【禁闻】香港暗潮涌动中联办活跃异常

【新唐人2014年07月22日讯】香港民众追求真普选的诉求,在70多万人公投和51万人大游行后,仍然没有得到北京方面的正面回应。近日,香港媒体报导,中共官方与香港特首等人见面,中联办带领600人的大型旅游团回大陆,并受到官方所谓的“高规格”的接待。在香港貌似平静的表面之下,中共是否在为选举特首暗暗酝酿?中联办如此活跃的意图是什么?请看报导。

中共港澳协调小组组长张德江,18号会见了香港六大商会的代表。张德江明确表明,北京不能接受公民提名特首人选。19号,他又接见了香港建制派的代表。香港特首梁振英引述张德江的话说,北京希望香港在2017年如期选举特首,并在《基本法》和中共人大常委决定的基础上讨论。

除了官方的接洽,中共驻香港的中联办也非常活跃。据《苹果日报》报导,“香港福建社团联会”和“香港潮属社团总会”近日组织了600人“免费内地交流团”,由中联办副主任林武带队。

在4天3夜的行程中,这个“免费交流团”游览了厦门、古田、汕头和潮州。每到一处,都有地方官员出面,并设欢迎晚宴。其中两晚入住5星级酒店,餐厅高档。全团往返甚至包下了一整列高铁,15辆旅游大巴全程有警车开道。香港媒体估计,每人最少2,000元,全团起码要120万元。

时事评论员张粟田:“这可以看出来是在中共内部下达了一个行政命令来要求,才有一个盛大的场面出现。中共搞这个它就是拉拢收买手段,搞统战了,为香港所谓的普选做准备。”

旅途中第二晚就开了一场“报告会”,发言者都强调“占中”是违法的。结束前主持人抛出一个所谓“手牵手,心连心,爱祖国,爱香港”的倡议书,还要求团员在另一张简陋的“反占中”表格上签名。主办方声称,要征集到2000个签名。参与者透露,有人拒绝签名,潦草签名的也都知道那是假的。

原企业家香港居民朱柯明:“在中国大陆给他们高规格的待遇,就是让他们回到香港以后拥护共产党的独裁统治,反对香港的民主。它要利用这些人,它就是要拉拢培植这些人,共产党干事情,没有一分钱是掏个人腰包,都是拿国家和纳税人的钱。”

香港人大代表郑耀棠估计,中共人大常委将表明,特首候选人必须先得到提名委员会过半数提名,还要维持现在的提名委员会是由四大界别组成,以及限制候选人的人数等。香港“占中”运动发起人之一陈健民教授表示,假如北京设定,要过半数提委会委员支持才能参选特首,就肯定不是真普选,因此会加速占领中环。

香港“让爱与和平占领中环”运动针对特首选举方案,曾在6月下旬发起民间全民投票。从6月20日中午到29的十天中,有超过78万港人投票。舆论认为,这是香港民众对6月10号北京抛出的香港白皮书的反击。

张粟田:“中共要香港所谓的普选那就是中央命令式的。它首先为了要给香港人熄火,因为70万人(公投)、大游行,震动全世界,也表达了港人强烈的反共诉求。”

有评论认为,张德江南下是“先礼后兵”,日后要拿出强硬方案时,能表明北京早已向香港人说明了立场。

朱柯明:“这个中联办它不会为香港人民做事的。中联办实际是中共在香港的总代表,一切在香港的事务都是由中联办来策划、推广出来的,甚至于参选特首,中联办都要插手。香港现在是中共在海外争夺的非常重要的一个点。”

据了解,中共人大常委会将在8月下旬开会,期间将审议梁振英提交的特首报告。2017年香港将普选行政长官,也就是香港特首。

Hong Kong Undercurrent; Liaison Office Abnormally Active.

Despite aspirations by Hong Kong citizens to pursue genuine
universal suffrage after more than 700,000 people voted in
the referendum and 510,000 people marched in the annual
parade, there is still no positive response from Beijing.

Recently, Hong Kong media reported that Chinese Communist
Party (CCP) officials met the Hong Kong Chief Executive Liaison
Office of the Central People’s Government in the Hong Kong
Special Administrative Region.

They led a large tour group of 600 Hong Kong people to the
mainland.

There the Hong Kong citizens have been received as officially
“High Standard".

Under the seemingly calm surface in Hong Kong, is Beijing
secretly manipulating the Chief Executive Election?

What is the intention of the Liaison Office that it is being
so active? Please see the following report.

On July 18 the Hong Kong and Macau CCP coordination team
leader Zhang Dejiang, met representatives from the six
chambers of commerce in Hong Kong.

Zhang Dejiang clearly indicated that Beijing cannot accept
the citizens’ nomination for the Chief Executive.

On July 19, he met representatives of the Hong Kong Pro-
Beijing Camp.

Hong Kong Chief Executive Leung Chunying quoted Zhang
Dejiang.

Zhang said that Beijing hopes the Hong Kong Chief
Executive election can be held as scheduled in 2017.

Held on the basis of “Basic Law" and CCP Standing
Committee for National People’s Congress (NPCSC) decision.

In addition to the official contact, the CCP’s Liaison Office in
Hong Kong is also very active.

According to an Apple Daily report, “Hong Kong Federation
of Fujian Associations" and “Hong Kong Chiu Chow
Community Association" recently organized 600 people to
go on a “free Mainland exchange group".

In the trip of four day and three nights, the “free exchange
group" traveled to Xiamen, Gutian, Shantou and Chaozhou.

Wherever they went, local officials set up a welcome dinner.

They had two nights stay at 5-star hotel with an
upscale restaurant.

Even a whole high-speed train was rented for the group;

There were police cars clearing the way for the 15 tourist
buses throughout the trip.

Hong Kong media estimated that the cost is about 2,000 yuan
per person, the whole group cost at least 1.2 million yuan.

Current affairs commentator Zhang Sutian, “we can see the
CCP issued internally an executive order to set this up.

Only then can the grand scene appear.

The CCP uses co-optation to engage in a united front to
prepare for universal suffrage in Hong Kong.

On the second night of the trip a “report meeting" was held,
where all the speakers stressed “Occupy Central" is illegal.

Before ending the report, the host made a proposal “hand in
hand, heart to heart, love the motherland and Hong Kong".

They also required members to sign in another
form called Anti Occupy Central.

Organizers claimed they collected 2,000 signatures.

Participants revealed that someone refused to sign, and all
who signed in scribbled signatures also know that it is fake.

Former entrepreneur, Hong Kong resident Zhu Keming said,
“receive them as a high standard in the mainland is to let
them support the CCP dictatorship against democracy
in Hong Kong when they go back.

It is to take advantage of these people, to tie down and
manipulate them.

All the CCP’s actions are funded by the country and
the taxpayers’ money."
Hong Kong deputy Cheng Yiu-tong believes that the CPC’s
NPCSC will indicate that the Chief Executive candidate must
obtain a majority of the nominating committee votes, and
maintain the current nominating committee.

The committee is composed of the four sectors, and he
expects a limit to the number of candidates and so on.

One of the promoters of the “Occupy Central" campaign
Professor Chan Kin-man said that if the CCP does insist on
a majority support from nominating members, it is not true
universal suffrage, and will accelerate the Occupy Central.

Hong Kong’s “Let Love and Peace Occupy Central" campaign
against the Chief Executive election program, launched its
referendum in late June. From June 20 to 29, more than
780,000 Hong Kong people voted.

Public opinion believes this is Hong Kong peoples’ fight back
after the White Paper announced by Beijing on June 10.

Zhang Sutian: “What the CCP wants is for
universal suffrage is to be central imperative.

First of all it wants to calm down the Hong Kong people,
because the 700,000 people (referendum) and parade shook
the world, and also expressed a strong anti-communist
aspiration of Hong Kong people."

Some commentators believe that Zhang Dejiang’s visit in
Hong Kong was “diplomacy before violence".

Later on when Beijing comes up with tough solutions, it
can show that Beijing has already explained its position.

Zhu Keming, “the Liaison Office in Hong Kong will not
work for the Hong Kong people.

It actually is the general representative of the
CCP in Hong Kong.

All the affairs are planned and promoted by the Liaison
Office, even interfering with the Chief Executive election.

Hong Kong is now a very important place for the CCP to
compete overseas."

It is understood that the CCP Standing Committee will meet
in late August.

During the meeting they will consider the Chief Executive’s
report submitted by Leung Chun-ying.

In 2017 Hong Kong will hold the Chief Executive election but
will it be with true universal suffrage?
