【新唐人2011年3月7日讯】中共两会期间宣布,中共维护公共安全的支出维稳•维生?预算,首次超出了国防预算,这样庞大的“维稳开支”,不是用于改善民生、教育或医疗,维护的是什么呢?评论认为,中共的“维稳”实际是在对民众发动一场战争!
中共近几天举行两会,3月4号宣布2011年军费增加12.7%,多过6011亿元。另一方面,中共维护公共安全的支出预算增加到6244亿元人民币,比去年预算增加21.5%,实际数额和增幅都大于国防经费。
时事评论员章天亮:“今年你会看到两会期间动员73万人上街。最多是需要花大量的钱……包括手机的监控、在街道上密布摄像头,包括很多人去监听电话等等,这些东西都需要大量的钱,所以我想中共他不管拨款给哪一个方面,实际上他都是在发动一场对人民的战争!因为本来他的军队不是为了保卫国家的利益、或者是领土完整。”
中共实际的维稳费用在2009年已经超越国防开支。2010年5月27号出版的《社会科学报》报告说,2009年度全国维稳经费达到5140亿元,超过了当年的国防预算4807亿元人民币。今年是中共第一次“维稳开支”在“预算上”超过了军事开支。
去年底,许多网友对于中共的维稳费用如此高已经表示不满。有网友说:“维稳主要是维护既得利益集团的统治,维稳的经费主要是用来招聘养活从社会上招安来的混混!”
有网友质问:“维稳比国防还重要?”有网友说:“真可笑,一个国家还要专门维稳,那政府执政是干什么的?干不好就下台吗!” “把官管好,就是最好的维稳。”
和民生数据做对比,2009年中国全国财政收入6.85万亿元,医疗、教育、社保、就业支出仅占14.9%。相比之下,美国这一比例达到61%。
时事评论员章天亮:“中国的话,他的财政收入占GDP的30%以上,他拿这30%的钱干什么?其中这30%中的60%是给公务员发工资,你想,剩下来的40%干嘛呢?还有贪污腐败的钱,所以我们看到每年中国的三公消费—-公款吃喝、公车消费,和公款出国旅游。这个就9000亿,这又占了它财政收入的将近20%。还有军费开支。你想想剩的钱…还有多少钱能够用于教育投资跟医疗呢?”
用于“医疗卫生”的财政比例,印度是中国的2至3倍,美国是中国的5倍以上。美国、德国、俄罗斯的“福利、社会保障”支出约占财政支出的55%到60%左右,而中国只有15%。另有报导说:中国的“卫生”投入仅占世界的2%,中国的“民生支出”占GDP的比例居世界倒数第一。
2010年卫生部副部长黄洁夫说,全民免费医疗每年需1600亿人民币,中国目前不具备这个经济实力。但这个费用只是“维稳开支”的四分之一,究竟是中国付不起“全民免费医疗”还是中共把原本可以维系、改善民生的钱拿来“维稳”?
正如一名网友指出:“把老百姓安抚好了,自然就稳定了。把‘维稳’的费用用于安抚百姓多好。”

Stability maintenance cost exceeded national defense

In 2009, stability maintenance spending was $78.2 bn,
surpassing the national defense budget of $74 billion.
In 2011, it is the first time that the stability maintenance
budget of surpasses military spending.
In 2009, many netizens expressed their dissatisfaction
about CCP’s large spending on maintaining stability.
Some said: Stability maintenance is to protect the
vested interest group’s rule, by spending money
to hire and support the dregs of the society!

Comparing the data on people’s livelihood, In 2009,
China’s national fiscal revenue was $1.04 trillion,
but the spending on health, education, social security
and employment accounted for only 14.9%,
while the U.S. spent 61% of its total revenue on these.

60% of it is used for wages for civil servants.
How about the remaining 40%? There is corruption.
We know China’s three “public spending” each year:
public spending on meals, transportation and overseas travel,
which is $137 billion, 20% of its revenue.
Then there is military expenditure.
How much money left for education and health care?"
In terms of health spending as a fiscal revenue percentage,
India spends 2 to 3 times more than China.
U.S. spends 5 times more than China.
U.S., Germany and Russia’s welfare and social security
spending is 55% to 60% of their financial expenditure,
while that percentage in China is only 15%.
China’s healthcare spending is only 2% of the entire world’s.
China’s expenditure on people’s livelihood
as a percentage of its GDP is the smallest in the world.
Deputy Minister of Health Huang Jiefu said in 2010,
public free healthcare needs $26.3 billion each year,
and China currently doesn’t have the financial strength.
However, it is only 25% of stability maintenance budget.
So, is it because China cannot afford public healthcare,
or does CCP embezzle the money to maintain stability?

stable if the government helps people with their lives.
Wouldn’t it be good if money spent on
“stability maintenance” is used to support the people?
