【新唐人2013年04月03日讯】观众朋友！您知道中共官场是一个适合骗子行骗的场所吗？在中国，经常有假冒专家、博士、教授、甚至官员行骗的新闻。最近被曝出的是一个叫赵锡永的人，他假冒国务院政策研究室司长，在几个地方混吃混喝，终于被国务院政策研究室揭穿，发公函否认有这号人物。但是，中国大陆假冒官员招摇过市的骗子，却屡骗不止，是什么原因？下面请和本台记者一起去了解。
赵锡永是谁？
他自称是“清大远景规划设计研究院”专家、经济学博士、教授、研究员。
2010年3月，赵锡永首次顶着国务院相关机构官员的头衔出现。他还以“赵希涌”和赵锡永的面目交错出现，游走在辽宁、湖南、云南、山东、北京和上海的政府与企业之间。不少政府官员信以为真，甚至聘他为政府顾问。
在媒体公开报导中，赵锡永的身份经常在“国务院发展研究中心研究员”、“国务院研究室司长”、“副部长级巡视员”之间变换。
在所谓视察过程中，所谓的“赵司长”西装革履，带领八、九名“专家”随行，市县两级领导纷纷陪同，当地媒体还争相报导。
但，国务院研究室3月初下发通知，声明单位没有赵锡永此人。云南省也下发通知，要求提高警惕赵锡永，谨防上当受骗。
有媒体认为，骗子能形成如此规模，持续这么长时间，可谓“空前”。
而《明慧网》3月底也登载“强奸犯变身纪检副书记”、“杀人犯变身为610主任”等相关报导。
报导说，2002年8月，一张姓女犯人看见原河北省保定地区蠡县看守所所长王新斋，大白天强奸女犯人。事发后，王新斋被告到保定法院，遭到免职，并被判“奸污妇女罪”。他的犯行在当地可谓家喻户晓。按中共内部规定，中共官员一经判刑，随之被“双开”，也就是被开除党籍和公职，仕途也就从此断送。可是王新斋随后却当上了公安局纪检副书记。
而南京下关区一名地痞流氓叫程东晓，早在1986年，他在南京东车辆段当列检员时，因流氓举动被人当场抓获，受到处分，成为当时轰动一时的流氓事件。多少年过去后，他却在中共官场上发迹，成为专门迫害法轮功的“610办公室”主任。
中共官场为什么会有这么多的“流氓变身为官员”的事件？
时事评论员邢天行：“因为中共他正好要利用这样的没有人性底线的人，去为它服务，那么就使得这些流氓啊，地痞啊，通过买官、卖官这样一个渠道到公安系统来做。因为他们敢打，敢下手，就可以取得所谓他们要的这个政绩。”
报导说，中共官场上盛行骗子，骗子能一路高升，因为有更会行骗的高官罩着。而《九评共产党》一书揭露中共的邪恶基因，其中有三项是：邪、骗、痞。因此从本质上讲，中共正需要这些流氓官吏。
邢天行：“尤其现在它在周永康和江泽民，建立这个所谓维稳系统这个过程当中，那么这些流氓地痞，它做了政法委的官员，610的官员，地方维稳办的官员之后，他就是打手。他完全是不讲法律的。所以中国现在这个司法体制腐败啊，还有所谓道德败坏啊，其实就是这些部门，一个国家应该是维持安定的这样一个法律机构，被这一群人给占据之后，中国老百姓就等于活在地狱里一样。”
那么，中共为何不对这些骗子进行彻查？《明慧网》的报导说，中共向来对民众欺骗，并且靠暴力和谎言维系着中国的统治。因此，来一个骗子骗一下中共本身，似乎只是对中共官场的一个嘲弄罢了。也只能说明中共官场是一个适宜骗子行骗的场所，骗子能冒充专家、博士、教授而招摇过市，中共官员的素质也就显而易见了。

Too Many Criminals in Chinese Communist Officialdom
The Chinese Communist Party (CCP) regime
is considered to be a place of criminals.
In China, there are often fake
experts, scholars, and officials.
Recently, there was a man named Zhao Xiyong,
the fake Secretary of the Policy Research Office.
He wined and dined everywhere he went, and
finally, the State Council denied his existence.
However, there are many fake officials
in China. We explore the reasons why.
Who is Zhao Xiyong?
He was a self-proclaimed expert with a broad vision.
He was an economist, a professor and a researcher.
In March 2010, Zhao Xiyong appeared as an
official from the State Council in many government
agencies, including agencies in Liaoning, Hunan,
Yunnan, Shandong, Beijing, and Shanghai.
Many government officials thought he was
real, and some even hired him as an adviser.
In media reports, Zhao Xiyong’s identities
included that of a researcher of the State
Council Development Research Center.
He was also a director of the State Council
for Justice, and a deputy inspector.
During his inspection tour, he was accompanied by
eight or nine “experts”, as well as many local leaders.
Many local media were happy to report his activities.
However, in early March, the Research
Office of the State Council issued a notice.
It stated that Zhaoxi Yong did not exist.
Yunan Province also issued a similar notice,
and asked others to guard against fraud.
Some media commented that it is unprecedented
that a liar could fool others and last for so long.
At the end of March, the website
Minghui.net also published reports;
“A rapist turns into a deputy
secretary of disciplinary office”;
“A murderer turns into a 610 director.”
In August 2002, Wang Xinzhai,the director of
a detention center in Baoding, Hebei Province,
raped a female inmate in broad daylight.
He was convicted, and removed from office.
That incident was well known to local residents.
According to provisions within the CCP, an
official will be expelled from the Party upon
sentencing, and his future career will end.
Yet, Wang Xinzhai advanced in his career and
became the deputy secretary of the discipline
inspection in the Public Security Bureau.
In 1986, Cheng Dongxiao, an inspector from
Nanjing, was reported for improper behavior.
He was caught red-handed and
punished, which was a sensational event.
A few years later, he became the director
of a 610 Office, which is solely dedicated
to the persecution of Falun Gong practitioners.
Under CCP rule, why are so many
criminals becoming officials?
Xing Tianxing, political commentator: “The CCP
needs services from people devoid of human nature.
So, the criminals can buy a position
through the public security system.
This is because they are capable of
doing brutal and cruel things to people,
in order to establish their achievements.”
According to reports, within CCP official circles,
these officials are protected by senior officials.
This is because they are far more deceptive.
The book “Nine Commentaries on the Communist
Party”, exposes the CCP’s evil traits.
Three of these traits are: evil, deceit,
and unleashing the scum of society.
Essentially, the CCP is in
need of these rogue officials.
Xing Tianxing: “Especially now.
Zhou Yongkang and Jiang Zemin have set up
the so-called stability maintenance systems.
Those local thugs become officials of the
Politics and Law Committee, and 610 Office.
They are hatchet men, and don’t know about law.
Moral corruption brings a corrupt judicial system.
These departments should be legal
institutes in maintaining stability.
Unfortunately, these ruffians become officials,
so the Chinese people are living in a hell.”
Then, why will the CCP not conduct
a thorough investigation of those liars?
Minghui.net reports that the CCP
has always deceived its people.
It relies on violence, and lies, to maintain rule.
Therefore, it is a mockery that the CCP
itself has been deceived by others.
Altogether, it shows that the CCP’s
officialdom is a suitable place for criminals.
If a criminal can pretend to be an expert or
professor, the quality of CCP officials is obvious.
