【新唐人2012年9月28日讯】在盘锦拆迁枪案中，开枪警察在医院接受了官方媒体采访，他为自己行为辩解，当局也认定，他是执行警务开枪合法。这种只有官方说法或在官方陪同下的当事人说法，引发了民间极大不满，要求独立调查真相。学者指出，63年来中共就是靠谎言统治，一旦谎言破灭，它们一天也统治不下去。
25号，辽宁盘锦市兴隆台区警方向阻止征地的农民开枪，致一死多伤恶性事件的主角—-派出所副所长张研为开枪行为辩护，并演示“现场经过”，他说，被打死的村民王树杰一家“暴力抗法”，在向他冲过来不到1米的距离时，他“下意识开枪”。盘锦市检察院将这起事件定性为“暴力妨碍公安民警执行公务事件”，并声称，警察是正当防卫，开枪符合规定。
张研手臂用纱布包裹，并非像以前官方通报事件经过的新闻通稿中描述的“受重伤”。
当局的结论和张研的辩护引发了众怒，多位律师和民众质疑他开枪是否真有必要？为何打光弹匣里全部子弹等？为何只有开枪者的声音而没有受害家属的声音？为何媒体记者前往采访遭跟踪和拒绝？民众纷纷要求独立调查。
北京律师周立新和伍雷前往现场后，公布了所谓的《观察报告》。报告披露，目前村里高度紧张，有大批的维稳人员，包括盘锦市、兴隆台区政府，公安、信访、宣传部门的人员层层把守，戒备森严，非本村人员无法进村，当地警方还在持续抓捕事件相关人员。最为关键的是，报告中引述证人证言，指出：张研开枪距离王树杰5到6米。
当地网民也爆料说，警察开了三枪打死王树杰，第四枪打在他父亲腿上，第五枪打在他母亲的胳膊上，辽宁盘锦官方给他家400万堵口费。这与当局的说法显然不符。
北京民权律师唐吉田认为，从目前传递给外界的信息看，辽宁警察开枪的理由不像他们辩解的那样成立。但从目前当局的一系列安排来看，就有可能导致真相被掩盖。这会加重外界对他们非法性的质疑，也会持续增加从盘锦到辽宁省警方的负面形象，同时也会危及政府公信力和社会的稳定。
唐吉田：“现在是互联网时代，是一个自媒体时代，你再封、再杀，毕竟不能把所有的真相所掩盖，除非你把所有的当事人让他人间蒸发，或者肉体消灭，这样做的话，成本究竟能不能担得起，是个问题。所以说，最聪明的办法是允许客观中立、具有公信力独立的律师、记者介入，对于责任人也不姑息、也不手软。”
前《南方都市报》记者朱顺忠呼吁，希望盘锦事件当中有更多独立于公权力之外的调查，让真相回归真相，让谎言回归谎言。
北京“在明律师事务所”执业律师李刚认为，盘锦枪击事件“警察开枪违法”可能性是99%，“毁尸灭迹”犯罪行为的概率是100%，中央必须查处盘锦市有关领导，这是政治事件！
维权律师李天天也表示， 63年来，专制的中共就是靠谎言统治，一旦他的谎言统治破产了，他们一天也统治不了，他们暴力加谎言的做法也是在自掘坟墓。
李天天：“通过一件一件事情的暴露，更多的老百姓知道了他们是彻头彻尾的骗子，政党完全是在骗人。每一件事情都更增加了一部分醒悟的老百姓，这样醒悟的人越来越多的话，那共产党的统治越来越不稳定。”
周立新和伍雷的调查报告还指出，盘锦市兴隆台区待开发的楼盘随处可见，因拆迁引起的社会矛盾已经极其严重，用“当地政府坐在火药桶上”形容丝毫不过分。有证据显示，盘锦市的暴力拆迁绝非孤例，因拆迁导致死亡也绝非个案。
《德国之声》也有评论说，中国目前的强征暴力事件将引爆社会矛盾，扮演引爆者角色的不是民众，恰恰是政府。

Doubts on Panjin’ Police “Legal” Shooting
The policeman who shot a farmer in forced land acquisition
recently was publicized by the Chinese Communist Party’ (CCP) official media.
In the interview, the police officer defended himself.
CCP’s local authorities identified that his shooting was legal.
The remarks have ignited great discontent in people.
The public called for independent investigations of truth.
Experts say, the CCP’s rule relies on lies. Once its lies get
exposed, the regime would face immediate collapse.
Zhang Yan, a police officer in Xinglong District, Panjin city,
shot dead a farmer and injured several others during land acquisition actions.
On September 25, the deputy chief of local police station,
defended himself and enacted the incident.
Zhang alleged that the killed farmer Wang Shujie’s family
were “resisting police action using violence”.
Zhang “subconsciously opened fire" when they were
rushing towards him and were a meter away.
Panjin Municipal Procuratorate said this was a case
of “obstructing police action using violence,” and that Zhang Yan acted in a self-defense.
Zhang Yan, arm wrapped in a gauze, does not look
as “seriously injured" as earlier official news report claimed.
The official conclusion and Zhang Yan’s defense
have outraged the public in China.
Lawyers and citizens questioned if Zhang really
had to shoot. Why did Zhang fire all the rounds?
Why on the scene the shooter can be heard,
but the victims are all silent?
And why were the media reporters tracked and blocked
when going to make interviews?
The public asked for an independent
Investigation of the truth.
Beijing-based lawyers Zhou Lixin and Wu Lei went
to the scene, and later released a watch report.
The report said that the village is under high pressure,
guarded by layers of stability maintenance personnel.
Non-local people are blocked to enter the village.
Local police still continues to locate the persons involved.
The report cited a witness, saying when Zhang Yan was
shooting at Wang Shujie, both were 5-6 meters apart.
Local netizens revealed that Wang Shujie had been shot
three times until he died.
The fourth bullet was shot into Wang’s father’ knee,
and the fifth hit his mother in the arm.
Panjin’s police authorities gave the family 4 million yuan
to conceal the truth.
Netizens’ exposure is clearly inconsistent
with the official claims.
Beijing lawyer Tang Jitian says, the disclosed information
has shown that the police shooting cannot be justified.
However, local authorities’ actions showed
that the truth may have been covered up.
Tang Jitian adds that this will increase public suspicions,
which will jeopardize local police image, local authorities’ credibility and social stability.
Tang Jitian: “Now we’re in the era of the internet. However
crazy the authorities block or censor the internet, it cannot hide all the truth.
Unless it makes all the parties disappear,
or physically kills them all. But can it afford to do that?
So the wisest plan is allowing the involvement
of independent lawyers and journalists.
The authorities should not allow impunity
for the liable persons.”
Former Southern Metropolis Daily’ reporter Zhu Shunzhong,
called for more independent investigation into the incident.
Li Gang, Beijing solicitor says, there is a 99% possibility,
that it was the police who had illegally opened fire.
And a 100% probability that the police authorities
burned the corpse to destroy the evidences.
Li Gang appealed to the CCP central authorities
to investigate local leaders, as this is a political event!
Human rights lawyer Li Tiantian says, the CCP has long
used lies to maintain its rule of tyranny for the past 63 years.
Once its lies get all exposed, the regime
wouldn’t be able to stay for even one more day.
Using violence and lies has actually made the CCP
dig its own grave, says Li Tiantian.
Li Tiantian: “Along with the increasing exposure of truth,
more people have come to understand the regime is a liar.
Every time the unveiled truth has awakened
some part of the civilians.
That is, the more people wake up,
the more unstable the CCP’ rule is.”
The watch report said that the real estate work-in-progress
can be seen everywhere locally.
Social conflicts caused by forced house demolitions
have been extremely tense.
This can be described as “the local authorities are sitting
on a powder keg," according to the report.
Evidences have shown that the official violent demolition
in Panjin was not an isolated case, nor were its victims.
Deutsche Welle reviewed that China’s violent
land acquisition will lead to social clashes explosion.
The broadcaster predicted that the bomber will not be
the civilians, but the CCP authorities itself.
