【禁闻】降级处理禽流感﹗新型H10N8恐人传人

【新唐人2014年02月07日讯】中国禽流感疫情一波接着一波﹗新型禽流感病毒H10N8来势汹汹。去年末,中国出现全球首例人类感染H10N8病毒死亡案例,今年一月底,又有一人被感染这型病毒。不过,最近不少家禽业者希望相关部门停止通报禽流感疫情,他们说,疫情通报导致他们经济损失上千亿。而部分省份也开始低调处理疫情讯息,不再主动发送病例通报给媒体。但根据世界卫生组织条例,对于新增的传染病,每一例都要通报。中国既然加入世卫组织,理当遵守这项规则。

去年12月初,中国出现首例人类感染H10N8个案,江西南昌的1名73岁老妇人,因接触活禽市场而感染H10N8,引发呼吸衰竭致死﹔今年1月底,南昌又有1人感染新型禽流感,但详细情形中共官方不愿透露。

根据《苹果日报》报导,科学家研究发现,H10N8病毒出现变异,容易感染人的肺部深处,导致首名病人病发后9天,因多种器官衰竭而迅速死亡。专家担心,H10N8具有人传人的基因特性,显示病毒持续流传。

另外,广东日前出现三宗H7N9禽流感家庭性聚集个案,包括一对父女,分别于2月1号和2号确诊感染。音这名父亲经营烧烤店,不排除有人传人的可能。另外,广西新增一名5岁男童感染H7N9,是早前一名确诊病人的儿子。

掌握及时的疫情讯息,是民众知的权利,但中国有不少地区的家禽行业协会发布公开信,请求当局停止通报禽流感病例。他们的理由是,当局把H7N9病毒列为禽流感病毒,对家禽业造成所谓“灾难”性的打击,损失高达1000亿元,光是今年开春以来的损失就已经有200亿元。

对此,广东当局在过去几天,已经不再主动向媒体通报感染禽流感病例的情况。

《新唐人》记者:“目前当局对于禽流感的讯息公布,做了降级处理,不是每天通报,而是每个月一次,那您觉得目前民间的恐慌,现在这个办法是更好一些吗?您怎么想?”

浙江杭州居民黄金秋:“对民众生命负责任的态度,他肯定应该是每天公布,或者至少是出现一个新的案例就要马上公布,这是最有效的。如果你说的这种情况,我觉得他们是想降低社会的关注度、降低他所认为的人民恐慌度。”

浙江省本周通报新增13例人感染H7N9禽流感病例,今年度浙江已累计通报病例69例。据了解,疫情最严重的杭州市,各医院目前的流感患者相当的多,发热门诊都需要排队看病。

记者:“我想请问一下,今年以来,发热科收了多少禽流感的病人?”

浙江大学医学院附属第一医院发热科值班医生:“那肯定有几十个,肯定有了。”

记者:“那有多少人死亡?”

值班医生:“这我不清楚,每天会通报,但不会通报到每个员工这里。”

去年10月,中共卫生部门把H7N9的管理降格,从甲类传染病降格为乙类传染病,但根据世界卫生组织规定,新增病例仍需每例通报。

福建漳州龙海第一医院医生胡龙生:“我们这个传染病都有监报系统,只要发病就会上网传报。”

记者:“是说向上级通报?那对社会的报告是?”

胡龙生:“那对社会的话,政府就会统一发布,如果真的有发现这个病例,政府就统一发布,医院没发布的。”

资料显示,虽然中国各地采取封闭活禽交易市场的措施,试图防止疫情的扩大,但是相较于去年,H7N9型禽流感的感染者,仍有快速增加的趋势,因此提醒中国民众要小心防范。

ANCHOR: Reports of outbreaks of avian flu are being arising in China!
The new bird flu virus H10N8 has become fatal.
After the first death case reported in China late last year,
another case of infection was reported at
the end of the January.

Local poultry markets complained about outbreak reports’ ,
which have led to economic losses of more
than tens of billions of yuan.

There are provincial officials now, starting to handle
outbreaks in low-key and no longer voluntarily issue
based case reports.

Being members of WHO (World Health Organization),
China is obliged to report new infections.

Text: In early December of last year, the first human case of
H10N8 happened in China.
A 73-year-old woman from Nanchang city was infected with
H10N8 at a live poultry market, she later
died of respiratory failure.

At the end of January, one more person from Nanchang
city was found to be infected with the new strain.
Officials declined to reveal the details.

Hong Kong’s Apple Daily reported, scientists have found
a mutation has occurred, allowing the the new
H10N8 strain to adapt to the lungs.

It managed to kill the patient in nine days
due to multiple organ failure.
Experts are worried about the person-to-person transmission
due to genetic adaptation and the spread of the strain.

Also,three cases of H7N9 were recently identified in Guangdong.
Included are father and daughter from the same family.
The father ran a barbecue restaurant, the possibility of person-to-
person infection is not excluded.
A 5-year-old boy from Guangxi was also confirmed of having the
illness, he is the son of a patient who was previously
identified to have contracted the same illness.

It is people’s right to get timely information of outbreaks.

However, many poultry associations in China have issued
open letters, demanding the government to stop news
releases of avian flu outbreaks.

Their excuse is that, due to the authorities defining the H7N9 virus
as the avian flu virus,
has caused disastrous damage to the poultry
industry, with losses of over tens of billions in yuan.
Since the New Year, the loss has been as high as 20 billion yuan.

Correspondently, the Guangdong authorities no longer
voluntarily released alerts of avian flu outbreaks
in the past few days.

NTD Reporter: “The authorities have cut down on the reports
of the avian flu outbreak.
“Instead of releasing news on a daily basis, it’s cut down to just
once a month. Do you think this helps to relieve the panic?
What is your thought?"

Huang Jinqiu, a Hangzhou, Zhejiang resident: “The responsible
attitude should be a daily report or immediate report on new
cases, to be effective as of today.

“What they are doingis their way to reduce
the concern and panic."

Zhejiang province has issued 13 new cases of H7N9 this week.
In this year, there have been a total of 69 reported
cases in Zhejiang alone.

Hangzhou city is understood to be undergoing the most
serious of the epidemic.
The hospitals have received many patients with the illness.
Patients are lined up in the fever clinics.

During an interview with one doctor ;
Reporter: “I would like to know how many avian flu patients
the fever department has received this year."
Fever doctor on call, The First Affiliated Hospital, Zhejiang
University: “Certainly a few dozen, for sure."
Reporter: “How many have died?"
Doctor: “It’s not clear to me. There will be notice every day,
but not to everyone."

Last October, the Communist health department downgraded
H7N9 from Class A to Class B infectious diseases.
However, according to the WHO, new cases need to be reported.

Hu Longsheng, a doctor at Longhai First Hospital of Fujian
Province: “We have an infectious disease monitoring &
reporting system to report outbreaks on-line."
Reporter: “Is the report to the superiors or to the general public?" Hu Longsheng: “The Government will issue collective reports
to the public, not from the hospital."

Data shows, even though the regime closed live poultry markets
with confirmed cases in the hopes of preventing
further infections from spreading,

compared to last year, H7N9 outbreaks have continued and
rapidly increased. The Chinese people are reminded
of taking precautions.
