大陆盲人维权人士陈光诚成功出逃事件,已经占据了世界各大媒体的主要版面。《路透社》4月30号发表文章,以棒球术语“两好球”指称中共政治局常委、中央政法委书记周永康,意思是说在面临王立军、薄熙来和陈光诚事件的打击后,这位掌控资源超过国防军费的,不可一世的国内安全“沙皇”,面临“三振出局”的命运。

《路透社》援引北京维权律师浦志强的话说,陈光诚的案子和周永康密不可分,他令‘维稳’成为国家政策,并超越一切限制和规则。报导说,在周永康治下,“维稳”开销的剧增令警察和武警的权利急剧膨胀。浦志强对路透社表示,每个省、每个地方都有自己的‘陈光诚’,他们被控制和消声,却没有任何法律基础和程序。陈光诚的案例只是这种完全不受约束的权力,滥用的突出例子。

据陈光诚逃出后公布的录音说,当地政法官员告诉他,为了他一个人的“维稳 ”开销,已经远远超过6千万人民币(相当于950万美元),而这其中还不包括去北京贿赂上层官员的钱。

2.“陈光诚事件”中美官方一言不发

“陈光诚事件”不只是曝光了中共政法委系统的黑幕,也让中美即将进行的新一轮“战略和经济对话”蒙上阴影。英国“金融时报”甚至认为,如果陈光诚问题不解决,还可能影响伊朗,和今年11月美国总统大选,以及中共权力交接等一系列问题。因此,陈光诚的喊话过去了三天,中美两国官方却依然对这起震惊全球的事件不发一言。

美国“乔治梅森大学”客座教授章天亮评论说,胡温正在对决周永康,奥巴马政府呼吁中国的司法独立,并不会得罪中共当局,反而是帮助了中共。同时,呼吁司法独立,不是美国在卷入中国的权力斗争,而是在推广普世价值。而胡温也只有取消政法委、拿下周永康,才能在这次政局剧变中,为他们自己的行为涂抹上正义的色彩。

章天亮认为,在法办周永康后,中国许多的人权迫害问题迎刃而解,这不仅符合胡温的个人利益、符合中华民族的利益,也符合美国的核心利益。

3.欧盟吁中共对陈光诚案“极度克制”

“陈光诚事件”也引起欧盟的关注,4月30号,欧盟常驻北京代表团发表声明,呼吁中共当局在处理“陈光诚事件”时保持最大克制,避免陈光诚家人和任何与陈光诚有关的人受到骚扰。声明说,人权捍卫者应当得到完全符合中国法律和宪法的对待。

Zhou Yongkang Focused by Chen Guangcheng Event

Chen Guangcheng has made newspaper headlines around the world.
In a Reuters’ article dated April 30, Zhou Yongkang was
referenced with “strike two”.
Zhou is a Politburo Standing Committee member and Party
secretary of Political and Legal Affairs Committee (PLAC).
Reuters comments that Zhou has been bruised by the
scandal of incidents with Wang Lijun and Bo Xilai.
With the latest hit by Chen Guangcheng’s escape,

the domestic security chief now faces out of controlling
on these three shocking incidents.

Reuters cited a Beijing-based lawyer Pu Zhiqiang.

“You can’t separate the case of Chen Guangcheng
from Zhou Yongkang.
Zhou’s stability preservation as a national policy has
overridden all boundaries and rules."
The surge in spending on “stability preservation” has inflated
the power of the police and armed police under Zhou.
“Every province, every place has its own Chen Guangcheng;

people who are kept under control and silenced without
any legal basis or appeal," said lawyer Pu.
Pu thinks that Chen Guangcheng was “the most prominent
example of unfettered abuse of power."

According to Chen Guangcheng’s video statement,
local PLAC officials told Chen that “stability preservation”
spending over Chen alone far exceeded 60 million RMB
( USD 9.5 million).
This figure does not count the amount of bribes paid
to top officials in Beijing.

CCP and U.S. Officials Silent on Chen Guangcheng Case

The sensational escape of Chen Guangcheng exposed the
dark secrets of the Chinese Communist Party (CCP) PLAC.
It casts further shadows over the upcoming new round of
Sino-US strategic and economic dialogue.
UK’s Financial Times even thinks that if the case of
Chen Guangcheng is left open, it may affect more issues.
The issue may influence Iran, the November U.S. Presidential
election, and the CCP leadership transition.
Thus, after three days have passed since Chen appealed
on video, both sides officially remain silence.

Zhang Tianliang, visiting professor at George Mason
University, commented on the issue.
“Hu and Wen are confronting Zhou Yongkang at the moment.

The Obama administration calling for China’s judicial
independence will not offend, but help the CCP regime.
The judicial independence call is not dragging the U.S. into
a power struggle with China, but promoting universal values.”
Zhang thinks that for Hu and Wen, only by removing
the PLAC and Zhou Yongkang, can they gain credit of righteousness for themselves.

Zhang Tianliang believes that after bringing Zhou to justice,
lots of existing human rights persecution cases in China will work themselves out.
This will not only meet the personal interests of Hu and Wen,
but also the interests of the Chinese nation, and the core interests of the U.S.

EU Call for CCP “Extreme Restraint" Over Chen Guangcheng

The Chen Guangcheng event also attracted EU concerns.
On April 30, the EU-China delegation issued a statement.
The EU urged the CCP regime to “exercise maximum
restraint” in handling the case of Chen Guangcheng.
The CCP was asked to avoid harassment of Chen’s
family, or any person associated with Chen.
The statement said, “[the treatment of] human rights
defenders should be in full compliance with the treatment of Chinese law, and the Constitution."
