【新唐人2012年1月11日讯】中国共产党为了推动党报和党刊,每年都要求各级党委、政府增强政治意识,完成党报党刊发行任务。不过,今年在陕西渭南市却传出国营企业“联通公司”通知下属各单位,一律不再订阅党报党刊。“联通”的决策引来党报的批判,民众疑惑,是不是党报党刊的发行遭遇到阻力?这又代表什么信号?
党报党刊是中国共产党各级机关设立的报纸、刊物。往年在各级党委、政府的支持下,每年都能确保省委下达的任务指标。不过,今年恐怕无法达标,因为,在渭南市“中国联合网络通信集团有限公司”和其他县市九家分公司,都以上级下发的《通知》为由,拒订党报党刊。
1月8号《陕西日报》在头版报导,“诧异”今年在渭南市联通公司“竟出现了拒订党报党刊现象”。国营企业拒订党报而遭到党报的打压,这是过去不曾发生的现象,这又代表着什么信号呢?
前中共沈阳宣传部联络部长张凯臣表示,单位里党政领导订多少人民日报,订多少党报不用花一分钱,他为什么要抗拒呢?这反映了中共党报党刊在人民心中已经没有价值,已经失去了它的号召力和影响力了。
张凯臣:“因为这个党连它自己下方组织都不信任它,不喜欢它,不需要它,《陕西日报》是陕西省委的机关报,它的底下机关组织敢于明确反抗订阅党报党刊,它用这种报纸反过来打压这个单位,实际是代表中共这种强势、这种心态,对这种反抗订阅党报党刊这种行为和做为一种宣示和镇压。”
如今互联网发达,民众新闻信息已经足够,使得党报党刊风光不再,因此,即使是公费订阅,党报党刊受众满意度和忠诚度也在不断下降。
据中国社科院针对机关干部的党报阅读满意度调查显示,认为党报内容“好看”的只占8.9%,认为“不好看”的却高达50.2%,当问及“如果自费订报,您会订哪些党报”时,有35%的人填写“不订”。
然而,中共当局通过党报打压“联通公司”不订党报。“联通公司”又为何敢于反抗?这代表什么信号?
张凯臣:“因为共产党现在还在台上,实际上它已经是外强中干,惶惶不可终日,日落西山,很快就要倒台了,但是它为了做垂死的挣扎,它必须维持这种表面的强硬,表面的强硬这些党报党刊发行不下去,那就是它执政一种能力的一种反应,所以它必须得保命,做为保证党报党刊发行。”
国有企业拒订党报党刊,在中国并不多见,被省委党报头版批判,恐怕在中共的新闻传播史上也是头一遭。“联通事件”很快的在中国各大门户网站上辗转报导,也引起网民的热烈讨论,认为这是中国当代新闻史上的一个有趣现象。

CCP’s Newspapers Face Resistance
To promote its newspapers, Chinese Communist Party (CCP)
requires its committee at all levels to boost political awareness.
However, this year in Weinan City, Shaanxi, the state-owned
enterprises China Unicom asked all its subsidiaries to not subscribe for CCP’s newspapers and journals any longer.
China Unicom’s decision was criticized
by one of CCP’s newspapers.
The public wonders whether CCP’s newspapers and journals
are facing resistance? And what does this signify?
CCP newspapers and journals are set up
by CCP authorities at all levels.
Previously, supported by the party committees at all levels,
tasks from provincial committees were completed annually.
However, this year it seems,
they would not be able to reach their goals.
In Weinan City, China United Network Communications Co.
and nine subsidiaries refused to subscribe to CCP’s newspapers and journals, explaining their action with notice from above.
On January 8, Shaanxi Daily reported on the front page,
the “surprising” news that
this year in Weinan China Unicom refused to subscribe to
CCP newspapers and journals.
State-owned enterprises refused to subscribe to CCP newspapers
and resisted pressure from CCP newspapers.
This phenomenon has never happened before.
What does it signify?
Zhang Kaichen, a former head within the CCP Publicity
Department of Shenyang, shared some thoughts on the issue.
Zhang said, the CCP’ and the government’ leaders would not
pay a penny for subscription of People’s Daily or other CCP’s newspaper, why do they resist then?
This shows that CCP’s newspapers have no value in people’s
hearts. They must’ve lost their appeal and influence.
Zhang Kaichen: “Because even CCP’ subsidiary organizations
distrust it, dislike it and don’t need it.
Shaanxi Daily is the newspaper of the authorities
from the Shaanxi Provincial Party Committee.
Its subsidiary organization dared to openly oppose
the subscription to CCP newspapers and journals.
They dared to use this newspaper
to suppress the enterprise.
In fact, this represents the strong power grip of CCP
and the kind of attitude they have.
They regard this kind of resistance and behavior against CCP
newspapers and journals as a kind of declaration and disobedience.”
Today, with the development of the Internet people can get
sufficient news information from there.
It makes the CCP newspapers and journals
not advantageous any more and even kind of obsolete.
Thus, even with the subscriptions at public expense,
the loyalty to CCP newspapers and journals is still declining.
A satisfaction survey of CCP newspapers for cadres,
was conducted by the Chinese Academy of Social Sciences.
It showed that those who think CCP newspapers are “Good”
account for 8.9%, and the “Not Good” account for 50.2%.
When asked “If the subscription is paid with your own money,
which CCP newspapers will you subscribe for”, 35% responded with “No Subscription.”
However, CCP authorities suppressed China Unicom
because it doesn’t want to subscribe for CCP’s newspapers.
Why did China Unicom dared to resist?
What does this mean?
Zhang Kaichen: “Because the CCP is still on stage,
in fact it is strong outside, but weak inside.
They have constant fears.
Like the sun falling in the west, CCP will fall soon.
But it is struggling before its death.
It has to maintain a strong face.
However, even a strong face cannot make
the party newspapers and journals issued.
That is a reflection of its ruling state. CCP has to protect its
survival, making sure its newspapers and journals are issued."
CCP’s newspapers and journals were refused
by state-owned enterprises. This is rarely seen in China.
As to the critiques on the front-page of CCP newspaper,
perhaps this is the first time in CCP’s news media history.
This “China Unicom incident" was quickly spread
and reported on the major websites in China.
It also caused heated discussions among netizens, who think
this is an interesting phenomenon in China’s news history, and wonder how it will impact the future of China’s media.
