大陆民间人士最近发起联署《公民建议书》,要求中共最有权力的205名部级以上官员公开财产,其中包括中共新党魁习近平。

《公民建议书》借用习近平的话说,“腐败问题越演越烈,最终必然会亡党亡国”,鉴于形势严峻,因此公民要求自上而下公示官员财产。因为高级官员掌握着巨大的公共资源,他们的权力影响着中国十三亿公民的幸福安康。

目前,联署行动还在进行中,不仅《建议书》正在大陆网络中不断被转发,而且还开通了包括手机短信、邮箱、微博私信等多种渠道的联署。到12月12号,签名人数已接近百人,并且数字在不断攀升中。目前,已签名的人士,包括广州中山大学教授艾晓明、北京独立学者曹飞云、广州律师陈武权、北京律师丁家喜、广州维权推动者郭飞雄等。

分析认为,公开官员财产,中共政治局的历届常委其实也不愿接受,否则早就会推出相关政策措施。现在,中共新领导人习近平多次强调反贪,这份民间联署《建议书》能否起到作用引人关注。

5名藏族学生涉嫌示威 被判刑5年

《自由亚洲电台》12月12号报导,青海海南州共和县恰卜恰镇藏族学生,11月游行示威后,先后有多名学生及僧人被捕,其中5名海南州“卫校”的学生,12月5号被判5年刑期入狱。

报导说,家人在他们被判刑后才接到消息,目前不清楚他们曾否接受法院审讯,也不知他们在何处服刑。

另外在12月10号,“世界人权日”当天,中共警方在黄南州民族师范学校,拘捕了18名藏族学生,他们被认为与上个月9号发生的黄南州同仁县数千名藏族学生上街游行有关。

访民围政府楼 要求不暴力截访

12月12号,四川省成都市双流县兴隆镇三百多村民,到镇政府前抗议村民代表在北京被截访人员打伤,要求政府书面保证,在村民上访的过程中,截访人员不使用暴力。

《自由亚洲电台》引述被截访人员打伤的村民代表汤炳华的话说,如果不制止当局的暴力截访,今后他们上访,生命也得不到任何保障。

报导说,关注事件的中国天网人权事务中心负责人黄琦认为,成都市委书记李春城被双规,为当地农民的维权行动注入了强心针,而鼓起勇气要求政府书面保证不迫害,使中国维权运动取得阶段性进步。

Citizens Sign a Petition Requesting 205 Senior Officials to Publicize Property

Recently, Mainland Chinese issued a signatories campaign
proposing the top 205 leaders to publicize their property.
The list also includes the Chinese Communist Party (CCP)
new leader Xi Jinping.

The proposal cited Xi’s remarks,
“the problem of corruption has increasingly worsened.
It will kill the party and ruin the country."

Thus, citizens requested officials from top to bottom level
to publicize their property.
As high-ranking officials control a huge amount of public
property, their power influence 1.3 billion Chinese people’s lives.

Now the campaign is continuing,
and the proposal widely circulated online.
In addition, people can sign their names via many channels,
such as mobile phone, mailbox and microblog.
On Dec. 12, after receiving nearly a hundred signatures,
the figure is still increasing.
People who have signed their names include Ai Xiaoming,
Prof of Guangzhou Zhongshan University;
Cao Feiyun, a Beijing independent scholar;
lawyer Chen Wuquan, Ding Jiaxi, and activist Guo Feixiong.

Analysts believe that to publicize officials’property was
usually unacceptable by the previous Standing Committee.
Otherwise some relevant policies will be introduced earlier.

Now the CCP new leader, Xi Jinping,
stressed anti-corruption many times.
Whether the civil signatories proposal can play a role or not,
people are concerned.

Five Tibetan Students Jailed For Five Years

On Dec. 12, Radio Free Asia reported that some Tibetan
ethnic students and monks in Hainanzhou, Qinghai province
were arrested after participating in a demonstration
in November.
Five of them were Hainanzhou Medical school students.
On Dec. 5, they were sentenced to jail for 5 years.

The report said that their family received the news only
after they were sentenced.
Now it is unconfirmed where they are being held or
whether they had accepted a trial in court.

On Dec. 10, World Human Rights Day, the police arrested
18 Tibetan students from National Normal School in Huangnanzhou.
As they were suspected relating to the protest held on Nov. 9
when Few thousands of Tibetan ethnic students held a parade.

Chengdu Farmers Requested Local Authorities Protect Petitioners

On Dec. 12, 300 villagers in Xinglong town, Sichuan province,
protest in front of town hall against their representatives being beaten and wounded in Beijing.
They requested local authorities to issue guarantee letters
to protect villagers from being beaten during their appeal.

Radio Free Asia cited Tang Binghua, the villagers’
representative, who was injured after being beaten in Beijing.
Tang said without banning authorities violent behaviors,
their lives won’t be secured in the future when they go to appeal.

The report said, Huang Qi, founder of 64tianwang, who
is concerned about the event believes that Li Chuncheng,
Chengdu party secretary was removed,
giving local farmer activists a lot of courage.
Thus they requested local authorities to issue a guarantee
letter to promise no more persecution will take place.
A little progress has been made for
human rights movements in China.
