【新唐人2012年12月13日讯】从这个星期一开始,新浪微博的用户发现,似乎长城防火墙暂时开口,解禁了一部分官员的信息搜索。那么,那些官员的相关信息被允许搜索,哪些还不可以,其中原因又是什么呢?
从12月11号开始,在新浪微博上用“胡锦涛”、“习近平”等官员的名字进行搜索,可以显现相关信息,而不再像以往那样,只是出现一条千篇一律的回答,所谓“根据相关法律法规,无法显示搜索结果”。网友们纷传“长城防火墙暂时开口”。
全球自由信息运动创办人张新宇:“出现这种事情,是不幸的一种情况。就在于说,中国现在的网络完全控制在政府手里,它想开这个就开这个,想关那个就关那个。”
记者尝试后发现,胡锦涛、习近平、李克强、王岐山等名字都可以搜索,甚至垮台的薄熙来,和即将离任的周永康的名字也被解禁。但是,温家宝的名字仍然被屏蔽,连带着“胡温”也成为禁词,曾担任胡锦涛“大内总管”的令计划也不能检索。为什么有人被解禁,有人仍然被屏蔽呢?
张新宇:“目前这个情况,一定是它政治斗争的需要。那并不是说是技术问题,或者是随机的问题。是他们有意的,按照他们现在这个利益集团的需要,来做出这样一个决定。如果过几天有发生变化的话,也可能体现出他们内部还是在斗争。”
旅美中国社会民主党中央委员会主持人刘因全:“说明要逐步的在媒体上,进行一些小的开放。就是对这些,他们认为没有大的冲击的一些问题,他们就放开了。像习近平、李克强最近没有什么负面的消息,所以它就放开了。”
不过,在中国最大的搜索引擎百度上,搜索这些官员的名字,顶头还是会出现一行黑字,“根据相关法律法规和政策,部分搜索结果未予显示”,但是新浪微博上开的这道小口还是引起了外界注意。
张新宇:“他主要是想证明现在这个领导,和过去的领导是不一样的。另外,习近平他三个策略,一个是反腐;还有一个就是搞经济改革,跟随邓小平;还有一个亲民。那他后面亲民这一点,他就是体现说,你看我的名字你们可以随便来查,那我出访的话也不用封路。”
长城防火墙这次“开口”并不大,目前官方最不敢面对的“活摘器官”问题,还有“法轮功”等字样都遭到过滤,“六四”和“赵紫阳”,“胡燿邦”等也遭到封杀。
张新宇:“因为这些东西开放,对他亲民这些没有任何作用。对他现在要做的三件事也没有多大的关系。特别是他要跟随邓小平,显然是‘赵紫阳’、‘六四’这方面是不会解禁的。”
刘因全:“这个事情说明,国内现在还没有进行大的改革的迹象。新的领导人上台后,主要是为了稳定局面,只能进行一些小的改革和小的动作。比如说惩治腐败呀,改变一下作风啊,大的改革我看目前他们还没有想这样做。”
《新华社》上星期的一份报导,引述中宣部部长刘奇葆的话说,“要说审查策略会出现变化还为时过早”。刘奇葆说,为了在网上突出表现党的强有力路线,必须“深入研究,加强对互联网的建设、运行和管理”。

Xi Jinping’s Name Uncensored
Since Monday, Sina microblog users found out that
the Great Firewall seemed to have a temporary opening, lifting
the ban on information searches for officials.
Which officials are allowed to be searched and which cannot?
What is the reason?
From 11th December, on Sina microblog, you could search with
the names Hu Jintao and Xi Jinping, and the related
information would show.
Not like before, it always displayed results according to
related laws, so the results would not be shown.
Netizens said the Great Firewall had a temporary opening.
Zhang Xinyu, the founder of Global free information movement:
It is an unfortunate case to have such things.
In China, the internet is still under complete control
of the government.
It would lift and set bans at will.
The reporters tried several names and found that Hu Jintao,
Xi Jinping, Li Keqiang, Wang Qishan could be searched, and
even Bo Xilai, who had fallen down, and Zhou Yongkang who
is leaving can also be searched.
But Wen Jiabao’s name is still blocked, even Hu – Wen is a
forbidden search term.
Ling Jihua, who had served as
Hu Jintao’s secretary, cannot be searched.
Why some are lifted, but some still blocked?
Zhang Xinyu: The current situation must relate to the needs
of political struggle, it is not a technical issue, nor random.
They intentionally, according to their interest groups need,
make such a decision.
If it changed after a few days, it also
reflects that they are still struggling internally.
Liu Yinquan, the Central Committee Moderator of Social
Democratic Party, living in America, said: It shows they may
have small openings on media gradually.
To those issues which they found little impact,
they just lift the bans.
Like Xi Jinping, Li Keqiang, there has been
no negative news recently.
So they lifted the ban.
However, on China’s largest search engine Baidu, if you search
the names of these officials, it will show a sentence,
“According to the relevant laws, regulations and policies,
part of the search results are not shown".
But the small opening on the Sina microblog
still attracted outside attention.
Zhang Xinyu said: He mainly wants to prove that the leaders
now are different from those in the past.
In addition, the three strategies of Xi Jinping,
one is anti-corruption;
another is to carry out economic reforms,
following Deng Xiaoping;
the third one is to be close to the people.
For the third one, you can search my name if you want, and
the road won’t be blocked if I go out to visit.
On the Great Firewall, the opening is not big.
The Organ Harvesting issue, which they fear to face,
as well as Falun Gong, all have been filtered.
The June 4th and Zhao Ziyang, Hu Yaobang are also blocked.
Zhang Xinyu: The lifting of the online ban had no effect on
his being close to the people, or the things he needs to do.
Especially, if he wants to follow Deng Xiaoping, so apparently
Zhao Ziyang and the June 4th ban will not be lifted.
Liu Yinquan said: This incident shows there is no big sign of
reform in China.
After the new leader came into power, he just wants to
stabilize the situation, and carry out
some small reforms and actions.
For example, punishing corruption,
changing the style, but I did not see them wanting
to have big reforms.
In one report of Xinhua News Agency last week, it quoted
the words of Liu Qibao, the director of Propaganda Department,
saying “it’s too early to say the review strategy will change”.
Liu said, in order to highlight the performance of the party’s
strong policies online, it must has “in-depth study, strengthens
the construction, operation and management of the Internet”.
