【禁闻】4厅官落马 川官场为何余震不断

【新唐人2014年08月30日讯】8月下旬以来,四川又有4名厅级官员落马。大陆媒体报导说,这4人大多是四川原政协主席李崇禧、四川原副书记李春城和四川原副省长郭永祥的“兄弟伙”,香港亲共媒体更是直接指明他们“与周永康有关”。为什么在周永康倒台后,四川官场还“余震”不断?请看报导。

8月下旬落马的4名厅级官员是:成都市委常委孙平、成都市龙泉驿区委书记陈争鸣、四川投集团副董事长赵德胜、四川经信委副主任唐浩。而另几名被称为周永康心腹四川系官员——李崇禧、李春城、郭永祥,早在前年和去年就已经落马。而周永康本人也在今年7月29号被立案审查。

香港媒体引用四川官场人士的话说,周永康在曾在四川任省委书记,因此目前四川成为了“反腐重灾区”。周永康前年卸任前,还很关心四川官场的人事安排,专程飞到四川,所谓“指导”换届工作。

大陆时政观察人士陈明慧:“如果说单纯是为周永康的问题,抓他底下的人,已经没有这个必要了,因为他已经落马了。继续查下去,很显然,江系都是盘根错节的关系,一个犯罪集团。他们有很多的利益关系,还有很多迫害人权的见不得光的勾当。把周的案子继续深挖,‘挖出萝卜带出泥’,说不定可能带出更大的‘萝卜’
。”

陈争鸣和孙平被视为周永康的心腹李春城的“班底”。李春城在主政成都10年中,推行旧城改造,陈、孙二人是他的“得力干将”。孙平在2009年负责城乡统筹、旧城拆迁工作。其间,成都市金牛区拆迁户唐福珍因拆迁自焚,引起全国轰动。

曾任周永康大秘的李崇禧是学经济出身,擅长金融、投资。与他有关的“四川川投集团”副董事长赵德胜、“明星电缆”董事长李广元等上市公司高管,也相继被调查。李崇禧任纪委书记的时候,在凉山州西昌市不仅有房产十多套,还挖走珍贵树种红豆杉29棵。对不肯行贿的下属是“顺我者昌逆我者亡”,而刚刚被调查“四川经信委”原副主任唐浩,曾任凉山州的副州长。 
 
旅美时事评论员李善鉴:“这些官员都是跟周永康有关的,也就是说他(们)是一个派系。中共的这种官场斗争里边,一个派系它都是要清理就全部清理,个别情况就是从新站队。中共历史上一直是这样的。”

大陆媒体评论四川官场余震时说,是惩办“窝案”,要一网打尽。海外媒体近2年来大量报导:周永康和薄熙来,在中共前党魁江泽民首肯下,共同密谋政变,取代习近平。其根本原因是江派在镇压法轮功的过程中犯下了活摘器官等反人类罪,因而不放心没有参与迫害的习近平等人掌权。

陈明慧:“如果说把习(近平)比成武松的话,那江(泽民)就是终极大老虎,最大的大老虎,也是最后的大老虎。他现在武松打虎是骑虎难下,他们的矛盾是不可调和。可能会暂时的平衡,暂时的让步,但是根本上,他们双方的矛盾是你死我活的。”

近期,中纪委书记王岐山高调提到“反腐三境界”。首先是要让官员“不敢腐”,就是用持续的高压震慑他们﹔第二是让官员“不能腐”,要让制度没有漏洞能让官员贪腐﹔第三层就是让官员“不想腐”,也就是道德、信仰起作用的时候。

李善鉴:“它只能做到头半条,让官员们恐惧。第二个,能不能够从制度上让它不能腐?只有把共产党独裁取消掉,才可以。那第三个更是笑话了,共产党把传统文化、道德体系破坏掉了,然后还指望官员能够有道德,不去腐败,根本就背道而驰的。”

据不完全统计,十八大后,四川厅级以上官员没有一人出国。而中纪委300多人的调查组至今还驻扎在四川,成都已有官员正被调查,只是暂时还没公布。外界预计,四川官场反腐余震还将继续。

Sichuan Officialdom Aftershocks Continue

Four more Sichuan officials were sacked recently.

Mainland media described them as associated with previously
sacked provincial leaders such as Li Chongxi, Li Chuncheng,
and Guo Yongxiang.

Hong Kong’s pro-communist media directly indicated
they are related to Zhou Yongkang.

The four recently sacked officials are:
Chengdu Municipal Committee Sun Ping,
Longquanyi District Party Secretary Chen Zhengming,
Sichuan Investment Group Vice Chairman Zhao Desheng,
Sichuan Commission of Economy and Information
deputy director Tang Hao.
The three previously sacked Sichuan provincial leaders
Li Chongxi, Li Chuncheng and Guo Yongxiang were known
as the confidants of Zhou Yongkang.

Zhou was officially investigated on July 29.

Hong Kong media reported that Sichuan became the hardest
hit province in the anti-corruption probe due to Zhou Yongkang
once being Sichuan Provincial Party Secretary.

Prior to Zhou Yongkang’s retirement two years ago,
Zhou particularly went to Sichuan to “guide" the personnel
arrangements.

Politics watcher Chen Minghui: “If it is simply about Zhou
Yongkang, it is not necessary to sack people following him.
He’s already gone.

The investigation continues only because the Jiang faction
is an intertwined criminal group.
There are many relations, even more shady deeds of human
rights persecution. The digging might expose bigger “roots"."

Chen Zhengming and Sun Ping are in team Li Chuncheng,
a confidant of Zhou Yongkang.
During Li Chuncheng’s 10-year rule in Chengdu City,
he promoted urban renewal.
Sun Ping was in charge of implementation of rural and urban
demolition in 2009.
A resident, Tang Fuzhen, went on protest with self-immolation
due to the forced demolition.

Li Chongxi was once Zhou Yongkang’s secretary,
with a background in finance and investment.
Two top executives of Sichuan listed companies, Zhao Desheng
and Li Guanyuan, known to be close to Li Chongxi,
have also been investigated.

When he was the Discipline Commission Secretary,
Li Chongxi owned more than a dozen units of real estate
in Liangshan, and stole 29 rare species of yew.

His subordinates would only stay if they paid the bribes.
Tang Hao was once the Deputy Governor of Liangshan.

Commentator Li Shanjian: “These sacked officials are all
related to Zhou Yongkang, or belong to the same faction.
In the power struggle inside the Chinese Communist Party,
once the liquidation starts, the whole faction is cleaned.
Sometimes it is also to take a new stand.
This is the CCP history."

Mainland media commented, the aftershocks in Sichuan are
to punish the group crime.
Overseas media have reported: with Jiang Zemin’s approval,
Zhou Yongkang and Bo Xilai jointly plotted a coup to replace
Xi Jinping.

The fundamental reason is Jiang faction engaging in the
suppression of Falun Gong, committing crimes against humanity,
such as live organ harvesting, has them worried and not at ease
with the leadership of Xi Jinping, who was not involved
in the persecution.

Chen Minghui: “If we compare Xi as Wu Song, then Jiang
would be the ultimate big tiger, the largest of the big tigers,
and the last big tiger, in the legend of Wu Song Fights Tiger.

Xi is now riding a tiger, their disputes are irreconcilable.
The balance or concession is only temporary.
Fundamentally, the contradiction is about life and death."

Recently, the discipline commission secretary Wang Qishan
mentioned the three realms of anti-corruption.
First, the officials “dare not" commit the crime
under high pressure;
Second, the officials “can not" do it as the system
has no loopholes;
Third, the officials “will not" do it when morality and faith
are effective.

Li Shanjian: “Only the first one is achievable, by “threat".
Can the system prevent it from happening as the second one?
Yes, but only when the Communist dictatorship is gone.

The third realm is a joke. The CCP has completely ruined
the traditional culture and moral system.
Expecting morality from those officials is simply contradictory
to its own history."
 
According to incomplete statistics, since the 18th National
Congress, no Sichuan provincial and department officials
were allowed to go abroad.

The discipline commission’s investigation team of more than
300 members are still stationed in Sichuan.
There are officials of Chengdu City being investigated,
just yet to be announced.
Therefore, aftershocks in Sichuan are expected to continue.
