secrets of U.S. military
systems or armaments, possibly including Broad Victory.
Gen. Lo is suspected of leaking secrets to CCP,
raising fears that this espionage case would negatively
impact the Taiwanese-US military cooperation.
The U.S. Defense Department didn’t comment much.
Lo is said to have leaked information on Broad Victory.
It is a communications network that can be connected
to the intelligence systems at U.S. Pacific headquarters.
Other cases are the underground optical fiber network
and Taiwan’s purchase of U.S. Apache attack helicopters.
Taiwan Democratic People’s Party (DPP) Legislator
Tsai Huang-lang said: “Now the U.S. got involved.
It will create a crisis to U.S-Taiwan military mutual trust!”
Taiwan United News reported that sources say,
Broad Victory Program is modeled on the
U.S. JTIDS military tactical information system.
All units of the system can instantly share intelligence.
It is only in the Han Kuang military exercises stage.
It has not yet entered into the actual deployment stage.
Lo’s contact in China’s Liberation Army is
a major general stationed in Thailand.
6 months ago, FBI has intelligence on Lo’s spy case.
However, it was denied by him at that time.
Sources said that if Taiwan cannot win the trust
from the U.S. in handling Lo’s case,
The US-Taiwan military cooperation will deteriorate.
Acting director of Taiwan’s Political Warfare Bureau,
Lieutenant General Wang Ming-wo described this as
“the shame of the military”.
He reiterated that despite of easing cross-strait tensions,
Chinese communists haven’t stopped their infiltration.
Lo is from a military family,
with several family members serving in the military.
After being promoted to major general in 2008,
he became more low-key, known as a “perfect spy".
It is said when collecting intelligence,
the CCP hardly uses personnel stationed in Taiwan,
or via fax, Internet and other telecom means.
They sent spies overseas to collect info directly.
Lo served as deputy director at intelligence HQ.
He often participated in overseas meetings,
which provided the opportunities for him.
According to Hong Kong’s newspaper Ming Pao,
Taiwan’s national security pipeline revealed that
after being recruited by CCP for many years,
Lo has systematically collected info for CCP.
To avoid suspicious transactions being detected,
he received all compensation in cash.
He is estimated to have received several hundred
thousands in USD.
