【禁闻】乌前总统遭全球通缉 引陆民类比

【新唐人2015年01月14日讯】国际刑警组织周一正式全球通缉乌克兰前总统亚努科维奇。亚努科维奇被指控贪污价值数以百万计美元的公款。他在去年被推翻总统职务下台期间,就已经逃亡俄罗斯。一个贪腐的前政府首脑,镇压反对民众,还涉嫌“叛国”,引发中国网民类比国内官员。

总部设在法国里昂的“国际刑警组织”,在网站上针对乌克兰前总统亚努科维奇发出“红色通报”,指控他“挪用、贪污,或通过渎职转换财产”。同时被通缉的还有乌克兰前总理阿扎罗夫、前财政部长科洛博夫,以及乌克兰电信集团前董事长等3人。

“国际刑警组织”要犯通报分为7个分类。“红色通报”表示需要逮捕和引渡,各国警方在接到通报后,可以立即对通报人员实施拘捕,并参照本国的相关法律进行国际引渡。目前亚努科维奇流亡的俄罗斯,也是“国际刑警组织”190个成员国之一,但还没有确切消息,是否会对他实施拘捕和引渡。

亚努科维奇前年年底因为拒绝与欧盟签署自由贸易协定,引发民间大规模反对示威浪潮,最终被推翻。乌克兰国会去年2月表决决定将他革职,亚努科维奇辗转逃亡俄罗斯。乌克兰政府指控亚努科维奇及其同伙侵吞国家1000亿美元,并指他下令镇压反对示威者,造成针对平民的大规模屠杀。

亚努科维奇被全球通缉的消息也在中国引发思考。

宪政学者陈永苗指出,和台湾前总统陈水扁被贪污指控一样,有人认为是民主的弊端,但其实这是民主制度的标志。

宪政学者陈永苗:“在东亚地区以及欧洲以外的地区,民主化的一个比较显着的标志,就是把国家领导人,或前国家领导人给抓起来。就是根本对一个政治权力的‘去媚化’吧。因为东亚国家受专制的影响比较深,觉得国家领导人都比较‘神圣’什么的。你贪污也抓不到。我觉得把他抓起来,才是民主化的一个显着标志。”

而乌克兰前共产国家的背景,和亚努科维奇倒台后曝光的,令人惊叹的巨额贪腐,也引发中国网民的类比。

有网民说:“国际刑警组织指控亚努科维奇的那些事,中国不少当官的都有!”也有网民说:“这个罪名能成立的话,某组织岂不是早被连窝端了?”还有网民说:“欧(噢),独裁者终有这一天,中国的独裁者呢,日子还有多少?”

网友秀才江湖:“最该通缉的是我们大陆的这些贪官。”

上海市民谈兰英:“我们中国老百姓都大力支持,肯定对他们要采取措施的。中国贪官像周永康,几千个亿。好多呢,徐才厚、薄熙来都是的。”

除了贪腐,和大规模屠杀,亚努科维奇还引发关于“叛国”的批评。他在逃亡后,曾请求蒲亭出兵乌克兰,最终导致了俄罗斯吞并克里米亚地区。去年4月2号,亚努科维奇在接受美联社采访时,含泪承认自己“错了,感情用事”。但一切为时已晚,无法再让蒲亭归还克里米亚。

贪腐、镇压抗议民众,和“叛国”等指控,也让中国民众联想到中共前党魁江泽民。

新疆网友张先生:“早好几年前,他(江泽民)已经被好几个国家下逮捕令,通知他到庭接受审判。所以他现在根本不敢出国,他只能躲在国内,然后拚命的‘维稳’。”

同样是前国家最高领导人的江泽民,已经在全球30多个国家和地区的法庭受到起诉。西班牙最高法院去年2月,针对江泽民等前中共领导人发出国际逮捕令,以配合调查关于从1980年到1990年期间,人权组织对中共当局向西藏实施种族灭绝的指控。

而早在2009年,阿根廷联邦法院刑事及惩治庭第九法庭法官拉马德里德(Octavio Araoz de Lamadrid)就下令,在全球范围内,逮捕江泽民和前政法委书记罗干,押到法庭接受被控犯下“群体灭绝罪”和“酷刑罪”的审判。江泽民和罗干一旦出国,就会被国际刑警队抓捕。

What Does The Situation of The Former Ukraine Leader
Wanted by Interpol Tell The Chinese?

A Red Notice was issued by Interpol on Jan. 12 for former
Ukraine president Viktor Yanukovych.
Yanukovych was accused of embezzlement
and misappropriation.
Since being overthrown from his presidency last year,
he took exile in Moscow.
Formerly involved in suppression of protesters and suspected
of treason makes Chinese netizens compare him to the Chinese
Communist Party (CCP) officials in China.

Interpol headquartered in Lyon, France, issued the Red Notices
on the website against Viktor Yanukovich.
Yanukovich is wanted for “misappropriation, embezzlement
or conversion of property by malversation”.
Red Notices were also issued for Prime Minister Mykola Azarov,
Minister of Finance Yuriy Kolobov and Chairman of the board
of the Ukrtelekom

There are 7 types of Interpol Notices on critical criminals.

In the case of Red Notices, the individuals concerned are
wanted by national jurisdictions.
Interpol’s role is to assist national police forces in identifying
or locating those individuals to arrest and extradite them.
Being one of the Interpol member countries, whether or not
Russia will arrest and extradite him is not clear.

Yanukovych rejected a pending EU association agreement
in late 2013, causing mass protest.
This finally overturned his presidency.

In Feb. 2014, the Ukrainian parliament voted to remove him
from his post and Yanukovych took exile in Russia.
Ukrainian authorities accused Yanukovych and his associates of
misappropriating $ 100 billion, and mass murdering protesters.

The arrest warrant on Yanukovych provoked reflection
by the Chinese citizens.

Constitutional scholar Chen Yongmiao indicates that, it is similar
to the situation when Taiwan’s former president Chen Shui-bian
was accused of corruption; some people believe it was the
drawbacks of democracy, but in fact it is a sign of democracy.

Chen Yongmiao, “In East Asia and outside Europe, a significant
sign of democratization is arresting national or former leaders.
The authoritarian East Asian countries typically consider the
national leaders are ‘sacred.’ Their corruption is often neglected.
But I think the arrest is a significant sign of democratization."

The news of Yanukovych’s huge embezzlement in the former
communist regime also raised the analogy of Chinese netizens.

A netizen stated, “Many Communist officials are corrupted in
the same ways that Yanukovych is which Interpol posted about!"
Another netizen posted, “If these charges are accepted,
shouldn’t some ‘organization’ have been indicted long ago?"
A netizen also said, “Oh, a dictator is now at a dead-end. How
about the dictators in China? Are their days numbered?"

Netizen “Xioucai Jianhu, “The corrupt officials in China
should be the most wanted."

Shanghai resident Tan Lanying, “We strongly support
the measures against these corrupt officials.
There are hundreds of millions loke ‘Zhou Yongkang’
in China today.
There are also many of ‘Xu Caihou’ and ‘Bo Xilai’."

In addition to corruption, and mass killings, Yanukovych
was also criticized of “treason".
After his escape, he asked Putin to send troops to Ukraine,
ultimately leading to the annexation of the Crimea by Russia.
In an interview with AP on April 2, 2014, Yanukovych
admitted that he was wrong, and “acted on…emotions."
But, it was too late to have Putin return
the Crimea to the Ukraine.

The charges of embezzlement, suppression of protesters and
the treason remind the Chinese of former leader Jiang Zemin.

Xinjiang netizen Mr. Zhang, “Several years ago, he was wanted
by several countries and must appear in court for trial.
That’s why he would not dare to go abroad.

He can only hide in the mainland and
desperately ‘maintain’ stability."

Jiang Zemin, once the national leader, has been prosecuted
by courts in more than 30 countries and regions worldwide.
Spanish Supreme Court issued an international arrest warrant
against Jiang Zemin in February 2014, for an investigation
of allegations of genocide in Tibet between 1980 and 1990.

Back in 2009, Argentina federal court judge Octavio Araoz
de Lamadrid charged Jiang Zemin and his Police Chief
Luo Gan with crimes of ‘genocide, crimes against humanity,
torture and terrorism’.
They will be faced with international police arrest
once they are outside of China.
