【新唐人2012年12月17日讯】日前,一年一度的中共“中央经济工作会议”在北京京西宾馆召开,中共当局总结了今年的经济工作,并部署了2013年的经济发展规划。外界认为,这次会议传递了在此之前中共总书记习近平,在党内提出的6条工作方向,成为新的经济政策信号。一起来看看专家的分析。
“中央经济工作会议”,是中共最高层级的经济决策会议,出席者包括省市地方党政官员、中共中央和国务院各部委负责人等。按照中共现有体制,中央政治局在每年年底的会议中,要提出下一年的年度经济工作方向,这将成为新年度经济政策的指导纲领。
今年的会议在12月15号召开,是17年来最晚举行的一次。
香港《明报》透露,这次会议由副总理李克强主持,中共总书记习近平作主旨讲话,总理温家宝作今年总结及明年部署。
外界普遍认为,在面向中央部委负责人和地方诸侯的“中央经济工作会议”上,习近平会正式而完整的展示他的施政理念。
而12月4号举行的中共“中央政治局会议”上,习近平已经就经济问题提出了6条工作方向,被媒体称为“习六条”。“习六条”强调,要维持总体经济政策的连续性和稳定性,以拼内需为主,推动农村“城镇化”和扩大基础建设,并提高民生保障,加强房地产市场调控。
原《21世纪经济报导》驻北京财经记者穆文斌认为,当局透露出的这些所谓经济措施和发展方向并没有新意。
原《21世纪经济报导》驻北京财经记者穆文斌:“这些东西也是老一套的,胡锦涛和温家宝都在提,都是一样。什么拉动内需,刺激经济增长,重大科技课题,都是差不多。这都是一些怎么说都没有错误的话,所以我觉得他也没什么新意。”
巧的是,就在中共“中央经济工作会议”召开前一天,地产大亨“华远地产”董事长任志强就炮轰当局。他在“2013网易经济学家年会论坛上”,总结了过去10年北京的宏观调控措施,而得出的结论是,每一次调控都是错的,原因是中共的所谓“调控”,都是以短期行为作为目标,留下了后遗症。
美国“南卡罗莱纳大学”艾肯商学院教授谢田:“房地产的现状实际是中共特权的垄断和操控造成的。出现今天的结果,实际上跟中共的财政政策,土地政策,片面追求GDP的政策,是连在一起的。”
今年的中国经济增长逐季放缓,虽然官方预计全年可以完成7.5%以上的增长目标,但这是1999年以来的最低增速。
“兴业银行”首席经济学家鲁政委向《南方日报》表示,明年经济目标定在7%最好,因为中国经济最大的问题是结构调整问题,高增长并不能解决这一问题。
谢田:“恰恰是中共的存在,既得利益集团的利益同中国人民的利益对立,才导致了中国经济目前的现状,导致中国贫富差距如此之大。如果这个利益集团的政策还继续的话,那中国人民永远会受到中共的压榨和掠夺。中共所希望的改变内需,改变中国社会经济结构,这基本上都是空话。”
穆文斌则表示,中共在政治和人权方面一塌糊涂,已经激起了民众的强烈不满;同时,现在中国大陆的经济形势更是不容乐观,如果接下来经济出现衰退,可能成为中共倒台的直接导火索。

The Guidelines Of The EconomicPolicies-“Xi Jinping’s Six Directions”
Recently, the annual Central Economic Work Conference
(CEWC) of the Chinese Communist Party (CCP) was held at Jingxi Hotel in Beijing.
CCP authorities summarized this year’s economic work
and deployed the economic development plan for 2013.
Outsiders believe, this conference conveys that the six
working directions brought in before by Xi Jinping
will become the signal of the new economic policies.
Let’s take a look at the expert analysis.
CEWC is the economic policymaking conference at the
CCP’s highest level.
The attendees include the provincial and local party and
government officials, the leaders of the Central Committee and the State Council ministries and commissions.
According to the CCP’s existing system, during the conference
at the end of every year, the political bureau of the CCP
Central Committee will set the economic working directions
for the next 12 months.
These will become the guidelines of the
economic policies of the new year.
This year’s conference was convened on December 15th,
which is the latest convening date during the past 17 years.
Hongkong’s Mingbao News unveils that Vice Premier
Li Keqiang presided this conference.
Xi Jinping gave the keynote speech, and Premier Wen Jiabao
summarized the work of this year and deployed the work for next year.
Outsiders widely believe, at the CEWC meeting,
Xi Jinping formally and completely showed his policy ideas.
In the Politburo meeting held on December 4th, Xi already
proposed his six working directions to address the economic problems, which is called “Xi’s six directions” by the media.
“Xi’s six directions” emphasized to maintain the continuity
and stability of the overall economic policy, to fight domestic
demand as the main task,
to promote rural urbanization and infrastructure expansion,
to improve livelihood security, and to strengthen regulation of the real estate market.
Mu Wenbin, the former finance reporter in Beijing of
“21st Century Business Herald", thinks that there is
nothing new for those so-called economic measures
and development directions revealed by the authorities.
Mu Wenbin: “Those things are the same as the old ones that
both Hu jintao and Wei Jiabao mentioned before.
They are all the same. Things like promoting domestic
demand, stimulating economic growth, and working on major
scientific and technological projects, are almost the same.
Those words are no error no matter how they are said,
so I think he is not innovative, either.”
Coincidentally, on the day before the convening of the CCP
CEWC, Ren Zhiqiang, the real estate tycoon and chairman of Huayuan Real Estate, questioned authorities.
In the 2013 Netease economist annual meeting forum,
he summarized Beijing’s macro-control regulations in the past 10 years.
He concluded that every regulation was ere wrong.
The reason is that the so-called “regulations” by the CCP
all had short-term behaviors as targets and left sequel.
Xie Tian, the professor of Aiken Business School at
the University of South Carolina, US:
“The real estate of the status quo is actually caused by
the privileged monopoly and manipulation of the CCP.
Today’s results, in fact, are connected with the CCP’s
fiscal policy, land policy, and the policy of one-sided pursuit of GDP.”
This year China’s economic growth slowed down
quarter by quarter.
Although the official predicted that the annual growth target
of more than 7.5% could be achieved.
However, it is the lowest growth rate since 1999.
Industrial Bank’s chief economist Lu Zhengwei told
Nanfang Daily that it would be the best to set next year’s economic goal at 7%.
Because the biggest problem of China’s economy is the
structural adjustment problem.
The high growth can’t solve this problem.
Xie Tian: “It is the CCP’s presence and the antagonism
between the interests of the vested interest group and
the interests of the Chinese People that led to the current status
quo of China’s economy and such a large gap between the rich and the poor in China.
If the vested interest group’s policy continues, the Chinese
people will always be pressed and plundered by the CCP.
The changes that the CCP expected to the domestic demand
and the Chinese socio-economic structure are all empty talks.”
Mu Wenbin said, the CCPPC has made a mess in terms of
political and human rights.
It has aroused strong dissatisfaction of the people;
Meantime, the economic situation in mainland China
is not optimistic.
If the next economic recession comes,
it may become the direct fuse of the downfall of the CCP.
