【禁闻】香港议员:《民情报告》扭曲民意

【新唐人2015年01月08日讯】去年10月底,香港政改三人组与五名学联代表公开对话后,香港政府承诺将提交一份民情报告给中共港澳办反映港人的真实民意。现在报告出来了,民间反应“未能全面反映港人感到被出卖和失望的情绪”。另外,对于香港政府宣布启动的第二轮政改咨询,外界都在关注,这次又会擦出什么样的火花?

香港特区政府的《民情报告》出炉了,不过民众普遍无法接受。

根据香港政府的说法,1月6号出台的这份报告,是“如实反映”了香港自去年中共人大常委会通过普选决定,到“占中”清场结束为止,与香港政制发展相关的事件。

报告的结语第一段写着,严格按照《基本法》和全国人大常委会的相关解释及决定,让香港如期依法落实2017年普选行政长官,是中央、特区政府和香港市民的共同愿望。

不过,泛民及社运人士普遍批评,这份《民情报告》没有反映港人对真普选的诉求,也没能说出二个多月的雨伞运动的成因,甚至在结语还扭曲民意

香港立法会委员单仲偕:“我觉得这个事情是强奸民意,因为整个雨伞运动就是要推翻831的决定,要重启政改方案,不是要妥协831的决定。”

香港前政务司司长陈方安生成立的争取“真普选”组织——“香港2020”,发表声明说,庞大的民怨是由中共人大常委会于2014年8月31号的决定所致。《基本法》承诺港人有权透过普选选出行政长官,但北京和特区政府试图以假普选瞒骗市民,使得有关承诺形同虚设。

据了解,全名为《近期香港社会及政治情况报告》的民情报告,分为主体报告及两份附录,其中155页主体报告,只有18页是报告内容,其余一百多页是自8月31号人大决定到12月15号清场时序表,香港政府没有为此举行记者会,也没有印刷版供市民取阅,只提供网上下载。

香港立法会议员梁家杰:“没有立场,没有结论,没有感情。这一份报告又冷又懒,是随便交差。对于民意是无动于衷,也显得政府一意孤行。任何受制于人大8.31决定的政改方案,泛民议员必定否决。”

学联副秘书长岑敖晖批评,报告没有解释雨伞运动的成因以及诉求。

学联副秘书长岑敖晖:“就是因为人大的决定与香港的意愿,或者是对于民主的意愿是完全不符合,所以才会有雨伞运动的出现,或者才有这么大规模的公民抗命行动或反抗行动的出现。”

民情报告对于港人争取普选轻描淡写,只形容雨伞运动是“一连串违法的示威、集结等群众运动,令香港数区主要道路被塞,引起香港社会广泛关注”。报告完全没有提到9月28号警方施放催泪弹事件,以及施放催泪弹的数量,又是谁下令施放,更没有说明警方近距离在人群施放所造成的伤害。

事实上,香港人的愤怒,是促使雨伞运动和市民占领街头79天的主因。

前香港民主党副主席 蔡耀昌:“虽然过去70多天的占领运动,现在看来是结束了,但是我想争取普选的整个诉求,这些运动不会停止,可能会在未来的一个时间不同的形式,来继续进行,所以我想不管是香港或北京,也不能够完全觉得问题已经解决了。”

1月7号,香港政府宣布启动的第二轮政改咨询,内容包括:提名委员会的构成及产生办法、提名委员会提名行政长官候选人的程序、行政长官普选的投票安排,以及其他相关问题。

香港立法会委员 单仲偕:“政改不会通过,原地踏步,香港将来的管制也出现非常严重的问题,香港出现撕裂的问题,现在大家都没有好什么的方法来解决现在的困局,大家就是觉得香港出现死胡同,好像香港的问题愈来越多了。”

泛民主派议员们重申,将抵制第二轮政改咨询。

H K Councillor: Public Opinion Report Distorts Public Opinion

At the end of last October, after the open dialogue between the three people political reform group and five representatives of the H K Federation of Students (HKFS), the Hong Kong government promised to submit a real public opinion report to the Chinese Communist Party (CCP) Hong Kong and Macau Affairs Office. The report makes people feel betrayed and disappointed because it does not fully reflect Hong Kong people’s opinion. In addition, the second round of political reform consultation from the Hong Kong government attracted outside attention.What kind of spark will be generated this time?

Hong Kong Special Administration Region (SAR) Government Public Opinion Report is released. But most people can’t accept it.

According to the Hong Kong Government, the report introduced on January 6th accurately reflects the related political events from last year’s universal suffrage decision to the end of the Occupy Central clean-up.

The first paragraph of the report’s conclusion says, in strict accordance with the Basic Law and the related explanation and decision of NPC Standing Committee, the scheduled implementation of 2017 Hong Kong Chief Executive universal suffrage is the common aspiration of the central and SAR Government.

However, the pan-democracy activists and other activists widely criticized that the report does not reflect the true aspirations for universal suffrage of Hong Kong people and the reason for the umbrella movement in February.It even distorted public opinion in the epilogue.

Hong Kong Legislative Council member Sin Chung-kai: “I think it raped public opinion because the umbrella campaign was to reverse the 831 decision and restart the reform package, not to compromise."

Mrs Anson Chan, former Chief Secretary for the Hong Kong Administration, established an organization for true universal suffrage – Hong Kong 2020. They issued a statement saying huge public discontent was caused by the CCP Standing Committee’s decision on August 31st, 2014. Basic Law promised Hong Kong people the right to elect the Chief Executive by universal suffrage; but Beijing and the SAR government are trying to deceive the public by false universal suffrage to make the commitment useless.

It is said that the report with full name Hong Kong social and political situation is divided into the main report and two appendices. Among the 155 pages of the main report, there were only 18 pages of report content; more than 100 pages described the time table from August 31st People’s Congress decision to December 15th clean-up. Hong Kong government didn’t hold a press conference or publish a printable online version of it.

Hong Kong Legislative Council Alan Leong: “No standpoint, no conclusion, no feeling. It’s a cold and lazy report as a random obligation. It shows the government’s wilful lack of concern for public opinion. Pan-democracy will veto all political reform decisions enslaved to People’s Congress 8.31 decision. “

Lester Shum, deputy secretary general of HKFS criticized the report did not explain the reason for and the demands from, the umbrella movement.

Lester Shum: “The appearance of the umbrella movement was because the NPC’s decision is completely incompatible with democracy. So there are such large-scale civil disobedience actions or revolt emerging."

The report underplayed the universal suffrage struggle from Hong Kong people, but only described the umbrella movement as a series of illegal demonstrations, assembly and other mass movement to block the major roads in Hong Kong area and cause wide concern.The report didn’t mention the tear gas incident on September 28th, the amount of tear gas, nor who ordered its use and the damage due to the police firing at close range.

In fact, Hong Kong people’s anger is the reason to promote the umbrella movement and occupy the streets for 79 days.

Former vice chairman of the Democratic Party Richard Tsoi: “Although the more than 70 days Occupy movement seems at an end, I believe the appeal and the movement for universal suffrage won’t be over but continue in another form. So both Hong Kong and the Beijing government can’t believe the problem has been resolved.”

January 7, the Hong Kong government announced the second round of consultation on political reform, including: the composition and method for the Nominating Committee, the nominating process for the candidates of the Chief Executive’s program, the voting arrangement for the Chief Executive in universal suffrage, as well as other related issues.

Sin Chung-kai: “Political reform won’t pass, but make time. Hong Kong’s administrative system will have serious problems. Nobody has a good way to resolve the current dilemma and we all feel Hong Kong is at a dead end with more and more problems."

The Pan Democrats reiterated that they will boycott the second round of political reform consultation.
