【新唐人2013年09月25日讯】中共前政治局委员、前重庆市委书记薄熙来,因受贿、贪污、滥用职权,一审被判处“无期徒刑”,薄熙来已提出上诉。至于薄熙来“二审”是否出现变数?本台记者采访了海内外专家,我们来看看他们怎么说。
薄熙来受贿、贪污、滥用职权案,9月22号上午在济南中院宣判,薄熙来被判处无期徒刑,剥夺政治权利终身,并没收个人全部财产。
日前,有媒体报导,薄熙来已经对判决提出上诉。大陆法界人士认为,薄熙来在二审被减轻刑罚的可能性很小。另有海外华人媒体推测,薄熙来最快可以在13年后假释出狱。
中国《炎黄春秋》副社长 杨继绳:“上诉以后不会有什么变化,都不是法律判决,不是证据判决,很大程度上是政治因素,政治判决。就因为他的判决的程序,不是完全是法律的。”
时事评论员林子旭:“薄熙来上诉不可能使结果发生任何改变,除非中共内部的权力平衡有了新的变化,中共一向标榜自己‘伟光正’,如果中共高层定了案的薄熙来案被翻案,那中共的脸面往什么地方放?中共党魁习近平也必然是颜面扫地,0026会直接动摇习近平的权力根本,事态会如何发展就很难想像了。”
时事评论员横河认为,薄熙来不可能东山再起,除了“文革”被整的人,才可以东山再起。
时事评论员横河:“对薄熙来来说,他把自己定位在中共最左的—-就是文革和文革以前毛泽东的路线上面,他都是把自己定位在中共系统内部被冤枉的人,所以他把自己定的位置已经定死了,他和中共是连在一起的。”
前中共“中央政治改革研究室”研究员吴伟认为,薄熙来的二审,有可能公开,也可能不公开,按照中国的法律规定,是可以书面审理的。
前中共中央政治改革研究室研究员吴伟:“有没有变数﹖就要看他开庭或者是不开庭审理,至于说审理过程当中会有什么变数,那就要看有没有什么新的材料,如果没有什么新的材料,我就认为会维持原判,因为这个判决不是哪个人定的,而是作为一个高层……大概是集体定的。”
济南中院在庭审结束后,曾公布薄熙来的自辩词全文。其中薄熙来在谈到与徐明的关系时说:“比他有水平的人,和我密切的人我能数出一百个来。”这段话迅速引起海内外媒体的注意,被解读为薄在暗示握有大批高层的黑材料。
除此之外,早在开庭前,薄家就放风说,如果判刑太重,不排除“爆大镬”。香港《明报》分析,从这个角度来看,有人在庭审后爆出前中共党魁江泽民的名字,有抱住一起死的意思。
旅美中国问题专家章天亮:“对周永康,他(薄熙来)也没有怎样彻底的揭露,如果周永康不受牵连,还能发挥影响力,将来还可以继续来保薄熙来,可现在薄熙来已经被判了无期徒刑,对他来说已经没有什么可以失去的了。”
旅美中国问题专家章天亮指出,薄熙来想“篡习近平的位”,尽管有个人野心的因素,如果没有高层政治盟友的支持,也只是“有贼心,没贼胆”。
章天亮:“王立军就给他做了一个榜样,王立军他也是揭发薄熙来,然后说他有重大立功表现,最后才轻判。”
章天亮分析,薄熙来“接班人”的位置,是江泽民、曾庆红、周永康等中共高层许诺给他的,薄熙来很有可能通过“揭发”的方式来给自己减刑,特别是前中共政法委书记周永康现在“被调查”,更没有力量保护薄熙来。薄熙来揭发周永康,也是向习近平示好的一种方式。

Jinan Intermediate People’s Court ruled Bo Xilai’s case of
bribery, corruption, and abuse of power on September 22,
sentencing him to life in prison and depriving him of political
rights for life, while confiscating all of his personal property.
Media report that Bo Xilai has appealed the verdict, yet
legal experts believe the sentence is unlikely to be reduced.
Overseas media analyze that Bo Xilai
may be released on parole after 13 years.
[Yang Jisheng, Dep. Director, Yanhuang Chunqiu Magazine]:
“There will be no change in the appeal because it was not
about the law or evidence, but mainly a political trial;
the whole thing did not exactly follow a legal process.”
Lin Zixu, Commentator:
“Bo Xilai’s appeal will not make a difference, unless a new
balance of power takes place, since the Communist Party
has labeled itself as being always ‘glorious and correct’.”
“It will put the party to shame if Bo’s verdict is reversed,
and will cause damage to Xi Jinping’s leadership, bringing
chaotic consequences.”
Commentator Hen He does not believe that Bo Xilai will ever
be able to make a comeback, like those sacked during
the Cultural Revolution.
Hen He, Commentator:
“Bo Xilai positioned himself as an extreme leftist and claimed
the route of Mao’s era, while claiming he is innocent; He has
tied himself up with communism and will be punished."
Former Central Political Reforms Research member, Wu Wei,
Says, by law, a written hearing is permitted in a second trial.
[Wu Wei, Former Researcher, Political Reforms Research]:
“Will there be any changes?—It depends on whether
there will be a public hearing and if so, whether there will be
new evidence; if not, I think there will be no verdict change.”
“After all, the verdict was very likely a collective decision
from the CCP Central Committee."
The Jinan Intermediate People’s Court has published
Bo Xilai’s defense argument.
Bo Xilai states his relationship with Xu Ming, saying
“I can relate to over 100 people at levels higher than he."
Bo’s statement has been quickly interpreted as meaning
he possesses numerous secrets of the Central Committee.
Prior to Bo’s hearing, his family reportedly threatened to
release tons of “explosive information”.
Hong Kong based Ming Pao analyzes that, because former
regime leader Jiang Zemin was mentioned, it suggests
exposure of other higher officials.
Zhang Tianliang, China Expert:
“Bo Xilai has not said much about Zhou Yongkang, who was
considered a life-saver for Bo—yet with a life sentence,
he has nothing to lose now."
China issue expert Zhang Tianliang indicates that Bo Xilai’s
political ambition to take Xi Jinping’s position had surely
been reinforced by his political allies.
Zhang Tianliang:
“Wang Lijun is a good example; Wang was treated leniently,
because he exposed Bo Xilai’s crimes."
Zhang Tianliang analyzes that Jiang Zemin, Zeng Qinghong,
and Zhou Yongkang likely promised Bo that he could become
a successor; Bo is now likely to expose other senior officials
for commutation.
Now that Zhou Yongkang is under investigation,
exposing him is a way for Bo Xilai to get at Xi Jinping.
