【新唐人2014年04月09日讯】美国国防部长查克•哈格尔7号到达中国,开始为期4天的访华行程。但出乎常规的是,哈格尔一行第一天就在青岛参观了中国海军的航空母舰“辽宁号”。中共为什么罕见的让美国人参观自己最先进的军事装备呢?请看报导。
哈格尔(Chuck Hagel)访问中国的首站并不是北京,而是去了青岛的中共海军基地,哈格尔一行花了大约两个小时,参观中共的首艘航母——“辽宁号”。
美方官员说,哈格尔是第一名被允许上“辽宁号”的外国人。
一名美国高级国防官员表示,美国提出了参观航母的要求,中方表示同意。这名官员同时表示,这次参观具有重要意义,因为“辽宁号”是中共军队加强海军力量的像征。
“辽宁号”是前苏联制造的军舰,1988年11月下水。中共以旅游娱乐的名义,从乌克兰手中购买,几经波折才在2002年开回中国。在2012年9月完成了航母改装。
中共计划明年在“辽宁号”上部署30架飞机。
旅美政论家伍凡:“实际上那条船是一个摆设,不起多大作用的。但是美国人想看看究竟你航母达到什么程度,美国人要第一手资料,眼睛看到你达到什么程度。”
“台湾国立政治大学国际关系研究中心”主任严震生认为,中共让美国国防部长登上“辽宁号”,主要是想取信于美国。
新加坡的区域安全专家伊恩•斯多雷(Ian Storey)也认为,哈格尔登“辽宁号”像征中方对美方的善意,同时美方也可了解这艘改造的航母实际作战能力如何。但因中美航母差距巨大,中方的安排其实是一种“示弱”,无非想表明中国航母不足以在地区称霸,更无法与美国抗衡。
在此之前,中共军方人士认为,中国航母至少落后美国30年。
一些外媒也分析,“辽宁号”的技术远不如美军。
哈格尔到中国之前,首先访问了日本,并重申了美国对日本的军事承诺。
哈格尔在日本也以罕见的强硬姿态对中共发出警告,并提醒中共,作为大国不要在南海以及东海主权争端问题上仗势欺人。
哈格尔表示,美国反对中共以任何形式单方面改变现状,并强调,世界各国无论大小均应该受尊重,决不能透过“暴力、胁迫和恐吓”来侵犯他国领土、尊严,与国家主权。
哈格尔还许诺额外向日本派遣两艘导弹防御舰,将驻防在日本的宙斯盾级驱逐舰的数量增加到七艘,同时还将在日本部署第二个早期预警雷达、P-8海上监视飞机,引入全球鹰无人机等。
台湾国立政治大学国际关系研究中心主任严震生“毕竟日本是美国的盟友,那菲律宾是美国的盟友。如果美国在立场上支持日本和菲律宾的话,那是不是会影响美国跟中国的关系,甚至过去的一些交流会不会受到冲击?”
严震生认为,美国一方面希望中共在国际事务上面,担负起一个大国的责任,包括在乌克兰、叙利亚,以及在北韩半岛问题上,特别是美国目前跟俄罗斯因为乌克兰问题交恶的情况下,美国也想与中共在一些议题上结盟。但另一方面,美国又要防止中共破坏东南亚的稳定局势。
美国国务院东亚事务助理国务卿罗素在3号说,国际社会对俄国吞并克里米亚做出的制裁措施,将会遏阻中共采取类似行动。罗素还表示,中共不应该怀疑美国对盟友兑现防务承诺的决心。
伍凡:“因为哈格尔到北京去就是要警告中共,你不要胡思乱想,不要跟蒲亭走一条路。”
旅美政论家伍凡认为,俄罗斯总统蒲亭夺了乌克兰的克里米亚,还在进一步向乌克兰东部扩张。在这种局势下,美国打消中共对台湾和钓鱼岛的想法,是很重要的。

U.S. Defense Secretary Visited the Liaoning Aircraft Carrier.
Why is the Chinese Communist Party Showing Weakness?
U.S. Defense Secretary Chuck Hagel arrived in China on
March 7 for a four-day visit.
However, it is unusual that Hagel visited China Qingdao naval
Liaoning aircraft carrier in the first day.
Why did the Chinese Communist Party (CCP) allow Americans
to visit its most advanced military equipment?
Let’s look at the reports.
The first stop for Chuck Hagel was not Beijing,
but the Qingdao naval base.
Hagel and his party took about two hours to visit the CCP’s
first aircraft carrier the Liaoning.
The official said Hagel was the first official visitor from
outside China to be allowed on board the Liaoning.
A U.S. Defense Force Senior Officer confirmed that China
allowed the U.S. to visit the aircraft carrier.
He said the visit is significant because Liaoning aircraft carrier
is seen as a symbol of China’s growing naval power as well
as ambition for greater global influence.
The Liaoning is a Soviet-era vessel bought from the Ukraine
in the name of tourist recreation.
It was sailed back to China in 2002. It was later modified as
an aircraft carrier in September 2012
The CCP plans to deploy 30 aircrafts on Liaoning aircraft
carrier in 2015.
U.S. political commentator Wu Fan: “The boat is actually a
decoration, not of too much use.
The Americans only wonder how far advanced your aircraft
carrier technique is with firsthand information."
Yan Zhensheng Director of the Institute of International
Relations, Taiwan National Chengchi University, believes
that the CCP allowed the U.S. Defense Secretary on board
the Liaoning carrier to gain their trust.
Singapore regional security expert Ian Storey also believes
Hagel’s boarding the Liaoning carrier symbolizes China’s
goodwill to the United States, who can also learn the actual
defense capability of the carrier.
Since there is a huge gap between China and U.S. aircraft
carriers, the CCP arrangement is actually to show weakness
that their aircraft carrier is not enough to dominate, certainly
not compete with the United States.
Before that, some Chinese military believe that the aircraft
carrier is at least 30 years behind the United States.
It is also believed by outsiders that the Liaoning carrier is far
less sophisticated than U.S. carriers.
Before China, Hagel visited Japan first and reaffirmed the
military commitment from the U.S.
Hagel indirectly delivered strong warnings to China not to
push on the disputed islands’ sovereignty of South and East
Sea as a big country.
Hagel said that the U.S. is against China changing the status
quo in any form unilaterally and stressed that all nations and
all people deserve respect no matter how large or how small.
There shouldn’t be invasion of territory, dignity or national
sovereignty by violence, coercion and intimidation.
Hagel promised to deploy two additional ballistic missile
defense destroyers to Japan making a total of seven U.S.
ballistic missile defense warships.
Hagel’s announcement follows deployment of a second
early warning U.S. radar to Japan, P-8 maritime surveillance
aircraft and plans to send unmanned Global Hawk drones.
Yan Zhensheng: “Japan is an ally of the United States. The
Philippines is also a U.S. ally.
Will it affect the relationship between China and the U.S. if
the U.S. supports Japan and the Philippines?"
Yan Zhensheng believes that the U.S. hopes China takes
on responsibility over the Ukraine, Syria, and the Korean
Peninsula.
He would like to see an alliance with China on some issues
since the U.S. and Russia became enemies over the Ukraine.
The US needs to prevent China destabilizing the
situation in Southeast Asia.
President Barack Obama’s diplomatic point man for East Asia,
Daniel Russel, issued a statement on April 3.
He said that retaliatory sanctions imposed on Russia by
the U.S., the EU and others should have a “chilling effect
on anyone in China who might contemplate the Crimea
annexation as a model.
The CCP should not doubt the U.S. commitment
to defend its Asian allies.
Wu Fan: The purpose of Hagel’s visit is to warn the CCP not
to think too much and follow Putin.
Commentator Wu Fan believes that Russian President
Vladimir Putin took the Crimea from Ukraine and still
further expanded to the east.
So it’s very important to the U.S. to dispel China’s thoughts
on Taiwan and the Diaoyu Islands.
