【新唐人2012年9月8日讯】在2008年，受污染的中国肝素导致149个美国人死亡，北京此后承诺整顿药品制造业。但是《路透社》调查却发现，占据世界最大份额活性药物成分(API)生产的中国，很多没有执照的公司仍然在市场上公开活动，他们的药物仍然畅销无阻。
《路透社》近期发表了《特别报告：中国的“疯狂东方”制药厂》（Special Report: China’s “wild east" drug store）。文章说，经过调查，中国假药市场依然泛滥。
报导指出，世界调查员菲力浦•安德列，在采访了超过12家活性药物成分生产商或代理商后，他确定，在没有接受中国“国家食品药品监督管理局”的监管，以及未经国际认可的“良好作业规范（GMP）”认证的情况下，“药物成分”就被生产，并进入全球供应链。
据中国医药保健品进出口商会表示，中国出口“活性药物成分”的年销售额价值220亿美元。
四年前，受污染的中国肝素导致149个美国人死亡后，北京曾承诺要整顿药品制造业，并承诺引入了更严格的制造标准。不过，今天中国的假药仍然充斥市场。
“盈科律师事务所”律师陈北元：“中国在现阶段，无论是哪个层面，包括药品这个层面，假冒伪劣产品还是比较猖獗的，这种猖獗是社会的一个大的环境。所有人都在追求金钱的利益，有人已经说得很经典了，就是：当你的利润超过100%的时候，好多人就可以铤而走险。”
今年8月，中国当局在一次全国性扫荡中，逮捕了近2000人，查封了价值1.8亿美元的假药，这些假药号称可以治疗糖尿病，以至高血压和狂犬病等各类疾病。
“盈科律师事务所”律师陈北元指出，社会大环境使得一些企业丧失了基本底线，这是一个原因，另外，执法、监管力度不够，导致劣药造成的安全事件。
而美国研究发现，全球目前三分之一治疗疟疾的药都是假货，而且，疟原虫传染的疾病每年夺走65万人性命。可笑的是，中国同时是疟疾药真品以及假货的主要产地。
中国的假药不仅让外国人受害，很多中国人也是假药的牺牲品。
例如，河北省石家庄的李淑珍女士，2003年因为得了慢性支气管炎，被石家庄第五医院误诊为肺结核。住院治疗期间，医生为了多提成，超剂量给她使用假药，造成她身体多器官和免疫功能损害。
受李淑珍生前委托帮助她维权的“权利运动”网站的负责人胡军表示，李淑珍最后确诊为“非霍奇金淋巴瘤”。手术后，李淑珍化疗了一年半，身体整个变形。李淑珍投诉举报官方医院使用假药，但当局不仅没有理睬她。而且在她上访期间还将她软禁起来。
“权利运动”网站负责人胡军：“医院不但不承担责任，而且还进行打压。到法院去起诉，都是相互之间推诿。更可气的是政府，就在李淑珍癌症晚期的时候，把李淑珍进行劳教。这是让人发指的、丧尽天良、没有人性的。”
去年（2011年）10月9号，李淑珍含恨去世，家里人也得不到任何赔偿。
李淑珍丈夫张礼：“这种制度体制下现在出现这些问题，我现在再抗争也没什么意义。她现在人已经没了，我确实一直挺痛苦的，到现在没人给我赔偿。”
胡军指出，中共的体制本身就是一个掠夺性的专制体制，它的法律只是用来镇压平民百姓的，人人都是制度的受害者。所以社会上相互残害经常发生，假冒伪劣也不能禁止。
实际上，中国的药品市场也极其混乱，网友爆出的一张药品销售价格表可以看出，零售价和批发价相差几倍甚至十倍以上，还有回扣！

Reuters: counterfeit drugs uncontrolled in China
In 2008, 149 Americans died from taking contaminated
Chinese heparin, which the Beijing regime promised to
rectify within the pharmaceutical manufacturing industry.
But Reuters surveyed many Chinese companies occupying
the world’s largest share of active pharmaceutical ingredients
(API) production, which do not have licenses. They are still
actively selling their drugs on the open markets.
Reuters recently published an article titled “Special Report:
China’s “wild east" drug store".
The article said that after an investigation, the counterfeit
medicines are still spreading unchecked.
The report revealed that after interviews with more than 12
companies of API manufacturers, it was found that
without accepting the supervision of the State
Food and Drug Administration (SFDA) , with no certification
of international good manufacture specifications (GMP),
pharmaceutical ingredients were produced and sold globally.
The Chinese Medicines and Health Products Import and
Export Chamber of Commerce (CMHPIECC) said that
annual sales value of exporting active pharmaceutical
ingredients is $ 22 billion in China.
Four years ago, 149 Americans died from taking contaminated
Chinese heparin, which the Beijing regime promised to rectify

However, China’s counterfeit drugs are still flooding the market today.
Yingke Law Firm lawyer Chen Beiyuan : “Now in China, no
Matter at which level fake and shoddy products , including
medicines, are quite rampant.
All people are pursuing interests of money; someone has already
made it a classic, that is if some product exists at more than 100%
of the profits, a lot of people can take a risk.”
In August this year, the Chinese authorities arrested nearly 2,000
people and seized $ 180 million counterfeit in nation-wide raids.
And these fake drugs claimed to treat diabetes, various
diseases such as high blood pressure and rabies.
Chen Beiyuan pointed out the social environment can make
some enterprises lose their basic bottom line, it is one reason.
In addition, law enforcement, inadequate supervision, can
also lead to security incidents of sub-standard drugs.
American studies showed that one-third of malaria drugs in
current global market are fake.
And the malaria parasite-borne diseases can kill 650,000 lives
a year. Ironically, China is a major producer of both genuine
and fake malaria drugs.
Not only foreigners are victims of China’s counterfeit drugs, but
also many Chinese people are victims.
For example, Miss Li Shuzhen, Shijiazhuang, Hebei Province,
in 2003 had chronic bronchitis which was misdiagnosed
as tuberculosis in Shijiazhuang Fifth Hospital.
During hospitalization, in order to earn more commission, the
doctor overdosed counterfeit medicine and caused her body
organs to suffer immune dysfunction.
The responsible person of website’s rights movement Hu Jun
who was entrusted to help her rights by Li Shuzhen said
that Li was finally diagnosed as non-Hodgkin lymphoma.
After surgery, Li had chemotherapy for a year and a half, her
body was deformed.
Li complained that official hospital used counterfeit drugs,
the authorities have not only ignored her but kept her
under house arrest during her petition.
Hu Jun: “The hospital not only did not take responsibility, but
also suppressed her prosecuting the hospital in court.
No one dealt with the event .Even worse the Government, even
though Li had advanced cancer of Li, conducting reeducation
through labor on her. This is no conscience, no humanity.”
October 9th 2011, Li died, and her family did not receive
any compensation.
Li ‘s husband, Zhang Li: “these problems appearing in such
a social system, now it’s no meaning for what I fought about,
because she died. I’m really very unhappy and no one gave
me any compensation.”
Hu Jun pointed out that the Chinese Communist Party (CCP)
system is a predatory authoritarian regime, its laws are only
used to suppress civilians. All are victims of the system.
Community mutilation often occurres, neither the fake nor
shoddy are prohibited.
In fact, China’s pharmaceutical markets are very confused.
From drug sales price published by netizens, we can see that
the difference between the retail price and the wholesale price
are several times even more than ten times, besides rebates!
