【新唐人2011年2月25日讯】中国工程院院士、广州人大代表钟南山，在2011年广州两会上披露，去年，广州举办亚运会，负债达2100多亿元。亚运结束后，还有部门以亚运名义申请超过3800万元拨款。他担心，背着这么大的债务，最后谁来“买单”？
2005年广州在国务院会议中承诺，办亚运不超过20亿元（人民币）。据钟南山翻查资料发现，亚运的直接和间接投入很大，总投资2577亿元，远高于官方公布的总花费1200亿元。其中广州投资1950多亿，带来债务2100多亿元。
另外，虽然广州亚运早已结束，但今年在提交部门预算中，以亚运为名申请的预算支出，还包括有广州市外事办的“亚运会外事接待专项经费”490万元、共青团广州市委的“第三批亚运城市志愿行动计划专项经费”2862.7万元、以及广州市档案局468万“亚运档案工作专项经费”，总计高达3820.7万元。
钟南山担心，广州背着这么大的债务，谁来“买单”？
广东汕头居民蔡耀斌：“这个，当然还是老百姓来买单啦！政府的话，只管做，只管收钱，然后，这些债务全部都是老百姓承担。你看，现在物价，还有房地产都涨得蛮高的，这些就是变相的回收，政府在变相的回收，就是回笼他的资金。”
中山大学法学院教授黄建武表示，政府一开始说只要20亿，到后来屡次改变预算数目，有没有向人大报告？人大是否有审核？政府自己拍脑袋决定，有没有尊重人大、尊重民意？
广州居民金白：“对于这个事情，完全是不知情。因为他这个人大，你广州市人大都不清楚这个钱是怎么花的？你说，我们广州市市民怎么能知道这个钱怎么花的？因为，他整个过程都是稀里糊涂的，我们都不知道，肯定是很浪费，肯定是很多地方是有毛病，这是肯定的。然后，还有估计花了很多钱用在维稳上面。”
据广州农村扶贫计划显示，今年安排扶贫的财政支出为7.9亿多元，88个贫困村平均只分得五十万。
五十万元可补到什么？有网民斥责当局好大喜功，大手笔投入在市政建设、搞大型活动，但改善百姓生活的支出却频呼手紧。
广州居民金白：“那很简单啊！做大工程得好处的是一些可以从中分一杯羹的那些官员吧！至于债务吗？跟官员当然没有关系，债务是全体老百姓的。”
钟南山警告，广州倘若死扛财政缺口，将导致百姓“遭殃”。而背着这么大的债务，民生怎么办？

Zhong Nanshan, academician of Chinese Academy of
Engineering revealed on the 2011 Guangzhou Congress
the 2010 Guangzhou Asian Games left the city in debt
of over 210 billion Yuan RMB. Government agencies
even requested over 38 million in budget after
the Asian Games ended. Who will pay for the huge debt?
In 2005, Guangzhou City promised the State Council,
the Asian Games wouldn’t cost more than 2 billion.
But according to Zhong Nanshan, the actual cost of
the Asian Games reached 257.7 billion Yuan RMB,
much higher than the official number 120 billion.
Guangzhou city invested over 195 billion RMB,
and was left in debt of over 210 billion RMB.
Moreover, even after the Asian Games ended,
Guangzhou government agencies are still
requesting budget in the name of Asian Games.
A total of 38.2 million RMB in budget was requested
by various Guangzhou government agencies this year.
Who is going to pay off such huge debt for Guangzhou?
Cai Yaowu, resident of Shantou City, Guangdong:
“The debt will of course fall on the people again!
The government only cares about spending money,
the people have to take care of the debt afterwards.
Today’ s high inflation rate and real estate bubbles
are both forms of the people paying off debt
for the government.”
Huang Jianwu, law professor at Zhongshan University
believes that the Guangzhong government
disrespected the Congress and the People by going
over the budget for Asian Games without approval.
Guangzhou resident Jin Bai: “The people are unaware
of this, because even the city congress doesn’t know
how the money was spent. How can the people know?
The whole process is unclear and certainly wasteful.
It has to be very problematic, which requires more
money to be spent on keeping stability.”
The Guangzhou Poverty Relief Plan shows this year
790 million in budget was allocated for poverty relief,
500 thousand on average for each village in poverty.
500 thousand is rather insignificant in poverty relief.
Internet users criticized the government
for its pomposity in superfluous projects
and its parsimoniousness in improving people’s lives.
Jin Bai: “It’s simple! The superfluous projects benefit
those officials who can make a profit in the process.
And the debt falls on the people, not those officials.”
Zhong Nanshan warns that the large financial deficit
in Guangzhou will affect the people there.
So huge a debt will greatly harm the people’s interest.
