【新唐人2013年11月21日讯】中共十八届三中全会后，以王岐山和习近平、李克强构成的“铁三角”人事布局已形成。除中共党魁习近平亲掌“国安会”担任组长，中共总理李克强将兼任“全面改革小组”组长外，中纪委书记王岐山权力坐大，除掌握各级纪委书记人选的同时，还可通过反腐，控制中共官员的人事任命。日前，上海爆出骗税大案，与此同时一名中纪委常委突然空降上海出任市纪委书记。分析人士认为，前党魁江泽民苦心经营的“上海帮” 大本营，正被习近平全面拆解。
据中共党媒11月19号报导，62年出生、“中央财政金融学院”财政系财政专业毕业、84年参加工作，时任中央纪委常委，审计署副审计长的侯凯，空降上海，接替杨晓渡出任上海市纪委书记。
据了解，10月29号，侯凯担任中共中央第九巡视组组长，进驻三峡集团开展巡视工作，他是目前唯一一位以中纪委常委身份执掌巡视组的组长。
北京时政观察人士华颇表示，有审计背景的侯凯，下放做上海市纪委书记，除能够使中央有效掌控上海外，更主要的是﹕习近平要抓回权力。
华颇：“原来纪委书记和上海市的各个方面有千丝万缕的联系，所以不适合中央对地方的监督。习、李加强中央集权制，改变以前胡、温时代那种枝强干弱局面，更有利掌控上海这个中国最大的一个经济的区域。”
中共第18届三中全会结束后，香港及海外媒体曾传出﹕中共上海市委书记韩正、和中央办公厅主任栗战书将调职。
18号又有媒体报导，被视为国家主席习近平“大内总管”的中央办公厅主任栗战书，即将“空降”上海，出任市委书记。
旅美中国社会问题研究人士、独立评论员张健表示，习、李上台，在三中全会以后，中共内部真正的人事布局才浮出水面。 预测这次将有很多高官空降上海，而这是对江泽民苦心经营多年的上海，来一次大换血。
张健：“习、李想在他正常任期内有所作为，他一定要和江泽民决裂，这就是一个最好的方式，通过这次三中全会，一步一步国安会，还有王岐山，整个把反腐这块拿过来，先打苍蝇也打老虎，拉开反腐序幕，包括通过对上海帮的清洗，针对上海帮下手，这个招数还是非常高明的，达到他的效果和作用。”
三中全会落幕后的11月14号，中共党媒《新华网》曝光了上海骗税大案
报导说，上海一家名不见经传、不足百人的小企业，在4年时间里，运用并不高明的手法，骗取出口退税款8亿多元。交易如此频繁，但长期不被捅破，存在官商利益输送。
这个案子在这个时候被官媒爆出来说明什么？
华颇：“主要是清洗江系的人马，江系虽在上海树大根深，如果把那些根子都拔掉的话，江系就会枯死了。”
张健：“是为整个这盘棋进行布局，因为习、李下的是一盘大局，那么在这个战略布局当中，他最关键的一个棋子就是上海，那么现在其他的范围地区被扫清的情况下，他们可能会把这个剑指指向他们要达到的目地地上海，动了上海那就意味着江泽民及江派会土崩瓦解。”
有消息说，中共三中全会焦点是习近平与江泽民的激烈交锋。
15号，当局公布的三中全会《决定》，其中对国企改革，和劳教制度的废除等，都对江泽民集团造成打击。
另外，多方消息传出，上海政局面临大调整。有消息人士透露，江泽民的儿子江绵恒已被中纪委锁定，江绵恒涉巨大贪腐案正在内部调查。
张健表示，对江泽民家族，包括对江绵恒的调查，是习近平手中的一个杀手锏，随着两派进一步交锋，江绵恒在上海的黑幕也将被层层揭开，江泽民苦心经营的“上海帮”大本营也会被全面拆解。

Xi Jinping Reshuffles Shanghai Structure to Purge Jiang Zemin Faction
Following the Third Plenary Session of the Chinese
Communist Party (CCP), Xi Jinping, Li Keqiang and
Wang Qishan formed an iron triangle of influence.
Xi, the CCP Chairman, is in charge
of National Security Commission.
Premier Li Keqiang will be in charge of the reform team.
Wang Qishan, Secretary of the Central Commission of
Discipline Inspection (CCDI) has expanded his power.
Wang is responsible for choosing
the succession of the CCDI Secretary.
Wang is now also responsible for
appointing officers into the central regime.
Recently, Shanghai reported a tax fraud case.
A member of the CCDI was unexpectedly
appointed as CCDI party secretary in Shanghai.
Analysts suggest that the Shanghai faction, part of
Jiang Zemin’s faction, is being purged by Xi Jinping.
On November 19, Chinese state-run media reported Hou Kai
has replaced Yang Xiaodu as CCDI Secretary in Shanghai.
Hou Kai was born in 1962, and graduated
from the Central University of Finance and Economics.
Hou started working in 1984, serving as deputy director
of the National Audit Office, and as a member of CCDI.
Sources say that on October 29, Hou was appointed
as a leader of the ninth investigation team of the central regime.
They stationed in Three Gorges Group started investigating.
It is said that so far, Hou is the only investigation
team leader from CCDI.
Hua Po, Beijing current affairs commentator,
says that with an auditing background, Hou
was appointed to be Shanghai CCDI secretary.
This move is good for the central regime, which
will effectively be able to control Shanghai.
This is the most important issue, as
Xi Jinping wants to seize back power.
Hua Po: “In the past, the CCDI secretary
and Shanghai City had close contact.
It was not easy for the central regime to monitor Shanghai.
Xi and Li strengthened central power, and changed a fragile
situation that had remained from Hu Jintiao and Wen Jiabao.
Thus, the new appointment can allow better control of
Shanghai, which is a large economic region in China."
After the Plenary, Hong Kong and overseas
media outlets reported that Shanghai City
Party secretary Han Zheng, and Director of
the central office, Li Zhanshu, will be transferred.
On November 18, media reported that Li Zhanshu, Xi’s
first man, will be appointed as Shanghai City party secretary.
Zhang Jian, US-based China affairs expert
says that after the Third Plenum, Xi and Li
can publicize the real personnel structure.
Zhang predicts that there will be
many officials appointed to Shanghai.
The purpose is to completely reshuffle Shanghai’s
personnel, that has been shadowed by Jiang Zemin.
Zhang Jian: “Xi and Li wants to make a difference
in their term. They are determined to fight Jiang.
Thus, this move is the best for them.
Gradually through the Third Plenum, they
established the National Security Commission.
Wang Qishan now controls the anti-corruption
campaign, and is ‘fighting flies and tigers’.
He has started the next step of anti-corruption,
which includes purging the Shanghai faction.
The way they have dealt with the Shanghai faction
is very wise, and they have achieved their purpose."
On November 14, state-media “Xinhuanet"
reported on a Shanghai tax fraud case.
The report said that over a period of four years, a
little-known small company, with less than a hundred
staff, defrauded tax returns totaling 800 million yuan.
The transactions were very frequent,
but were not exposed for a long time.
There were officials and business interests involved.
What is the reason that this case was
exposed at this time by state-run media?
Hua Po: “The main reason is to purge Jiang’s faction.
Jiang has deep roots in Shanghai, and once these roots
are pulled out, the power held by Jiang’s faction will end."
Zhang Jian: “This is to prepare for the bigger situation.
Xi and Li are dealing with a major
issue, and Shanghai is a key point.
After the other regions are cleared out, they were
likely to focus on their target, which is Shanghai.
To touch Shanghai means Jiang faction will soon collapse."
Sources indicate that the third plenum’s focus
point is the intense contest between Xi and Jiang.
On November 15, the Third Plenum
issued a document of “Decisions”
Reforms of state-run enterprises and the abolition
of the re-education through forced labor camp
system heavily impacted Jiang’s faction.
Multiple sources indicate that
Shanghai is facing a big reshuffle.
Other sources reveal Jiang’s son Jiang Mianheng
is under internal investigation by the CCDI.
Jiang Mianheng has reportedly been
involved in a large amount of corruption.
Zhang Jian says that to investigate Jiang Zemin’s family,
including Jiang Mianheng, is Xi Jinping’s powerful weapon.
Gradually, Jiang Mianheng’s dark
secrets in Shanghai will be revealed.
The Shanghai faction that was established
by Jiang Zemin will completely collapse.
